They wanted to paint a fake plane to look like a real civilian airliner, load it with fake passengers under fake name, swap it out mid-flight, and then blow it up over Cuba by remote control. The cover story was college kids on spring break. So they'd blow it up, let the whole world hear the mayday call and blame it on Cuba. But JFK, the president at the time, said no.
