[00:00:14]On the afternoon of February 22nd, 2025, traffic near US 231 and Harrison Avenue in Panama City, Florida, turned into a deadly crime scene. What investigators described as a road rage encounter started with a confrontation between people in two vehicles. Within moments, the situation escalated. A brief physical altercation broke out. The drivers returned to their vehicles and then gunfire erupted. 48-year-old Geianne Garner was killed. Her 19-year-old daughter, Merily Lewis, was critically injured. Two other people inside Garner's vehicle survived without physical injuries. Police say the suspects fled in a gray Dodge Ram. A nearby Panama City Police officer heard the shots, saw the truck leaving the scene, and a pursuit followed with help from the Bay County Sheriff's Office and the Florida Highway Patrol. The investigation would later focus on Jubel John Simmons. Prosecutors said the gun used in the shooting was thrown into a drainage ditch during the chase, recovered by police, and linked to the shooting through forensic testing. This is the interrogation of Jubal John Simmons.

[00:14:36]>> Um, we were coming from like Panama to turn on the 231 and I was making that turn and um the car in front of me had completely cut me off and almost hit me.

[00:14:49]>> And then when I was upset and I was like, "Hey, you know," they all got out of their car and came to my vehicle. One of the passengers, I I think they were in the back seat came to my door and I had my window down.

[00:15:03]>> I don't know what she had on her. I don't know what. And then they all got there was two guys and two girls and one of them came up to my vehicle and I opened the door and when I opened the door she she punched me in my face.

[00:15:17]time. I don't even know if I felt it. I don't know if I got >> Is that what that is >> on this side here? I don't know if it is anything on this side, but I felt it and she punched me in my face and that's when I defended myself.

[00:15:41]Um, I heard police cars and then there was a car in front. There was a police car in front of me and I I tried to veer off and we hit each other.

She went in the left lane and I stayed in the, you know, she went in the right lane and I stayed in the left lane and as I proceeded to be in that lane, she completely just got over on me and almost hit my vehicle. Do you remember what uh like businesses were nearby?

[00:16:38]>> Yeah. She can but she almost hit my vehicle and I was upset and then all of all everybody in the vehicle got out >> and one of them came to my driver door.

[00:16:51]>> No, it was the female behind the female that was driving. And then once she got out, the female that was driving got out and the two there's two guys that got out. Okay. Um, where were you at when they got out?

[00:17:11]>> Okay. So, it wasn't the same light that you had just got cut off at.

[00:17:17]>> And she went into the left lane and I was in the right lane and she got over on me and we were at that light right there.

[00:17:36]>> It was the driver's side and she was behind the driver.

[00:17:38]>> So, the passenger driver or the passenger on the driver's side got out.

[00:17:44]>> She had dark hair. Um probably a little maybe just a little thicker than me. Not really. Um tall, short, probably maybe the same height as me. Maybe just a little shorter. I don't know.

[00:18:01]>> Yeah, she was yelling at me, saying, "Oh, something about her mom, blah, blah, blah." Cuz I was upset that they took me off. And I was just like, "Hey, you know, I'm visibly upset at the driver, like, hey, what the heck?" You know, like, >> so for her to get out of the car, were you like honking or >> I didn't honk at them actually. I didn't honk at them. I was just like, "Are you freaking kidding me?" Like, you know?

[00:18:25]>> So, she gets out of the car and she comes up to you. Yeah. She came into my drive.

[00:18:29]>> Yeah. And I opened my door. And once I opened my door, she hit me in my face.

[00:18:36]>> Okay. And then at that time, the other passengers get out.

[00:18:40]>> Yeah. All the I think they were already out. The or the two guys were already out and then their mom got out.

[00:18:48]>> Yeah, they already the two guys I don't think they said anything to me, but the mom was coming at me. Yeah.

[00:18:54]>> She was just saying something about her daughter.

[00:19:11]>> Okay. So, after the arguing and yelling, you said you took off from them. Okay.

