The snow thing in particular just doesn't make much sense in any context.
It's confirmed to be in Raccoon City during the reckoning phase of Resident Evil 2, late September. There's never any snow in any of the main line games.
Heck, not in any spin-off either, in or around the area. It's just weird and seems like change for the sake of it.
Sure, I guess the bright contrast makes the blood stand out more when the zombies goofily as they free fall onto snow-covered vehicles. What was that why then? White helps the blood contrast and look gorier? Kreuger does emphasize how it's going to be his most visually gonzo movie ever. Aesthetics are important, damn it.
