You may like to introduce yourself.
Sir, my name is something I'm 29 years old. I'm from Faisalabad.
Sir, regarding my education, I did my matriculation from Divisional Public School, Faisalabad.
My intermediate from Punjab College of Science, Faisalabad. Sir, there I secured second position in annual examination held by Faisalabad Board in 2015. After that, sir, I enrolled myself in National University of Science and Technology, NUST, Islamabad. Did my mechanical engineering degree from that.
Sir, I also secured a gold medal for my final year project over there.
Regarding, sir, my professional journey, I started it with private firm Fatima Fertilizers. So, soon after that, I switched to public sector and got got my seat as Assistant Director, FPSC.
After that, I was allocated as PMS officer in Government of Punjab in 2023.
And nowadays, I'm serving as Section Officer in Chief Minister's Office.
Sorry.
Thank you.
Now you intend to join the Pakistan Civil Services. Yes, sir.
So, give us an overview of Pakistan. How you see Pakistan? Sir, Pakistan is a country of four provinces and some federal territories.
And it's a very welcoming country. And it has various students in sports.
And multiple types of tourism is there.
And sir, people are very welcoming. And there is they're very welcoming. And sir, it's a heterogeneous society. Multiple cultures are there. There are some Punjabis, Pashtuns, Balochis, and various other ethnicities as well. So, it's a very welcoming country, and it's in the center of South Asia. It's a gateway towards gateway between Central Asia and the South Asia. And strategically, sir, it's very important for the region, especially for China and other regional countries. So, sir, this is overall overview of Pakistan.
>> What is the population of Pakistan? Sir, it's around sir 240 million right now.
And what is the total area of Pakistan?
Sir, it's 796096 square kilometer. And what is the current GDP of Pakistan? Sir, GDP of Pakistan is dollar 407 billion right now.
Hamza, you tell me most of the time we keep on listening that reception of Pakistan among the international community is not very positive. Yes, sir. Rather, I would say that it is negative. Yes, sir. What is your opinion?
Why it is so?
Sir, indeed, perception of Pakistan was not good in the community of the states, in the in the community of nations previously. But sir, some events have occurred in the past months that which basically have improved our diplomatic standing in the family of nations. Like sir, the incident our with our neighbor India, where we basically gave a befitting reply militarily to them, and that basically gave us gave us a confidence in the international arena. Secondly, sir, our strive for the Gaza cause, especially in Arab Islamic summit, and our recent recent rapprochement with America, with Mr. Trump basically admiring our prime minister and Field Marshal General Asim Munir multiple times have shown that our diplomatic standings have been improved a lot in the international standings.
Previously, our enemies, basically India or other elements, basically tried to highlight that they tried to associate us When you mean that perception of Pakistan is changing or changed? Sir, it's it is it is changing and we need further improvement. And regarding we we need to give response to the acquisition by India as well regarding terrorism.
That India claims that Pakistan is a sponsoring sponsoring country of terrorism, which is not the case.
Rather, Pakistan is a victim of terrorism. So, we are basically also working on it. So, I see near near future Pakistan will have a very good diplomatic standing.
Now, we have seen recent there is a conflict between Pakistan and Afghanistan.
And that culminated into the war agreement. Yes, sir. Now, what is your take about Doha agreement? What are the main points which are some I would say again for Pakistan? Sir, again for Pakistan? Sir, basically Taliban has agreed that they will give a framework for combating terrorism and they will stop terrorism terrorists from operating from their soil against Pakistan. So, I think sir, it's a very good approach and it's a very good development. And involvement of multiple countries like Turkey and Qatar in this issue as well it it highlights that the Pakistan Pakistan's concern regarding terrorism is genuine. And those those states also basically substantiate that. And commitment with by Taliban is a welcoming welcoming step and hopefully it will bear some positive results for Pakistan. Punjab has recently got a new act that is Punjab local government act. Yes, sir. Uh what is the between this act and the previous act?
Sir, this act basically abolished the district councils. It has introduced district various district authorities regarding education, health, and tourism, and other sectors.
Previously, there has There used to be a district council as well. And sir, it has basically abolished the ward system.
Previously, sir, there was various wards in a union council. But now, the lowest tier is the union council itself. And sir, it has basically altered the population regarding various tiers of the local government. Secondly, sir, it has basically it has strengthened the role of provincial government in the local governance. Like the Chief Minister of Punjab now is empowered in a man in a lot of ways to make decisions regarding local government. The previous act did not say so. So, I think it has empowered the provincial government, particularly CM, and the role of Deputy Commissioner in the local government has also been increased. Now, I have read in the newspaper that this law is in conflict with the constitutional guarantees which have been given to the local government.
>> Yes, sir.
So, is it Do you think Yes, sir. The Article 140A of the Constitution basically mandates for the provinces to devolve administrative, financial, and executive power to >> whether they are they are going to devolve all these powers or how they are they are going to control it.
>> Sir, the powers are not being devolved by the act. Some powers are being basically controlled by the district authorities which I mentioned. There will be different district authorities. For example, for education, for health, there will be a district authority, for tourism, for social welfare, there will be different district authorities. So, these district authorities will be basically empowered to make decisions on the behalf behalf of local government and so this is indirectly controlled by the secretary and the government itself.
Under the rules of business of Punjab Yes, sir. what is the function of section officer which you are undertaking at the moment? Uh sir, section officer under the rule of business 2020 2011, section officer will do everything which uh secretary secretary ask him or has delegated to him. So, from file work from from file from ranging from the file work and pensionary papers and budget budget making, everything sir which has been delegated to him by the secretary is his responsibility. My last question, how do you see the future of artificial intelligence in Pakistan?
