>> By now, the officer is scrambling, mixing up laws, inventing violations, and leaning on empty threats. He tries claiming filming could be a felony. He tries pulling concealing identity out of thin air. He tries insisting that refusing to chat politely somehow equals obstruction, but none of it sticks. The auditor presses him for reasonable suspicion and the officer can't articulate a single actual crime. The tension builds as his frustration grows, exposing the cracks in his training and judgment.

The officer shifts tactics again, now attempting to physically move the auditor off a public sidewalk by pretending the bank controls the street. When that fails, he escalates with accusations, insults, and emotional reactions that no professional should ever display. The request for a supervisor only intensifies his irritation. Each second of body cam footage becomes another piece of evidence showing an officer who would rather force compliance than follow the law.

Obviously, if somebody's recording, >> um technically we still can't push the issue. I was just trying to get his information and say like, "Hey, what's going on? Let's see." I mean, if you want to, you'll have to probably get with the bank and get permission, but it's suspicious obviously because they think that they're casing the building.
>> But he's I mean, just from him talking, he knows what to say and what to do obviously to get everybody egg on. So this is his this is not his first rodeo.
So >> I got that too. So uh I was late and I guess he had already been with the issue with that I had was that people brought it to his attention. Hey, why are they photographing the building? Right.
>> Mhm.
>> And he got a little belligerent told him.
>> Yeah.
>> And so that's why I said well let me go just see what he is. So I did catch him around the end and I said I ask what you're doing and he goes I'm photographing the building. And I said, "Is there a specific reason why?" And he was, "Uh, I'm a member of the public. I can do whatever I want."
>> And >> so he was out here yelling at some of the customers.
>> No, not at the customers at um my colleague here.
>> Okay.
>> When it was brought to our attention, again, suspicious. We always want >> inside the bank, managers and staff speak with the arriving officer, painting the auditor as a threat, a provocator, even mentally unstable.
Their statements are filled with exaggerations, contradictions, and pure guesswork. They claim he yelled at customers, that he's behaving erratically, that he's casing the building. But when pressed, none of it holds up. The real problem wasn't danger, it was discomfort. And discomfort is not a lawful reason to weaponize the police.
>> Two, who was casu?
>> So yeah, he was little profane with her.
>> He told me that he was with some news company.
>> No. So I asked him I asked him well because he goes do you own the building?
I said sir I don't own the building.
>> I said but I work here. How can I help you?
>> And and he goes uh well I'm just taking pictures. I can't. I'm a member of the public. [snorts] And I said well are you with somebody in particular? He said I don't need to share that with you. I said that's fine. And then later on he said I was told I can speak to Marty.
>> I said are you know Marty? I said I'm not Marty. Mhm.
>> And I said, "And video you as well so that I can understand that if you're being suspicious, you now understand we're we're videoing you on the cameras and I've got a picture of you." And he goes, "Well, see that sign there? It says you have under 24 hours surveillance, so I know you're videoing me." He goes, "But I have 3 hours that I can sit on this sidewalk." I don't know what that meant, but I just walked off. And >> yeah, he's one that actually tries to go and look into different uh different types of laws, what he can and can't do. Obviously, I mean, like I said, he he's just one that wants to try to get someone in trouble.
>> Yeah, I I talked to a guy when I spoke to our facility manager. I said, I I think he's not casing the bank. He's not suspicious from that standpoint. But he wouldn't I wouldn't be surprised that he's going to try to say architect designs are off or >> you know, uh I tripped and fell.
>> He said mentioned something about a bailout. I don't know what he told.
>> Yeah. When I walked up to him, I was like, "What are you doing here today, sir?" He's talking about some 2008 bailout. I don't know. It's something I don't have an idea about.
>> Yeah. He He's obviously confused. There was no bailout.
>> He kept telling me about he could only talk to Dr. Brown or Marty like from the from Back to the Future from the movie.
>> That's Yeah, >> I didn't make that. So, I don't watch movies.
>> So, yeah. No, I mean with that, I mean, [clears throat] >> just his statements alone, there might be something else mentally too as well.
I'll just let him know that. I mean, if you guys feel like he's not a threat, obviously we can see who [clears throat] he is. Did you see what kind of vehicle he came in?
>> No, we we actually just noticed him when he was out here. Um my teller noticed that he was videoing. So, I went out there and um he I mean he he was just standing there with his tripod and I don't know if he was taking pictures, but I could see his camera shuttering when he would have clicked the button.
So, I assume it was taking pictures, but he was making some of our customers uncomfortable cuz he was recording them while they were walking in and out of the bank.

Well, I just let him know that. I mean, technically it's >> he can do what he wants in his house.
So, >> as long as he's on the sidewalk, but if he comes onto your property, that's trespassing. Obviously, you guys don't want him here. I'll let him know, too, that cuz with him being um yelling profanity, obviously in the public area, that is disorderly conduct. So, >> and he does know the rules cuz he did this sidewalk.

filming in public is legal. They talk about how he knows what he's doing, how he might be looking for architectural flaws or attempting to provoke a reaction. They speculate endlessly, but even the officer admits they can't push for ID because no crime exists. Despite this, he remains fixated on finding a way, any way, to justify demanding personal information the law does not require him to give.
