A big time fuel price roll back is expected next week with diesel likely to drop nearly 10 pesos per liter.

First on Billionario, the Bank [music] of Central revives a decades old claim against the media company linked to former House Speaker Martin Ramaldez.

Fuel prices are likely headed lower next week. An industry source says [music] diesel is expected to drop by nearly 10 pesos per liter and gasoline 5 pesos.

[music] The signing of an initial US Iran peace agreement had cooled down oil prices.
Commercial shipping through the state of Hormuz has resumed after a new agreement between the United [music] States and Iran to end their conflict. The deal signed by US President Donald [music] Trump and Iranian President Masud Pzakshian took place uh or took effect uh immediately, but traffic volumes remain far below normal levels. Global shipping companies remain cautious [music] as full recovery of the waterway is still uncertain.
The US military has lifted its naval blockade on ships traveling to and from Iranian ports. The move follows a new agreement between the United States and Iran [music] to help end their recent conflict. US forces will no longer stop or restrict vessels in the Arabian Gulf [music] and the Gulf of Oman, but US naval ships will stay in the region to monitor compliance with the agreement.
Under the deal, Iran will work to restore safe commercial shipping routes.
The US is expected to [music] reduce its military presence near Iran within 30 days.
[music] The Philippine Stock Exchange Index closes the week slightly lower. It finished flat with a downward bias [music] to settle at the 6,100 level with almost all indices in the red for the week. The PSI broke past the 6,000 level thanks to Monday's rally on news of the US Iran deal, but the PSI remains [music] volatile due to a stronger dollar. Today's most active stocks include GT Capital, which shed more than 3% and Ayala Corporation nearly 2.5%.
Ayala Land also posted losses. The [music] president of Cole Strategic Growth Fund says these are tough times for Ayala Land.
>> It may be a good time for you to slowly look at it again. And I think when you put your money in a company like Ayalan, it should be a a a an investment that is geared towards the more longer term uh or the longer term part of your portfolio because Ellen will have to go through tough times. The the real estate industry is uh is suffering from uh high vacancy rates and probably lower demand.
Um and that's that's we they will have to go through that kind of uh phase first.
>> Well, ICTSI was also among today's losers, dropping more than a percent.
Mega World generates 28 billion pesos in sales after selling out four residential villages. The [music] soldout projects included beachfront communities in Palawan and Ilocos Norte as well as Maple Grove Park Village in Cavete [music] and Embassy Hills in Kassun City. The strong takeup reflected sustained demand for Megaw's residential developments across its townships. Mega World said it will continue [music] to diversify its residential portfolio and expand its horizontal [music] housing offerings beyond condominium projects.
A new Peza accredited office [music] tower spanning around 31,000 square meters is rising in Quason [music] City.
SM Offices is building North Tower 3, a 22story building at the SM North Edsa [music] complex. It's set for completion in the second half of this year. The building will be connected to major transport systems including the future North Triangle Grand Central Station. It is also one of the few large-scale [music] Peza developments left in the city as demand for tax incentivized offices [music] stay strong despite tight supply.
Wall Street closed [music] higher overnight driven by gains in semiconductor stocks as well as easing inflation fears. The S&P 500, NASDAQ, and Dow all finished in positive territory, but SpaceX shares declined for a second straight session. Investors remain cautious of SpaceX's [music] relatively small public float and high valuation.

I'm Apa Bin. Uh solar [music] is becoming a real option for more Filipino homes and businesses. And with that comes a lot of questions about cost, rules, [music] and who's allowed to do what. To walk us through them, we bring in attorney Francis Satino Juan, chairperson [music] of the Energy Regulatory Commission.

