Man and the angels were created in a state of innocence. They chose to break fellowship with God. God did not choose that for them. If I created a new car and then I gave it to you and then you went ahead and destroyed it, it wouldn't make sense to say I created a destroyed car. In the same way, it doesn't make any sense to say that God created sin.
He already knows the decisions that people will make before he creates them.
My fate and your fate were pre-decided before we even got to say so. God's foreknowledge does not affect our free will. God's knowledge is like a barometer. The barometer has no effect on the weather, it just knows it.
