When responding to domestic violence calls, police officers follow a structured protocol: they first assess the situation, gather statements from all parties, and document evidence. In cases where a victim has been physically harmed (such as choking or strangulation), officers may arrest the perpetrator and issue an 'at large' warrant requiring the victim to appear in court. Victims receive victim notification letters when the perpetrator is released from jail and can obtain temporary restraining orders that prohibit the perpetrator from contacting them. Police also provide safety resources, including information about changing locks, finding safe housing, and understanding court procedures. The key principle is that police prioritize victim safety over the perpetrator's feelings, and victims should not feel pressured to reconcile with their abuser.

>> His name But he just sent me a picture.
I think he may have tried to get out of the lobby.
>> Okay. And how long ago did he send that?
>> Just like right when you guys were >> Okay. Now did you What did you want to press charges for any of that?
>> I just want my stuff and I want him to leave.
>> Well Well, just Well, Wait. Wait.
>> I don't I don't know if he was >> Beforehand?
>> He was We were drinking.
>> Drinking? Was it >> We were drinking.
>> And any drugs, anything beforehand?
>> Um okay. We stayed >> Okay. This one?
>> We We stayed in the pool and we were hanging out >> I got you.

So, when he was grabbing by your neck, I'm assuming you Well, I won't assume, but were you able to breathe?
>> No.
>> Okay. I wanted to know.
>> I couldn't breathe.
>> Yes, ma'am.
>> Completely.
And then came back and really got I didn't >> Hey, how you doing? Squeeze palm.

>> Yeah.
>> Do you mind stepping out to talk to us or can we step in?
>> Okay.
>> Okay, you want to step out or you want us to step in?
>> No problem.
>> Which one?
>> That's That's fine with me.
>> [clears throat] >> You got your key to get back in?
>> Yeah, we got it.
>> No.
>> I'll hold it. I'll hold it.
You come out here. I'll hold it.
>> No problem.
>> Make money.
Okay. All right. What you got?
>> They've been a couple for a year and 7 months. He's saying that they just argued.
No?
Okay.
Do you want to Do you want to tell someone?
So, he's going to stick to just they were in an argument inside the thing and she left the room.
>> And you asked him about her saying that she was >> She She sprayed perfume on him, which kind of made Say, the only thing he did was she sprayed perfume on his face. He put his hands up and he went to the bathroom to clean to clean up.
>> He never put his hands She said that she threw She said that she threw Now he's saying more stuff. Now he's saying that she threw herself on the ground and started like grabbing her neck and like scratching.
And he was telling her to stop doing that.
We're just a couple.
But it wasn't He's saying that she threw herself on the ground and started like scratching her up.
>> Yeah, they said >> They didn't know.
Jealousy.
Yeah, so all the arguing started happening outside.
He's He's He's been here for 3 years.
He's from Venezuela. And >> Do they stay like around here?
>> Huh?
Charlotte. Charlotte.
Oh, they on vacation.
>> She stays in Charlotte, too?
>> All right.
He had a idea of Want to fill out a statement?
>> Yeah.
>> He is.
>> Yeah.
>> Oh, he's a >> Oh, he's a a You want to go downstairs?
Oh, oh, yeah, yeah.
>> I got this. Our key logger went away.
>> You know?
>> Yeah.
>> Why?
You know I would help you with anything and be honest with you. I would never lie, so I >> Guess what?
>> Why are you trying to record me right now?
>> No, I'm so honest with >> I'm confused.
No, I'm confused because >> For what?
>> I always am honest with you, so I I'll tell you.
Are you >> Okay, you paid >> Are you trying to have an honest conversation?
You see what people do for fighting me.
>> That is very early. There's no >> My purse is in the room. I sit I sit right outside.
No, why? First of all, I've never heard you.
He called my yoga partner.
Really?
>> [clears throat] >> What are you talking about, the jealous thing?
>> I don't know.
>> Why are you hurting me?
>> Exactly.
>> Why are you saying why are you hurting me and bringing me to a state that I don't know?
>> Why?
Why?
>> [clears throat] >> Okay.
>> I will go down there with her, stay with her, and have her put all the doggy stuff on the statement and have her fill it out.
>> I never ever do anything to hurt you.
No.
>> Let me out.
Give me back my money.
You put your hands on >> I got to put the dog on the statement all day.
>> No.
Yeah.
>> No.
She is a very nice person.
She is not a bad person.