>> Thank you very much and good afternoon.
Okay, for the average Filipino homeowner or small business, is going solar now truly within reach or are permits and paperwork still a big barrier?
It is, but uh we are doing something about it. Like in uh recent months, we have already streamlined the requirements of the ERC for the issuance of a certificate of compliance for these uh net metering customers. So practically there's just uh the application form and the net metering agreement that is executed by the consumer with its uh distribution utility.
>> Okay. The capacity threshold apparently has been raised from 100 kilowatts to 1 megawatt and approvals were reportedly shortened to just 10 days this year. In practice, has this meaningfully sped up adoption or is implementation still slow?
uh in the franchise area of Moralco, we are seeing a lot of uh uh net metering applications uh and applications for uh uh certificates of compliance and then we're also seeing uh uh a lot of uh applications coming in from the other distribution utilities even from electric cooperatives. We are encouraging all our utilities to uh process uh these uh net metering uh applications being lodged with them by their customers.
>> Okay. And um are you seeing this also in the other major cities like uh Sabu you know Iloilo Davao?
>> Yes. Uh we are seeing uh more and more applications uh for uh certificates of compliance uh with us.
>> Okay. Following the the recent increases in uh power rates, it makes sense for you to have an installation and be able to avoid getting from your utility during times when you are able to generate your own uh energy.
>> Okay. Uh where exactly is the line uh being drawn now between a typical uh you know just a household with rooftop solar and uh and grid tie and one that is already considered a regulated power producer because in the past if you were producing uh at least a megawatt of power uh during during the day from solar you had to register as an independent power producer right?
>> Yes. Even until now you will have to uh comply with the COC requirements as a distributed energy resource if your installation exceeds 100 kilowatt because there is a threshold provided in the renewable energy act. So your installation will fall under this arrangement known as distributed energy resource and you can still uh get credits for your export to your utilities. Right now we are actually also reviewing the distributed energy resources uh rules so we can accommodate uh other commercial arrangements between a a customer with the solar installation uh that would intend to sell its export power not just to the distribution utility but maybe to some other offtakers.
>> Sure. And with the ERC, DOE and LGUs all involved in solar approvals, does this uh shared jurisdiction protect consumers or is it creating delays and overlaps that slow down deployment?
>> Well, we have our respective uh mandates on the part of the department of energy.
It issues the policy uh prescriptions uh which of course are trickled down uh to other agencies like uh the LGUs and uh ERC for the LGUs. They are primarily involved in the issuance of uh the certificates of final electrical inspection and electrical permits in compliance with the uh uh pertinent uh laws on the matter. And uh once uh there is that uh uh certificate of final electrical inspection, we we [clears throat] accept that as compliance. And uh what we just uh do is uh uh process the issuance of the certificate of of compliance so that uh there can be already implementation of the net metering arrangement and uh you and the customer will be able to benefit from its export because these are credited in its uh consumption coming from the distribution utility.
>> Okay. The Philippines has a 35% renewable energy target by 2030. Based on current progress, are we actually on track to meet it or are we falling behind?
>> Well, we are uh trying to uh comply with the target, reach the target. Uh but of course there are challenges because uh in recent uh months we've seen uh uh cost input cost to the the construction of renewable energy plants uh that uh arose and uh with that we are also trying to address uh certain uh issues on uh grid grid expansion which will also have impact on the transmission rates. But uh we have uh just recently issued uh our implementing rules regarding transmission uh projects that uh can be undertaken by generation companies and even trans. So that will help in uh encouraging uh more and more re capacities being built because they will be assured that there will be transmission capacities once they are able to already commercially operate.
>> Okay. Well, um I hope uh we're able to uh to add solar faster. You know, the installers are all complaining that the DTI is coming up with more new regulations and the uh actually the um LGUs.
uh the you know one guy that we had on this show said oh there's certain cities where it takes years to get a permit you know of electrical uh whatever inspection or something like that because they're really not you know >> they're they're not in favor.
>> Yes. And uh that was why uh the department of energy has uh issued its directive for uh uh the LGUs to process these applications within a certain timeline. I think within uh 3 days for electrical permits and within uh 7 days for uh the CFIs. So hopefully the LGUs will respond and uh uh streamline their own processes so that they can uh process the applications within these uh timelines.

