On the afternoon of February 22nd, 2025, traffic near US 231 and Harrison Avenue in Panama City, Florida, turned into a deadly crime scene. What investigators described as a road rage encounter started with a confrontation between people in two vehicles. Within moments, the situation escalated. A brief physical altercation broke out. The drivers returned to their vehicles and then gunfire erupted. 48-year-old Geianne Garner was killed. Her 19-year-old daughter, Merily Lewis, was critically injured. Two other people inside Garner's vehicle survived without physical injuries. Police say the suspects fled in a gray Dodge Ram. A nearby Panama City Police officer heard the shots, saw the truck leaving the scene, and a pursuit followed with help from the Bay County Sheriff's Office and the Florida Highway Patrol. The investigation would later focus on Jubel John Simmons. Prosecutors said the gun used in the shooting was thrown into a drainage ditch during the chase, recovered by police, and linked to the shooting through forensic testing. Um, I heard police cars and then there was a car in front. There was a police car in front of me and I I tried to veer off and we hit each other.

>> Um, left on north. She went in the left lane and I stayed in the, you know, she went in the right lane and I stayed in the left lane and as I proceeded to be in that lane, she completely just got over on me and almost hit my vehicle. Do you remember what uh like businesses were nearby?

>> I think >> and she cut you off. What is she driving? It was a red car and like it looked like a SUV. That's all I can say.

>> No, it was the female behind the female that was driving. And then once she got out, the female that was driving got out and the two there's two guys that got out. Okay. Um, where were you at when they got out?

>> Okay. So, it wasn't the same light that you had just got cut off at.
>> No, it was we were taking a left.

>> And she went into the left lane and I was in the right lane and she got over on me and we were at that light right there.

>> It was the driver's side and she was behind the driver.

What was she saying? Did she say anything to you?
>> Yeah, she was yelling at me, saying, "Oh, something about her mom, blah, blah, blah." Cuz I was upset that they took me off. And I was just like, "Hey, you know, I'm visibly upset at the driver, like, hey, what the heck?" You know, like, >> so for her to get out of the car, were you like honking or >> I didn't honk at them actually. I didn't honk at them. I was just like, "Are you freaking kidding me?" Like, you know?
>> So, she gets out of the car and she comes up to you. Yeah. She came into my drive.
>> Yeah. And I opened my door. And once I opened my door, she hit me in my face.

>> Okay. And then at that time, the other passengers get out.
>> Yeah. All the I think they were already out. The or the two guys were already out and then their mom got out.

And what during the argument at the light, what was John doing?
He was like he was I was telling them I was like hey don't come at me you know I'm not like this is Florida you have a you have a three step towards me law and I can defend myself >> okay >> you know like it's you can come at me three steps threatening and I can defend myself because I don't know what you have or what you are doing >> right >> just as much as you don't you know so >> did they have any weapons where they they were reaching so I don't know if They did. I forgot. They were reaching it like in their pocket or in their pants. Like they did have something.

So I the truck went where it went and I slammed all my brakes so I didn't >> mess anything else up and the cop came up to my vehicle and I put my hands up.

So, what you can you say, "I don't know. I don't know." I need you to just sit there and try to remember what action did you and John take to defend yourselves.

I can't. It brought me to a stop where my truck was right at I don't even know if I hit that car that was right there.

They weren't a threat to you once they got back in their vehicle. Understand you got punched in the face.

How can you say that's self-defense?

They were want they were trying to like take my stuff and steal it for me and I So, when those officers pulled up behind you, did you would you assume that it was for you? So obviously John, you and John are facing some probably the most serious charges, right?
Okay. This is obviously going to go to court. Okay. when the judge and the attorneys and the jury are watching this interview, okay? Because we're going to do search warrants, right? We are going to dig into your phone. We're going to dig into your truck. We're going to dig into you and John's past, okay?
Is any of this not true that you had just met John? That you have been off and on because here's what you've just been off and on for a while now.

