The report highlights the failure of urban infrastructure, leaving citizens to defend their homes with nothing but household towels. It is a sobering reminder that our modern cities are often unprepared for the predictable forces of nature.

Roads and basements in Edmonton flood during rain stormAdded:
Good evening. Rivers, streams, and storm ponds have risen. Puddles look more like little lakes, and rain gauges are full around Edmonton. We've had days of steady rain. Epcor says the minimum reported rainfall from one of its stations is 70 mm since Sunday. CTV's Connor Hogg is following the soaking start to June for us tonight, and joins us now from the river valley next to a healthy North Saskatchewan. Connor.
>> Jeff, there's a high stream flow advisory for the North Saskatchewan River from near the foothills all the way to the Saskatchewan border. It's many tributaries are swollen and swift, and away from the river there's lots of water on roads, in parks, and in some unlucky people's homes.
Constant rain is creating new temporary waterfront property around Edmonton.
While just outside the city, unpaved roads are a problem. Thick mud slowing down travelers.
It's not just water on the ground that's causing anxiety for some.
>> My daughter had called me and said that uh our smoke alarm was going off.
>> Rain is falling inside Christine Archambault's home as well as outside. A few days ago, her upstairs smoke and CO2 detectors kept going off. After calling the fire department twice, they figured out the reason it was happening.
>> The reason was that there was water leaking down the roof, and that was what had caused it.
>> Traffic on the Yellowhead this morning reopened after being drowned out yesterday. Visible flooding on roads and stormwater ponds is adding to concerns for some to listen to that little voice in their head.
>> She was, "Mom, there's there's water."
And I was like, "Oh, no, it's probably just condensation."
>> The rain has been a source of stress for Jess Jells. This is her family's first spring in their new Sherwood Park home.
While some leaky windows can be managed easily, when she looks outside her upstairs window, she sees something a little more concerning.
>> To see it as high as as it is and how close it is to the the people that are literally backing onto the lake cuz we are just like maybe one house removed from from that. It's a little anxiety inducing for sure. I've definitely find myself looking up out the window a little bit more often just to see where we're at.
>> It is absolutely insane for us right now and and where it's not we're kind of used to it and we've got to be we've got to be the calm during the storm.
>> Shield Foundation Repairs Todd Ivanotchko says if water does start to make its way into your home, call for help and try to contain it.
>> Try and contain the water with towels and bed sheets and whatever whatever you've got old socks and laundry.
Roll back your carpet and the underlay.
>> Ivanotchko recommends getting your sump pump serviced and inspected as well.
Back in Sherwood Park, Jess Jells is monitoring hers.
>> My husband called me this morning he's like, "Hey, did you check the sump pump?
I forgot to check for when I went to work." And I was like, "I will do that right now before after I change the towels on the windows."
>> As for where all that water disappearing in the storm is going, Epcor says the storm drain system is working well and there are no capacity issues at this time. Jeff?
>> All right, Connor. Thank you. Connor Hogg live tonight at