[00:19:19]And what during the argument at the light, what was John doing?

[00:19:26]He was like he was I was telling them I was like hey don't come at me you know I'm not like this is Florida you have a you have a three step towards me law and I can defend myself >> okay >> you know like it's you can come at me three steps threatening and I can defend myself because I don't know what you have or what you are doing >> right >> just as much as you don't you know so >> did they have any weapons where they they were reaching so I don't know if They did. I forgot. They were reaching it like in their pocket or in their pants. Like they did have something.

[00:20:06]>> I It looked like they were trying to grab one. That's what it looked like to me.

[00:20:27]>> I just saw them grab me and they were close enough to me where I didn't know I had to protect myself.

[00:20:35]>> Okay. And I guess I back up a little more. Did you What did What was John doing when they when they were punching your car? When this girl punched you?

[00:20:48]>> I don't know. I wasn't paying attention.

[00:20:52]And as you're taking off, was anything said, anything further said, anything like that?

[00:21:01]>> I don't even know. I I drove off when I saw the light turn green.

[00:21:11]>> So, you said you took off. Did you cut them off to get away? Did you follow behind them?

[00:21:16]>> I went around them to get away. There was a turning lane and I went in the turning lane.

[00:21:21]>> And I turned I can't remember if I turned at that light or I turned at a light to get away from them. And then that's when I heard cop cars and I saw the cop car in front of me and I was like, "Oh crap." And I I tried to pull off and we we smacked each other on the side.

[00:21:39]So, and what happened after you hit the officer or the officer hit you? What happened after that? I stopped it the my steering wheel um locked and I couldn't move my steering wheel at all. So I the truck went where it went and I slammed all my brakes so I didn't >> mess anything else up and the cop came up to my vehicle and I put my hands up.

[00:22:11]Like do you own a firearm? Anything like that? Nothing. Does John own a firearm?

[00:22:35]That's obviously something that I I just had some girl come up and punch me in my face in my truck. And I live in the country. I'm not the type of person that appreciates that, you know. So, and I defend myself when somebody is threatening me or I feel like my life is threatened.

[00:22:57]>> I drove off when I cuz I think she was mad that I opened my door when she came up to my door and she punched me in my face >> and what like when I was gone out when it was an altercation. So, and I defended myself. I'm not going to let somebody come up to me and hurt me and threaten me.

I don't know how to I was just trying to get her away from me and she wouldn't. So I'm Did she just eventually walk away or I think maybe once she she did walk away that's when her mom came up to me. All I know is there was always somebody in my face.

What started as a confrontation between people in two vehicles became a deadly shooting that took the life of Georgian Garner left her daughter Marily Lewis critically injured and changed multiple families forever. For the surviving victims, this was not just a brief encounter in traffic. It became the moment that divided life into before and after. For investigators, the case came down to what happened after that confrontation, the gunfire that followed, the pursuit from the scene, and the evidence recovered along the way. Prosecutors later said the firearm was thrown into a drainage ditch during the chase, recovered by police, and connected to the shooting through forensic testing.

[01:05:14]Jubal John Simmons was ultimately found guilty of secondderee murder with a firearm, three counts of attempted seconddegree murder with a firearm, two counts of shooting into an occupied vehicle, and one count of discharging a firearm from a vehicle. He was sentenced to two consecutive life terms along with additional consecutive prison sentences.

[01:05:35]As of the available custody information, Simmons was listed in Florida Department of Corrections custody. His codefendant Ivy Bella Enino was also convicted.

[01:05:46]Prosecutors said she was driving the truck as Simmons fired from it and she was found guilty of accessory after the fact charges and fleeing and attempting to elude. At sentencing, Ensino received 15 years for accessory after the fact and 15 years for fleeing and attempting to elude with those sentences running at the same time followed by 5 years of probation. But for the people who lived through this case, the sentence does not erase what happened on February 22nd, 2025.
