Flash flooding occurs when heavy rainfall exceeds the ground's capacity to absorb water, and in Atlanta's case, this was caused by a combination of concentrated rainfall (3 inches in a couple of hours) and atmospheric conditions where high pressure systems create clockwise winds that transport moisture from the Gulf and Pacific into North Georgia, producing intense precipitation that leads to flooding.

Why did we see flooding?Added:
I first let meteorologist [music] Rodney Harris know the rain was fairly widely scattered yesterday, but I want to zoom all the way in uh to Atlanta, specifically downtown Atlanta and Midtown. A bull's-eye over like 3 in of rain fell in just a couple of hours.
That was one of the reasons why you saw flooding because we had storms moving over this same area. In addition to that, here's our setup. We actually have high pressure that's east of us right now in the Atlantic. As you know, these summertime highs, that's where the heat is. But, here's what's interesting.
We're on the western end of that high.
The science, the wind is clockwise around the high, so that's bringing our upper-level winds from the southwest, literally picking moisture up from the Gulf and the Pacific and screaming it into North Georgia. A ton of moisture out there, which that rain works with to produce more rain per hour. That's another reason why we saw flash flooding yesterday and why it'll be possible through your Memorial Day weekend. I'm going to