Sir, the future of artificial intelligence in Pakistan is very bright and we see there are more than 60 million 60% of the population is youth who know the use of mobile and technology. And yes, the artificial intelligence is a double double-edged sword and we need to be very cautious with it. We need to implement various legislation and regulatory framework so that the negative side of the artificial intelligence negated or reduced so that the positive positive impacts are increased like revolution in health sector, education sector.
Artificial intelligence have promising results for these sectors. So, we need to focus on regulations so that negative concerns are curbed and positive results are are basically born out of artificial intelligence. Thank you. Back to this.
That's your first choice? Yes, sir.
So, as DC or AC Yes, sir. uh what will you do to make your offices work more efficient and effective?
Sir, as an AC and in I think sir, First and foremost duty of a civil servant is to engage public because we are there for public service and so there is recently a trend going on about Khuli Kacheri. So I will duplicate in my offices as well and I will try to engage more and more public and hear their concerns because when I hear their their concern I will prepare a list of it and so I will try to prioritize them and work on them one by one. So I will discuss it with my seniors as well and with their guidance inshallah I will try to improve my office. What do you know about the working of a police station? PSP is your second choice.
So police station is basically is headed by a SHO and so it is there for crime and crime and control and whenever a crime is committed and it it is their responsibility under the police order 2002 to register an FIR and give us speedy justice to the aggrieved and provide the accused to the court court of justice within 24 hours.
And so law and order it is their duty to maintain law and order situation as well there in their respective circle. Okay, this is one function of the police. What are the other functions performed in the police station?
Working of the police station my question was. So there is a administrative functions as well. There are different hierarchies and Okay.
How will you How do you you you have served in FPSC? Yes, sir.
How do you view the current system of selection of the civil service officers critically?
What is your critic? What crit cricket you can offer? Uh so I think the >> [clears throat] >> procedure of selection of civil servants is outdated with comparison with the international best practices. So we do not have an analytical analytical testing of the aspirants. We're just focusing on the road learning and it's just an exam of knowledge. I think it should be more practical and there should be more case studies and group studies even in the earlier stages. And in sir regarding the preliminary test, MPT, sir it should be just not test of MCQs. We should basically have a based on GRE for example, so that we can screen out a better candidate so that and sir regarding psychological test, I think sir it should be more comprehensive.
It's it's just outdated I think and it it should include more international best practices practices in it.
And in this way sir, I I guess we can produce better quality of civil servants. Right.
What are the chances of success of President Trump's uh Gaza plan?
Sir, just it depends on multiple factors.
First is sir Israel itself. Sir, we see we have a huge Israeli lobby in the USA government as well, who is basically major funder of it. And it depends on how negotiation is done by Donald Trump in itself. And sir, it's a welcoming step. At least something has been done and ceasefire has been created and the world is basically engaged in Gaza more than more than anywhere else. And sir, I think Donald Trump will because he's a populist leader and he he cares about his images image as as well and he will do a lot for basically maintaining the peace and trying to keep this ceasefire deal on its foot.
You were talking about Trump's uh peace plan. This plan.
How many points did it have? Madam, initially it was informed that it has 21 points, but uh from a little it had 20 points.
Regarding Madam, there would be independent security force there over there maintained by different stakeholders. There will be a complete withdrawal of the Israeli gradual withdrawal of Israeli forces from the Gaza area and there will be a government from where Hamas will have no role. So, there are some points of those those plan.
Are these the main features of the points, the 21 points?
Madam, these are some points. I There is a point regarding humanitarian issue as well. A humanitarian aid there will be there. And Madam, there is a There was a point about prison swaps.
Swap as Israeli prisons prisoners will be returned by Gaza by Hamas and those of Gaza will be returned by Israeli forces.
After that, why is Israel violating the ceasefire plan?
Madam, again I would refer to the Madam, it can be defined in two ways.
First, internally. Internally, Madam, there is in Israel itself there is political political ideology of hegemony. They want to They They are thinking about greater Israel and internally there is a a lot of pressure in Netanyahu to basically go ahead with that plan and he That can be one reason for violating ceasefire. Secondly, Madam, diplomatically we could not basically impose some penalties. There is no framework regarding violation of ceasefire. It's just unilateral and it's just Israel's will that they want to maintain it. And if they don't they do not want to maintain it, there is no punishing mechanism for the Israel. That's why Madam, they are violating it and they will do so.
>> pressure group on American government called?
What is the name? Madam, I think I am if I can recall. What does it stand for?
>> I cannot recall.
Okay.
Recently the Polish Deputy Foreign Minister and Prime Minister is here.
Mr. Czaputowicz.
What are the takes from his visit?
>> Madam, I haven't gone through this. I will go through.
The Pakistan peace talks after Doha will be held now in Istanbul. Yes, madam. Turkey.
When? When? 25th October. 25th. What is expected of the talks and why is Turkey a guarantor?
What makes Turkey a guarantor?
Madam, basically Turkey also had experience with goods which were similar militant groups in the south of Turkey and I think being a brotherly Islamic country and Turkey can play a vital role and they are playing vital role in bringing peace in multiple Muslim countries who are having clashes and I think madam the guarantees will be regarding there will be a framework, there will be a proper scrutiny and Taliban will come come up with a plan and show us verifiable proof that their their soil is not being used for terrorism against Pakistan. Thank you so much.