So how come you didn't pull over 911 that hey John just shot at this car?
>> I don't know it it all happened so fast.
Is it cuz you knew what he did was wrong?
I don't know.
>> So, let me ask you a question. Do you think what he did was wrong?

>> I don't think somebody deserved to die and die. No, I just he was protecting me. I thought he was protecting me.

You can no longer claim self-defense when somebody has already left and they're getting back in their vehicles.
Do you think what John did was wrong?
>> I don't know.

But looking at the whole picture, you all got yourself in the mess. And all we want is the truth. And when you go in front of a jury, like she says, in front of jury judge, state attorney, they're going to want to see the truth.
If you're if you're looked at as a liar, it doesn't it doesn't go good for you.
Okay? I know there was a conversation after the after he shot the gun, he was probably telling you to keep running when the police pulled behind you.
And it's probably better that you was driving cuz there's no telling what he would have done because he just shot at somebody. Ain't no telling what he would have done.
And thank God he didn't decide to start shooting that officers cuz both both of y'all probably dead at at this point.
You're 21 and you're with a guy that just killed somebody.
And what looks bad for you is is the fact that when police got behind you, you kept going.
Were you scared or someone? Was he telling you to keep going? What was that conversation?

And when you see an officer in front of you, why didn't you just stop?

>> I thought I could stop. That's why you hit his vehicle that that at any point when the officers were were after you or whatever coming behind you, when you see that officer directly in front of you, that was a point that you needed to stop.

Almost every inch of America is covered in a camera. Not only that, do we have police officers? Not only that, we have other witnesses. We have people that were staying in the hotel five floors up that watched the whole thing.
You did not want to stop for the police, did you? Because you know that your boyfriend had just shot up the car.

>> Okay. So when the police got behind you, what she's asking you when the police got behind you, you wanted to run because you knew he just got done shooting a gun. It doesn't I don't care what you thought he shot at, you ran because he just charged a gun.
>> It's all on video. From the moment you your boyfriend shot that gun, killing somebody all the way to the moment you got caught, every single bit of it is on video. So you want to sit here and and lie that you didn't know the police is behind you? They was right behind you.
And then the one coming up in front of you, that's when I would have stopped.
But you took it upon yourself to ram him to get away.

Okay. The picture is painted that you got pissed off at somebody on the road.
Okay, you and John got mad enough where John shot up a car. Even if you're saying you, "Oh, I didn't know he shot up a car." Regardless, you knew John had shot up this vehicle. After John shot this vehicle, you took off, ran for the police officers, rammed your car into one of my fellow officers.
Okay? All to get away to cover you and John. That's how the picture is painted.

moments on the roadway. What started as a confrontation between people in two vehicles became a deadly shooting that took the life of Georgian Garner left her daughter Marily Lewis critically injured and changed multiple families forever. For the surviving victims, this was not just a brief encounter in traffic. It became the moment that divided life into before and after. For investigators, the case came down to what happened after that confrontation, the gunfire that followed, the pursuit from the scene, and the evidence recovered along the way. Prosecutors later said the firearm was thrown into a drainage ditch during the chase, recovered by police, and connected to the shooting through forensic testing.
Jubal John Simmons was ultimately found guilty of secondderee murder with a firearm, three counts of attempted seconddegree murder with a firearm, two counts of shooting into an occupied vehicle, and one count of discharging a firearm from a vehicle. He was sentenced to two consecutive life terms along with additional consecutive prison sentences.
As of the available custody information, Simmons was listed in Florida Department of Corrections custody. His codefendant Ivy Bella Enino was also convicted.
Prosecutors said she was driving the truck as Simmons fired from it and she was found guilty of accessory after the fact charges and fleeing and attempting to elude. At sentencing, Ensino received 15 years for accessory after the fact and 15 years for fleeing and attempting to elude with those sentences running at the same time followed by 5 years of probation. But for the people who lived through this case, the sentence does not erase what happened on February 22nd, 2025.