She is a very nice person. But no.
She is not a bad person.
>> You believe you and me?
>> You got to believe me.
>> Yeah.
>> She is talking about having sex.
>> And you go outside and you say you go outside and you say >> Exactly. [clears throat] I sit right That's exactly what I did.
>> That's why you don't see what she says right there in the statement.
That's all I'm saying.
>> I never asked you to leave.
>> I'm I'm going to leave.
Do this and I'll leave you.
But she is holding herself for the time being.
>> And then you commentate for a long time.
I go out there and you commentate for a long time because you yell at >> I'm going to talk about the front statement.
That was at 7:12 in the morning.
I don't need you.
>> Okay. I think >> [clears throat] [laughter] >> Good morning.
>> Good morning.
I'm going to ask you a question this morning.
>> Yeah.
Yeah.
Yeah.
Anybody else in the room here?
>> No, no, no.
>> [snorts] >> Damn.
Yes, officer.
There was an altercation in the room beside us.
Somebody was yelling and crying and yelling.
>> Mhm.
>> And I called security so they could tell you this too violent cuz I was really worried.
I was like, "Maybe they're not okay."
>> [clears throat] >> And he said, "Yeah, call security right away."
Cuz the person was acting silly.
And then they came up.
The person I don't know what they were doing in the room. They were also violent.
Anyway, they were just fighting with themselves with beers, screaming, and yelling. I needed help for like 2 hours.
And then he got mad.
I think that I was caring about them.
And so that was another thing about the money and then he left and when he came back he he took his phone out and he started trying to record me saying that or something I told you. He thought that I hired someone to do jumping in the street. Then he said something about I'll use you to get my papers like tell me about the drugs. Tell me about this.
This will help quicken my I thought >> Mhm.
>> I thought He didn't have to do that to me.
What's the evidence? I don't know. To my knowledge he has to work.
>> Charles pulled you out there.
>> I don't know. There was someone recording trying >> Charles pulled you out there.
>> stress me into saying something that would help him out.
But I really don't think he did anything wrong.
>> So this is here is just is you basically telling us what happened.
Um and it just is on like physical paper.
Just so that we can >> I can all write everything.
>> You can well what you do what you can tell us is that that on today you was having car issues.
Um he felt as if somebody you hired someone to bite him.
He then became aggressive with you by whatever he did. You said you sprayed him. That's when he did whatever he did and you ran away. You can say that.
So basically you everything you told me is what you would put there.
>> It's all right.
>> [laughter] >> Okay. So you can tell >> Yeah, take your time. I'm not I'm not rushing you. I know it's a traumatic.
You see I'm sorry that I had to kind of make you relive that in a sense by writing it down for us but >> So she's claiming we can't determine independent witness but she's claiming that he choked her until she passed out which is more aggravated is a aggravated felony because they're in a domestic relationship and she just sprayed him with perfume. Was she right for spraying him with perfume?
No, she battered him first, but it's simple battery. So, his automatically trumps hers. So, we're going to take him to jail. We're just going to file at large for her. So, the state attorney finds probable cause that they should have a warrant for her arrest. So, my my theory is that they told me to arrest them both, but they don't do that here.
But, I can't let her get away with hitting him with perfume then he reacts and now he goes to jail. So, yeah, he's going to go to jail today, but she's also going to get an at large put out for her, too.
And I'll explain that to her now.
So, is it today?
>> Yeah, he's got a 10-14.
>> All right.
>> Yeah.
>> Mhm.
I already It's a warrant to be in the car.
Well, she'll be in the car.
>> If you can just do the DV paperwork, we're going to do the 10-14 and then at large for her.
>> Okay. So, Amanda Brooks 11-6-1980.
Uh yeah, stuff in the room, stuff.
She said she did.
Okay.
Do you have a key card to get in the room?
Okay.
Um I can issue her a new key card. Yeah, we're going to We're going to get you the domestic violence paperwork. You know, the case number.
You know, we'll be right back.
Uh so, he said a uh an at large. So, what that is is basically you should receive a letter in the mail. You will go to court.
>> Sorry. I have to find another place to stay.
>> Mhm. Yeah, that's what it's called.
>> um >> But, they're they're going to give you a uh I guess another card so you can just go Once they go ahead and 10-15 him as far as going to jail, um they'll give you a card so you can go back up there and grab your stuff. Um and then from there they just probably they're going to have you leave the property and you just have to find somewhere else.
>> I thought he doesn't know where I am.
