and in particular uh try uh every possible way to responds to a number of questions where you been send them early come by early provide them some uh informations and also feedback where you have ask followup questions or comments but also just to inform uh the committee as well afternoon conflicting agendas. So by most of them come tomorrow by uh some questions be in better positions provide them feedback. So um I think one question directors around the corner I think particular director law industry already provide them some feedbacks but also grant agencies executive um office ministry where he duk particularly the value addition fund where he act secretary of that fund. It's been two months and uh 3 weeks for Mr. Ministry and I think we make up this discussion. So if anything we uh ministry make me right then um you can actually guide us as well to say that you are doing the right thing or you are not doing the right thing so that we can actually adjust and amend or even make a right deliverance all people.
So um chairman with them all members of parliamentary committee since you've like given me opportunity and echolo um colleague director industry we think some questions [clears throat] very specific to the value addition program.

Honorable members identify law 2025 annual report parliament and committee mem report and uh let me give you more questions uh ministry and department one first presentation afternoon um director industry we may give him time left. Thank you. Thank you chairman members committee. First of all, [clears throat] business and especially now in this case work factories, manufacturing and trade.
[snorts] question support and uh funding allocation.
Uh I think most questions last year [cough and clears throat] last year in terms of regled comain full process use or selection funds fund [clears throat] firstly industry act industrial development act director administrator act we been creating Regulation Ministerc processes and screening committee difference.
[clears throat] prescribe every process including section I think part 4 15 and 16 law regulation which one law one law through law regulation number 33 2025 And uh he got he got one covenance committee establishing board of governance and then he got one um uh pre-election committee and committee function and then he got one secretary [clears throat] and then activity. So ministry department any questions relate functioning functioning secretary occupying position under law regulation ministry for trade And then [clears throat] honorable questions in terms of monitoring and evaluation. Yes. Part five uh 17 189 process.
So part five number 17 quarterly reports of ministers [clears throat] section 18 and then section 19 annual audit Everyit on an annual basis regulation secret assign.

180 million and um at the time 180 million we've been ready.

Uh the first uh pre-screening committee number 133 of 2025.

Then committee number one application form all then meeting number four which is and recommend and at that time you got 11 recipient everyone will been successful all application from 180 million.

So when I started on the 30th of uh March, that's where I think we started with the issue of internal audit.
But uh there were some issues identify umbrella policy where uh whatever regulations or whatever order must be aligned with them.
Advice order consistent with them act industry development act the 2020 2014 act. So been identifying some um inconsistency.
some sections over there. So drafting instruction attorney general and we are just waiting for them to come back to us and then look how council for further consideration when we want them. Thank you.

Thank you honorable chair once again through you. Second point in particular questions one allocations investment capital fund where government ministry um trade, more commerce and out of that 1 billion 500 million areas lease ATR as well as partial repayments.
So out of that 500 million 180 million value addition fund um and then um million national park house and then 220 million was supposed to go to cooperatives business network PCBN. So um operational arrangements domestic services. So I think uh that's what uh is u been um implemented. Lov for instance context last year only been exporting five continents to New Zealand and hopefully we'll work with them again for this year to see whether there will be some exports again of the product we call one New Zealand in terms of the park house I think one been making one trial law um 21st of May this year where you make one 13th hands of taro export to Melbourne. Um when through Market Fresh Australia um 20 kg 720 okay thank you director for correcting me. [clears throat] 723 kg of taro to Australia.

So by that time 65 applications more than applications and we come before me and then after council of ministers and council of minister state law with on funding agreement before executing. Thank you honorable chair honorable member finance and all these things I think they did not have any format interest So I think recommendations future um grant agreement um allocated by the ministry of trade make sure all this checks and balances make sure tomorrow funding even when limit for instance council been endorsed all 11 recipient even got two additional but then okay let's review I mean low amount 10 million 20 million but recommendations out of 180 million.

