So it's pretty much the same thing.

So all right so basically as what you mentioned that the person will have a chest pain and they and they know go to the clinic the least the person can do is try to assist by allowing them to breathe a little bit smooth or whatever but they have to know rush them to the nearest emergency room.
So it simply means that they don't have the equipment or they don't have the tools or the medicine to treat whatever ailment that person has.