>> Well, no, cuz I mean he'll be in jail.
So, again, the only way he would know where you are is if you told him.
>> Ma'am, do you want to sit on one of these boxes or something?
>> I don't want a chair.
>> Just make it a little No worries.
No, no, no. It's not silly.
All right. So, this is here basically like a pamphlet. Um it gives you everything that you can or may need in this type of situation.
Um so, I'm going to give this to you, okay?
There's that.
So, again, like I said, uh he's being arrested for uh domestic violence.
Um and like other parties said that they're going to do a at large for you, which means that you probably going to be seeing a letter in the mail uh saying that you need to show up to court on whatever day they provide.
Um Yeah, yeah. We're going to come back to Florida, I believe, yeah. But, since the the crime happened in Florida, you have to come back.
So, in honestly, it could be a Zoom situation where you could probably just Zoom.
Um but, I'm not 100% certain sure, so I don't want to lie.
So, what happens is he'll probably sitting there until he meets a lawyer. I mean, excuse me, until he meets a judge.
Uh and the judge will go from there. So, if that's today, it could be today. If that's tomorrow, then it could be tomorrow.
>> How am I going to know?
>> So, yeah. So, what I'm going to do is if I'm going to give you a victim notification.
So, a victim notification basically lets us or someone be able to contact you to say, "Hey, this person is getting out of jail." or whatever the case may be, okay? Um and with that being said, there is a temporary injunction, which means that he cannot get in contact with you via cell phone or email or whatever the case may be. So, I believe it's a 60-day thing or 30-day where he cannot get in contact with you because it's temporary.
Yes. So, they would So, what what would happen is wherever you stay, they would have an officer from Naps that state or that jurisdiction that you live in come knocking your door and say, "Hey, by the way, Jose Romero has been released from jail."
And like I said, since it is a DV, there is no bond, just let you know. So, he can't get bonded out regardless if he had the money to.
Um >> And you'll receive something in the mail as well. You'll receive something in the mail stating he's been released from jail on this day.
Well, when you get your notification, so when you get home and you get home, take it to your courthouse.
Getting a restraining order?
Make him what?
Okay, well, do you want to not worry about him being mad? What we're worried about is your safety. So, I don't care if he gets mad. We need a restraining You need You Okay.
Okay, so no.
You don't want to think We're not worried about >> [laughter] >> what he's doing. We're worried about your safety, right?
So, what you need to do is when you get back home, [music] you take this and you take this information to your courthouse. Tell them this person's name, get a restraining order.
This way if he comes within your If he comes within whatever the parameters are in North Carolina, if he comes close to you at your job, at your vehicle, or your home, he comes close to those areas, you call the police and they come out and they step out with him.
Okay?
>> I wasn't able to earlier.
>> Yeah, that's that's fine.
Yeah, but you're in an unknown place.
You're going to be in your home. You know your home.
>> Mhm.
>> You know the entries and the exit points of your home.
>> I hate [snorts] it when my old lady knows about it, too.
>> Does he have keys to your house?
>> Not right now, but I >> Okay.
Okay, [laughter] well, then you can change the locks. Just the Just steps that can be taken to make you safer.
And >> all my door. He can take it off.
>> Remember, he's not Yeah. This is all all hypotheticals and if you call 911 and you tell them that someone is trying to break into your home and trying to kick the door in or take it off the hinges, um I'm you know, I don't know the response time in North Carolina.
>> Mhm.
>> So, I hear you, >> Mhm.
>> but I'm [clears throat] sorry, but don't feel safe.
>> Mhm.
>> So, So, I'll thank you, but I know he's out.
>> No problem.
>> Go to my parents' house or something, probably.
>> Okay, >> [clears throat] >> that's fine.
>> Cuz I could not call you even if I wanted to.
No one has my address.
>> Okay, well, yeah.
Sorry for not coming or whatever.
>> I'm just saying this happens very quickly.
>> You have an entire city to take care of, so Yeah.
>> I understand. I'm just saying >> Right.
>> Can you put your phone down for me?
Put your phone down, please.
One second. Put your phone down, please.
Go ahead, guys. Grab it.
Can you explain it to her?
>> Yeah.
>> So, Jose Okay, we're set.
Okay?
All right. So, John threw I know he searched him, but anytime you transfer custody, you always search him again.
All right. You're good?
>> Yep, appreciate it.
>> You good?
Appreciate it. You good?
All right.