Um so the story behind the land so um was a state land 1 of July 1999 and they were doing you know business since then and the time when um venture into the pack houses then Yumiko when they came that landi building pack house. Um however there were some issues uh the way OI been uh back and forth with it. Um OI been uh discussing within the Bureau of Standard and um and the Ministry of Lands and also Finance Common.
Now um agree amount of 118 million honorable member and then uh been cut one council decisions been uh I think council number 149 but 2025 part of that land not all of them so part of the land 24,000 square meters so 2.4 for um hectares of land where uh park house so one funding member just before the first trial 21st of May back and forth building but things just to make the government react 50 million because I think agreement 118 million law council decision so 50 million but account lawyer that's ritual black lawyers and uh then that was back in April so my name stop and you miss walk towards launching then fin some additional issue on top of that. So maybe like go last week Wednesday and Thursday and even Friday morning try to sound um issue um and increase number 180 because make him walk inside 170 and say government you take it or you leave it. So we were back and forth with them from Thursday all day come back Friday morning before launching pack house. So the government actually threw a new uh council decisions Um Friday uh emoia yi increase that amount from 118 equal to 170. So uh cops and me giving me 3 to seven working days that matter. Um so I think that's where uh the launch took place. Uh I mean it took took place Friday uh afternoon and now we have to identify an additional 120 million from 50 million but 120 million look with the ministry trade and commerce and also with the ministry lands by divide them. So 40 million by ministry for threat and commerce and then under 80 million by Mikamat law um uh ministry plans through law one sale and passage agreement and then this deed of release where minister plans and me sign them before launching pack Friday.
So I think that's um an update provide honorable member. Thank you.

Um we got one or two question in regards to um for you uh added grandia. Um you mentioned MC got uh some inconsistency between regulation when we put in place with them actor. Um so we know the issue. My question is when are we going to rectify the inconsistencies? you make sure you update them all regulation align well with them act when are we we expected to complete that uh we understand so that's the first question we understand only freeing funds um so we got a few complaints from uh potential applicants about funds only have apply from park again. Um we believe say this is not the first time we issued grant one initiative we making over few years now and it it has been successfully rolled out lately last year second number three report service, one finance only available made available and if they had to be made available what what will we do about it on the recommendation report uh number four question um how are they performing up to date in France was me right now 6 months after [snorts] the release of fund how are they performing out of those uh 11 recipient. Thank you um honorable chair and and also honorable member questions here um by me um also asking permission develop director and also EU me provide them and and and feedback on that uh in terms of u the value added um funds mal order in particular. So last week inconsistency from act about um uh value addition fund or value um value added programs. So I think inconsistency because that value added program value addition fund fall under section 13 act and no follow section 11 act because section 11 act value addition fund. Um that's where the inconsistency was.
Minister you zoom that power within the section 135 drafting instruction attorney general's office Thursday and then it has to go back to cabinet.
So that it comes back to second question in terms of the freezing of the funds.
So um if councel say yes open application still come as we speak something 150 something we stop.
of money 180 but you may allocate 11 companies.
So um you've been cut one communications between the minister and the office of deputy prime minister to look at you know whether we can allocate an additional funds when we come to help and that's yet to come. Um in terms of the um reports this week something we'll be giving this coming Friday then that's where that's another step in terms of one once the reports are actually out uh and uh whether we need to um pursue uh you know the implementations of the recommend commendations and when exactly next steps I think that's why we work together and also PS report um that when reported has as a ministry Min come with them ministry but uh we have not read that report yet so I think maybe but it's more like the spendings of the ministry in 2025.
Um so I think very specific because it's not only the ministry of trade also ministry of healthc that assessment between the two ministries and then others will come. So um findings but once we uh have the copy we can also uh discuss that further with you. um on performance I think that's where um I think small in terms of money issu I think four out of the 11 report 11 recipient and uh I think you come back earlier whe should have enough because they've they've received some good allocations. So I think well into account situation wall um fuel prices all these issues but I think they they might uh get those machineries coming to to the country but I think director compliment them response for me. In regard to law and probably including um export quality standard market outside. But most importantly suppose where you got people that demand outside even domestically then you stop giving one opportunity business opportunity more confidence and help improve life.
I think about sustainability.

Farmers every day even talk about licensing licensing of over 200 license commercial license and permit being issued. So question around the park house itself. um sustainability blade.
free line agency responsible every requirement successfully export them some containers ease Australia New Zealand also ment law, economics and committee been fortunate witness signing agreement with the market first law market operation where you got some funds you brought farmers And then you come you maintain them fireball market overseas even domestically then definitely it present a good business case for me but it's been famously used in the past describing some asset where government been investing a lot of taxpayers money.
So fully operation. My question about sustainability. What plans do we have in place? Uh and how we call about implementing those plans. So uh business on a commercial basis and you may start reducing benefit state funds run on its own.
and even hopefully but also every province.

I think one point everyone align with issue sustainability. Um under uh and manage all pack houses I think something been discussing internally as well in particular national trade development committee I think it's important to set up a committee look how you may um implement them that when initiative because Um the bureau of standard MME regulatory body where um under the act specific mandates PL by him should deliver them in terms of quality standard um calibrations testings lab and all these things but uh I think but I think it's going to be for a short period of time but I think it's good uh that board me because one board um chairman um private ministry one trade and commerce and then you got all members I think one members around the table afternoon GM chamber also provide them one feedback I think particulars CEOBS manage him all this time because uh you know the risk is that run into those uh previous one situations where no successful. So, National Trade Development Committee operator and in particular as well local options. uh if we have to privatize it, I think that's you know an option.
PPP uh private public partnership arrangements.