[music] Welcome back to Business 360. I'm Apa Oin. The U Bank of Centran Filipinas has revived a 670 million peso claim against Prime Media Holdings linked to former House Speaker Martin. [music] The uh claim is tied to a 1997 agreement from its days as a bank covering old overdraft and penalty obligations under a 30-year repayment program. That program expired in January 2025, months later, the BSP issued a formal demand letter. Prime Media is contesting the claim, saying it is not a presently enforcable liability and is still under review.
The Bureau of Customs has filed a second batch of criminal complaints against five cargo [music] companies linked to abandoned Balikbayan boxes. Five companies are accused of violating the Customs Modernization and Tariff Act. Uh the BOC says around 3,000 boxes were left unclaimed, resulting in losses of over 20 million pesos for OFWs, meaning charges duties and taxes.
[clears throat] The BOC said it is also preparing to file charges against three more companies involved in the same [music] scheme. Just two weeks ago, the uh BOC filed similar complaints against Makati Cargo Express.
Senator Ping Laxon is standing by his [music] claim that around 700 million pesos in taxpayer money was wasted during the Senate leadership crisis under Senator Alan Peter Cayatano.
[music] Laxon said it's not about the expenditure of funds, but the lack of legislative output as the prolonged standoff yielded little work for taxpayers. This follows Kayatano disputing [music] the figure, saying the money would have been spent regardless of who held the post.
Civil society groups are opposing the proposal to name Senator Chie Escodero as residing officer in the impeachment trial of Vice President Sarah Duterte.
They believe the move could hurt the Senate's credibility as they question Escodero's impartiality and legal background. Senate [music] President Win Gachalyan said the final decision is still up in the air.
I don't want to preempt uh uh presiding officer discussion senators under the rules. It's the Senate President who will preside unless uh the Senate will decide otherwise. No.

meanwhile said he will support whoever the Senate selects as long as the process is legal and proper. [music] Marcos added he has confidence in Escudero's ability to handle an impeachment trial. As a matter of fact, the rules that were the rules that were uh that were adopted by the Senate were the rules that uh uh Senator Cheese wrote during the last year's impeachment uh uh when the la they were handling the la last year's impeachment complaint.
So, in terms of his ability to be able to uh to to run the trial, I don't think that's in doubt.
>> The lawyer for the so-called Malleta Boy says none of his clients accused Senator Kiko Pangalina of involvement [music] in the flood control kickback scheme. Uh lawyer Levito Badigod says Pangilan's photo in their me media briefing was misconstrued. [music] actually that shows uh his uh tendency to prejudge. Okay. It was indolence actually you know you review the video coverage presentation slides move forward move forward it's a number of pictures depicting the use of helicopters and air air assets. Yes. By the during the campaign.
>> The clarification [music] comes after Pangalina and his wife Sharon Koneta strongly denied the allegations.
Baligot says [music] the photo was only there to show aircraft allegedly linked to former Congressman Sali Co used during the campaign.
President Ferdinand Marcos Jr. shuts down rumors that a cabinet revamp is in the works. Marco said he's satisfied with his people and has no plans to change them.
>> I think we have a really good group of people in the cabinet right now. uh and we we are working well together and um uh and I I don't I don't see the need I don't see why you keep why do why does this subject keep coming up >> this statement amid reports that former DIG secretary Benhur Abalos would receive a new government position >> he he he has been there and he has been helping us in many ways formal informally privately uh I wouldn't mind finding a way for him to help us in in an official capacity. Welcome back to Business 360. I'm Apa [music] Oin. President Bong Bong Marcos will bring home not only trade and economic agreements from his 3-day state [music] visit to Russia. As Josh Maliman tells us, 24 detained Filipinos are also returning home.
24 Filipinos detained in Kutsk, Russia for 9 months are finally set to return home to the Philippines. Today, President Ferdinand Marcus Jr. announced the development following his meeting with Russian President Vladimir Putin on the sidelines of the 2026 Russia Asaian commemorative summit. According to the president, the Filipinos were alleged victims of illegal recruitment. He said the group had remained in detention for nearly a year despite not facing any formal charges. Marcus described the release as one of the key achievements of his bilateral talks with President Putin.
I remember the last thing he said uh last night after we were talking about it is he said don't worry we will find a way we will find a way to fix this problem and now the 24 Filipinos will be released uh they are ready for deportation tomorrow by 5:00 p.m. So those 24 will be going home back to the Philippines and back to their families.
>> Marcus said their bilateral talks as well as official Asan discussions with Russia focused on the three key priorities of Asaian this year. This include peace, security and stability, trade and investment and people-to-people and cultural exchanges.
While no major agreements were signed during the meeting, the president said the discussions allowed Russia, the Philippines, and other Asan member states to map out the future of their cooperation in the years ahead. Marcus also expressed support for initiatives aimed at strengthening tourism ties between the Philippines and Russia.
Among the proposals discussed were direct flights by Siberian Airlines to Manila or Cebu as well as the possibility of a visa-free entry arrangement. in those but arrangements that we have made with Russia have been quite uh uh ion I use the word the term ad hoc because that's exactly what they were it's just it was just we try to get to the next part you know get another uh shipload of uh products commodities to the Philippines okay after that we have to find another system so uh that's what we have been trying to do now >> for his part reaffirmed Russia's commitment to continue supporting Asan as a dialogue partner. During their joint press statement, the Russian leader outlined several measures aimed at deepening Russia's cooperation with the region. This include assistance in transportation and artificial intelligence as well as efforts reduce lengthy bureaucratic procedures in trade. Putin also said Russia is prepared to work with in strengthening regional stability, particularly in addressing terrorism and cyber crimes despite growing geopolitical tensions around the world. Putin maintained that Russia continues to support peaceful resolutions to international conflicts, citing the recent peace agreement signed between Iran and the United States.

