I now invite his excellency Dr. John Garabio, chairman of the Sudanese People's Liberation Movement and Army, SPLM SLA.
Ladies and gentlemen, an incident happened yesterday which is so shocking and this is not the first time that such a case is happening in South Sudan.
And I'm talking about the video that is making all rounds on social media of a girl who is estimated to be around 13 or 14 years old who was gang raped by about five young and I mean like boys and I have seen so many people responding to that incident in different ways and and with different emotions.
I know this is unfortunate incident. It is very very unfortunate incident and I know that um up to now those boys who actually participated in that act are not brought to book.
They are not arrested yet.
They are all at large.
And I've seen a video of one of the guys uh that is circulating on social media.
People are trying to post so that in case anyone comes across him, they should actually report him to the nearest police station. And this is the video of the guy.
So, this guy that I've shown you just right now is one who is claimed to be recording while some of the boys were actually doing the act.
And look, at the end of the day, all this falls down or goes down to the leadership of the country.
I know majority of people might say this is completely not uh something that should be blamed on the leadership of the country.
But in any country when there is a platform when there is a small opportunity given for uh a crime to be facilitated comfortably by individuals and repeatedly then it signals one thing poor leadership.
It signals one I know majority of you might also say uh the same issue could come into parenting uh especially on the side of the boys that these are people who are not taught on on how they should actually uh uh grow up especially when it comes to conducting their manners.
But in every society when families fail to bring up their kids, when families fail to discipline their children, the state takes responsibility.
And the state does that by initiating laws, by initiating rules that can actually limit uh the possibility of these crimes being done.
I was looking at some statistics regarding issues uh of sexual violence and and rep cases across house and it is unfortunate that there are lots of uh sexual violence cases, there are lots of rape cases and that in the country the age in which a girl or a boy in South Sudan participates in their first sexual debut or debut. The first time they have sex with a part I mean a a boy or a girl is at the age of 14 which is very very risky.
So when these girls and boys are allowed to actually do this at that age, it exposes them to a very risk life.
And I know that that video that is circulating on in fact I wanted to show you this video but because of some uh it's going to be against the the community guidelines or what on YouTube I think YouTube might not even might my might my my my this video might might might be censored and might not be allowed to to to to continue if I post that. I I wish I could but I'm not going to post it. I mean majority of you who have seen it on Facebook and everywhere circulating and um it is unfortunate that this is happening. Imagine if this is happening uh in a place that is not so much perceived as a violent. How about in those places that are affected uh by the conflict especially the northern parts and and my question always comes like because some of these cases that are recorded that are being recorded and posted on social media and cycling this these are just a handful of many many cases that are happening across the country that are not recorded.
If that case happens like that. I mean there are so many other cases that are happening but just not notice.
So I think it is high time that the government need to be very strict that when such cases happen. It needs to be followed instantly and that those people who actually committed it should be brought to book and arrested. So it's unfortunate that even up to now those who participated in that act are still at large.
Justice is not served to their family.
And I know that moment should even make parents worry you as a father, as a mother who has a kid at home, who has a daughter at home, you should get worried because if this can happen to a 13year-old or 14year-old girl, why do you think you are special? Why do you think your kid is special? why they think your girl is special and that this is not going to happen to her. So this should concern you every house.
If you are a parent out there, you have a daughter, this must concern you because this is just an indication that your kids are not safe.
Just imagine the kind of of trauma that this girl is going to go through.
Imagine the kind of stigma that she's going to go through.
And some of these cases that are happening even in the ground, they go, no one reports them. They just go unnoticed and and at the end of the day, I mean, it's so sad that this is happening. It is so sad.
I think the police needs to do something. The inspector general police has to do. This is against so many rules in South Sudan and I hope that the government acts so fast and trace all these people who actually participated in that act so they can be brought to book and justice can be served to the family to the parents of that girl but to the girl itself herself but also to majority of mothers across the country who have children, especially children who are girls.
