Public Hearing on Proposed AG’s Office Personnel Rules and Regulations | May 18, 2026Added:
Half a day everyone and good afternoon.
This meeting is now being called to order. Today's date is Monday, May 18th, 2026 and the time is 1:05 p.m.
This is the public hearing for the AG's office proposed personnel rules and regulations.
Pursuant to 5 GCA 9301A, the AG's office published a notice of the hearing on the Guam Daily Post on May 5th, 6th, and 7th, 2026. The notice was also published on the government of Guam Public Notices Portal on May 7th, 2026.
At least five printed copies of the proposed personnel rules and regulations, as well as the economic impact statement, were made available at the AG's office beginning May 5th, 2026.
A digital copy was posted on the AG's office website on May 7th, 2026.
This public hearing is being recorded and live streamed on the AG's office official YouTube account.
Um moving to the second agenda item, the purpose of the hearing.
The purpose of this hearing is to provide all interested parties an adequate opportunity to participate in the formulation of the proposed AG's office personnel rules and regulations through the presentation of facts, arguments, written data, or views.
All relevant matters presented during this hearing will be given full consideration by the AG's office.
Moving on to the third agenda item, the proposed AG's office personnel rules and regulations. Copies of the proposed personnel rules and regulations are available for anyone here who would like to peruse them. You can also view a digital copy on our website at www.guamag.org/reports.
Moving on to the fourth agenda item, the discussion.
Retired Judge and General Elizabeth Barrett Anderson, the fourth elected Attorney General, created a draft set of personnel rules and regulations, which we have taken and brought forth to the AAA process.
Moving on to the fifth agenda item, the public testimony.
The floor is now open for public testimony. Those who wish to offer comment or testimony may kindly raise their hand, at which time the microphone shall be provided to you. In the interest of time, we respectfully request that all comments and testimonies be limited to no more than 5 minutes.
Thank you. My name is Pete Santos.
I'm here on my own behalf and as an interested citizen of Guam.
Whenever a policy is created or amended, there always has to be a purpose or a reason why.
And so, I've perused the draft rules and it apparently removes a lot of protections that are normally afforded to classified employees on a merit based system.
And especially for agencies that exercise police power like GPD and the Attorney General's office, uh employees need to be able to feel confident that they're, you know, going to be protected in the performance of their duties and not be subjected to um pressure or fear. So, uh basically, my question is, what is the purpose of making changes when the rules that have been in place for years has served its purpose of protecting employees and allowing them to do their job, which is law enforcement, which is police powers, uh without fear of reprisal or without uh uh I guess pressures.
Uh so, that's the question is, what is the reason this is necessary?
Thank you, Mr. Pete Santos, for your question. Um that is duly noted and we will take that into consideration in the formulation of our final personnel rules and regulations.
