This analysis provides a sobering indictment of a justice system where procedural leniency and administrative oversight frequently culminate in preventable tragedy. It exposes the lethal disconnect between legal idealism and the grim reality of recidivism.

>> Yeah, I was there when they were It doesn't look very good.
>> Not long after Deputy Caleb Connley was shot, dispatch received another call regarding a separate incident.
>> 911, where's your emergency?
>> I just had somebody steal my car and threaten me with a gun. Big white male about 6'1 maybe. Had a girl with him who was supposedly very sick and then just had surgery. They were heading toward Lexington. That's where he said he was going. I was going to try to help him out and he forced his way into the house, pulled the gun, told my wife if she didn't give him car keys, he was going to shoot me and kill me.
>> What kind of gun did he have?
>> It was a big heavy gun. Looked like a 45. I said, "As soon as you leave, I'm calling the police." And he said, "Well, they'll just kill me." And I said, "Well, from the looks of things, that wouldn't be a big deal." First couple of times he made the threat, he had the gun down by his sights. Then he started moving it up. I wanted to punch his lips out. Do you see any vehicles outside of your house that might he might have showed up in? Yeah. Do >> you see like a red Nissan Morano out there or anything?
>> Right in front of my It's sitting in my driveway.
>> An automobile forced his way into the red Nissan Morano in the driveway. Leave the subject.

>> She acted like she was in a lot of pain.
It seemed genuine. Did >> you by any chance happen to notice that she had like one of them little hospital bracelets on her wrist?
>> No, I didn't cuz she stayed in his car until she got out and came around to get in my car.
>> Officials will later discover their suspects are 45-year-old Steven Shang Shang and his alleged girlfriend, Monica Harden. In the past couple of weeks, Steven and Monica were allegedly involved in several cases of theft.
Surveillance footage captures Steven stealing lawn tools and a generator just days prior. Some items were sold within minutes at a nearby pawn shop. Their biggest theft involved stealing and selling a 1971 Chevrolet El Camino. In the following days, officials will obtain dozens of surveillance clips tracking their movements. Steven has a long criminal history, most notably a series of crimes in 2010 for multiple counts of receiving stolen property and theft with persistent felony offender enhancements, resulting in a reportedly 20-year prison sentence. However, news reports indicate Steven became eligible for parole in 2021, only 11 years after his alleged crimes. Two years later, he shot Deputy Caleb Connley. While Steven has an extensive criminal history, a surprising twist reveals Monica was actually a civilian employee for the Kentucky State Police from 2012 to 2018, the same agency that is now tracking her and Steven. A Facebook post from Kentucky State Police lists her as an administrative specialist for the criminal identification and records branch. As officers moved in to contact the victims of the stolen Dodge Caravan, officials received reports of another shooting.
>> Hey, Lexington just had a shooting at Rosen Jim.
>> I will spread the word. Okay.
Apparently, there was just a shooting at Rosen Jim and there's a white Dodge caravan that was busting carjacked prior to. Now, the suspect is posing a Ford Bronco.
>> He stole another car at Rosen Jim. Son of >> the next carjack victim, David Deleonardo, was shot twice in the stomach by Steven as he and Monica drove off in his dark gray Ford Bronco. David was a regular at a bar near his home called Rose and Jim. Surveillance footage appears to show the suspects targeting David, following him in their recently stolen Dodge Caravan right before the carjacking happens. Roughly two and a half miles down the road from the bar, officials reportedly spot the stolen Bronco.
>> He's in his third car right now.
>> Looks like they have on the other side of the road. I can't tell where the Bronco is right now.
>> Helicopters up, but I guess just with so much area cover >> Metro's got K9. They've got Marshall task force, a couple other Fed units down there. They said he's fled on foot in Lexington and I'm going to go find him.
>> Yep. Me, too.
What are you hearing? Where do you want me?
>> The woman was screaming at me to come in the back. She said that she may have seen a bigger white dude run down this place.
>> I'm going to go up here and try to keep a perimeter.
>> Come inside.
>> Two doors.
How far is a Bronco up in this block?
Right back there.
>> Hey, hardly stay out until we have something. Don't go in by yourself. This house.
>> I don't know. I'm just holding.
>> I'm going to stay with you all.
>> Hey, make sure y'all stay together.
>> Yeah. Do you know what he's wearing?
>> A white male is all I know. Say blue shirt.

>> Is that the cemetery back there, Jack?
Yeah, >> but it goes like this.
>> We confirmed you went that way.
>> I don't want to give all this out.
>> No, we don't need >> for that to be nothing. If the helicopter is the only report they're going to find in the cemetery.
>> Yeah, we have comms with them at all.
>> We were told that you guys had in the cemetery, but that's not the case.
>> So, you heard the last thing that I heard that was what we got from I don't have anything else yet.
>> Well, they told us >> they told us they cemetery.
>> If they're not, then we need to go that way.
>> There's another cemetery.
>> Say in between Whitney and Price.
>> Is there another vehicle at that house?
He's also got a female with him.
>> See, there's two people with him. A female and him.
>> I don't know if they spotted him or looks like he never saw anything. She said her trash can got knocked over. The car crashed. I mean, the doors are open.
I can come to a pretty abrupt.
>> There's no way cuz he wrecked out here.
I parked here and made my way to you all over there.
>> My ass would go in the woods with me.
You know what I'm saying? Yeah, he's already on a car jack. I wouldn't be surprised if he got another one. We idiot walking in the street. I don't think these people realize he was going around shooting.
>> Where he at? Where's he at?

>> Hey, Aaron. Do we put eyes on him in there? Yes, he came to the door. I couldn't possibly identify him, but a black male came to the door and retreated back into the house.
>> They think they got him again.
>> This one's our target house >> right here. Blue door in the back. Yes, sir.
>> 100% sure it's not this house.
>> I'm not 100% sure anything. I'm going off what they said that that is likely his blue shirt and he did a home invasion on the next one over.

After their arrest, Steven's alleged girlfriend, Monica Harden, was charged with one count of seconddegree criminal facilitation of a burglary, one count of criminal facilitation of theft by unlawful taking, and one count of what is listed as an other felony state offense. The Kentucky Department of Corrections indicates she was sentenced to 3 years of probation, which is set to end in November of 2026. However, she also held a warrant in Ohio for charges including two counts of breaking and entering, one count of theft from a person in a protected class, and one count of grand theft auto. For her Ohio case, some charges were dismissed and others were reduced to a lesser charge, and she was ultimately convicted on one count of misdemeanor theft and one count of attempted grand theft auto. While it is not clear via Ohio's court website what she was sentenced, these charges carry a maximum consecutive sentence of 18 months in prison, meaning if she was sentenced to the maximum, she has already been released by the time this video is published. Steven's charges and sentence were more clearly defined. He was charged with one count of murder of a police officer, two counts of possession of a handgun by a convicted felon, three counts of first-degree robbery, one count of first-degree want and endangerment, one count of first-degree assault, and two counts of burglary. Many of his charges came with persistent felony offender sentence enhancements. According to the Kentucky Department of Corrections, Steven was convicted on all counts and was sentenced to life without the possibility of parole plus a combined 170 years. If you would like to donate to David, the surviving victim who was shot twice in the stomach by Steven during the second carjacking, we've provided a GoFundMe link in the description below.