So then we will uh implement those in Malikula Pendos with Tana. So I think min GM you and them just provide them some feedback law that particular issue for sustainability and then by you may proceed back and thank you chair.

Um out of full transparency, I think we just found out member board VBS last Monday and uh concerns me as well from one organization operations require strong governance and uh concerns about questions operations VBS and yes responsibility board oversee um governance operations VBS. So when I'm teaching been mentioned Afternoon today import discover board member may not attend the one board meeting yet also one probably one initiative must push block one board meeting from rightly so questions about board and want something not just for this one but islands as well. Different And for too long, but you look always [clears throat] one farmer without you know recognizing whatever something is before export 2002 and when we transpire out of non-compliance all the rest after trials 720 kilog And anybody in the industry can practice according to that process or that quality arrangement. So whether you have one or one minimum operating process or SOP where you regulate them and anyone can can practice anyone can make a business and a good part of it is a business primary sector 927 million for example pumping facility farmer so that linkage to the farmers One very important private business.

Thank you honorable weather is sustainable. Let's try to give us 12 months and then we have to identify who are those uh private entity because one issue but also parliament. We have been members of trade agreements for so long yet you may not uh make use of them because one of the issue um comply with requirements to market.
So for instance you take example Australia um export value add product to Australia you must make sure say market requirements [clears throat] standard packaging labeling all these things has to meet the requirement otherwise accessar obstacles trade for instance requirements or even production labing packaging all issues forward. So I think that processing facility.
So one small something consignment fish Amsterdam.
Why? Because comply with standard requirements for European Union. So I think M&M want something we come to operational operationalizations with implementations that I think is compliance but let's make it work.
mention honorable prime minister been morning or Friday been briefing him back and issues for compiance but let's as technical people make sure the future province but also international Thank you teach law respond one uh question ask I think uh question based law value chain development um ISF IDF uh program um last year committee meal provinces long scrutiny.

Thank you honorable chair and uh thank you director industries just [clears throat] overview engage uh undertaking some support business support services as well as monitoring and evaluation engage so monitoring and evaluation you must understand after everything has decisions has been made come on top now where um all businesses only stop how will operate according findings monitoring and evaluation different cycles you may take a monitoring and evaluation cycle within four start monitoring and evaluation um first question honorable member we talk about selection process one monitoring and evaluation by determine whether you may select them personal right stage business or whether only one feasible business.
So um I think throughout every province you been undertaking evaluation 29 businesses um outlaw tap seven businesses monitor red flags also red flags been cut one um cut two on red flags and red flags where situation funding something else exists.

So we got some good success stories outlaw funding or numbers about red flags. Um very few in comparison number but lessons with them direct industries lessons investment lessons learned and one of the key things this afternoon about selection process uh selection process criteria you know must come no more or same uh the number of provinces where he miselected businesses for example uh he must he must to do also what period of time feasibility or financial feasibility business all ideas are good ideas but unlessible establish so available as well um please let us know if you want us to share and in the field not desk review in the field. He also posset sector sector power um hotel industry etc. Um but for for this particular question tourism industry, hotel industry. So normally you got um some expert either chef or some specialized expertise by uh recruit oversee and obviously they'll use the normal channel through immigration just recruiting oversee By the way, we could not quote exactly but let's make up a number. Let's say two years from now. Um within two years up unless you follow up and often um all specialized company local people and then of course and special scheme come into place.
So I think qualified but then they have to leave but then when they leave so it's a challenge question what FIFA and immigration to kind of competing internationally. We're not competing locally.
foreign when they come to they expect the quality of service how you accommodation etc etc. So what now FIA and immigration are doing about you got some flexibility for longer term than you know two years.
Um having said that mindful people who come and resourcing that makes you realize it.

I think one of you Mr. lack of skills inside law or establishments especially technical skills and to do with them education and the selection of our young people um based on law country skills uh sometime maybe over 20 years of experience and you expect them transfer knowledge technical skills possible so com challenge right now private sector rightly so honorable this afternoon uh techn you may not got skills yet at the same time you may not open borders allow workers come here um share skills or technical skills where you may lack skills service delivery options visitors may also fall down and reduce.
So maybe chamber of commerce really passionate about them work permit at the end of the day control over borders workers let's control it last high percentage Young people only unemployed not because there are no jobs but because there is no pathway. So responsibility works but young people.