Marcos said expanding trade could draw criticism and stress the Philippines will not be part [music] of any system that furthers conflict anywhere in the world. In other stories, banks and e-wallets [music] may soon charge or change what they charge for Instapay and Pessanet transfers. The Filipina star delivered the biggest victory of her professional career after upsetting world number two Elena Raybakina of Kazakhstan 7564 in the round of 16 of the Berlin Open [music] from wild card to giant killer.
Alex Ayala continued her incredible grass court run by taking down Ry Bakina. A victory that not only secured a quarterfinal birth in Berlin, but also reinforced her status as one of [music] the hottest players on the WTA tour today. The victory was specially significant for Ayala, who had lost to Ry Bakina in their previous meeting at the Italian Open earlier this year. This time, however, it was a different story.
Ry Bakina came out firing using her powerful serve to establish a commanding 4-1 lead in the opening set. The Kasak star looked poised to take early control as she piled up aces and dictated play from the baseline, but Ayala refused to let the match slip [music] away. The Filipina steadily found her rhythm, putting more returns into play and forcing Rybakina into longer rallies.

[music] While Rybakina managed to stay within striking distance and cut [music] the deficit to 5-4, Ayala remained composed under pressure. Serving for the match, the Filipina held her nerve and completed the straight sets upset, sending shock waves through the tournament. The win marks another major milestone for Ayala, who is coming off a title run at the WTA 125 Birmingham Open and continues to build momentum during the grassport [music] season. Following the match, Ayala admitted she was still overwhelmed by the result. [music] The first person she contacted was her father, Mike Ayala. According to the Filipina star, the family celebrated the moment together over the phone as they tried [music] to take in what just happened. Ayala admitted the moment had yet to fully sink in. I am a little [snorts] foggy right now. I think, you know, I'm still shaking and and I was shaking in the match point, too.

Of course, it could have gone either way. I think there were really tight moments in in both sets and of course she's an amazing player and uh yeah, she's she's the one to beat. So, um I'm I'm happy to have been able to share the court with her again.

>> I think you have to give yourself grace while also being brave. for me returning and and my game in general. Uh a highlight word would be to be brave and it makes a big difference when I'm able to do that.
