Hey everybody, how's it going? My name is Will and welcome to Copper Jacket TV.
So, this isn't good. I knew I was going to have to make this video soon, but honestly, I just didn't expect it to be this soon. This has got to be one of the most frustrating processes that I can think of because there's just nothing that we could do to stop it. Or at least that's how it feels. But this is what happens when the left has a super majority in the state. They could pass whatever they want without a care in the world because there just isn't enough opposition to make a difference. And when they get so much support from the executive, it becomes a a game of who can pass what the fastest regardless of the Constitution. And that's exactly what we have here. You know, I've been reporting on California since back in 2013. And after 13 years this June, I'm still taken back every single time. But I guess in reality, that's irrelevant because it just continues to happen anyway. So, I have made it my mission on this channel to try and make sure that everybody knows as much as possible about what's being done with their rights. And that's what we have on tap today. So, we need to talk about how SB948 just passed with a super majority and what happens next. So, stay tuned.

And with that being said, let's go ahead and talk about what just happened. So, only about 10 days ago or so, I made a video talking about how SB948, which is also known as the quote permit to purchase bill, was pulled from the appropriations committee suspense file where it was placed because it cost the state way too much money to implement and it was passed last minute to the floor of the Senate. Now, to me, this bill is the worst in the state this year, because it it essentially puts the Second Amendment behind a payw wall that may be too much for some people, especially in this economy. The amended version that passed to the floor still mandates four hours of classroom time with at least one hour of live fire training, uh a written test, and more just to get an FSC, which is your firearm safety certificate, uh which we also call the permit to purchase because without one, you're not allowed to practice a core right. Not to mention in the amended version, people moving into the state will be considered quote importers and will have to get an FSC as well as submit all other forms and paperwork to the DOJ. And if you fail to do any of these things in the new amended version, it is now a misdemeanor. So, you could find yourself in some real legal hot water just for not having one of these little cards.
And keep in mind, this is all at your expense. You have to find a DOJ certified instructor. You have to bear the financial brunt. And you have to pass the test again just to practice what should be a right. But what California has essentially turned into a privilege. So again, this is obviously not good. And like I said multiple times, this thing is flying through the legislative process like it is their number one priority. Well, unfortunately, only two weeks after being pulled from the suspense file, this bill has passed the Senate with a super majority vote of 27 to9. That's every single Democrat voting yes with two absent. And the tiny contingent of Republicans doing what they could voted no. Again, every single one with an R next to their name voted no except for one who was absent. So, that was fast.
And now the only thing that's standing between this bill and the governor's desk is the assembly. Where this bill is going to be headed next. And who wants to guess who controls the assembly? Yep.
Pretty much the same numbers, the same people. The Assembly has 60 members with D's next to their names and uh only 20 with Rs next to their name. So, this bill is not going to have any trouble whatsoever uh getting passed there, too.
And we all know what's going to happen once it makes it up to the governor's desk. Just like nearly everything else, it will be signed. So, I guess it's a good idea to start looking at the dates that are associated with this bill.
Like, when's it going to take effect?
So, this bill will take full effect on July 1st of 2028, but it says that someone must have completed the required training in the prior year. So, that's something that you're going to have to uh look into if you want to apply. Now, there does seem to be an exception for people with CCWs, but my question is after this bill takes effect, how would you even get a CCW without having that FSC first? I mean, how would you get a CCW now currently without having that FSC first? I I don't even think that's possible. That part just doesn't add up to me. But maybe I'm not reading into it right. So, if I've got this part wrong, by all means, let me know down in the comments section. Now, this also seems to go for people who are trying to renew after the date of this bill. So, if your current FSC expires, let's say, uh July 2nd, 2028, get ready because you're going to be required to do all of this junk as well. So, uh anyway, this this whole thing is a mess. You know, if if you can't come up with the funds, right, for the training and uh you know, in this economy, like I said earlier, that's probably difficult for a lot of people. you know, no rights for you if you can't pass the written test or complete the process in time. Same thing. I they they're just I guess that core right is withheld from you. Now, there is already an FSE requirement and that FSC is already a violation of the Constitution, but this takes that to the next level and needs to be stopped. But unfortunately, just like everything else in California, that's not going to happen in the legislature. Right? with those types of numbers, you know, that this thing is end up uh going to end up at the governor's desk. But it's going to happen in the courts, right? That's the only place for recourse in California. But that could take years or in like in the case of Duncan, maybe an entire decade, if if ever. I mean, if Duncan ends up getting uh denied by the Supreme Court, then the Ninth Circuit's decision is going to stand and we got a whole another problem on our hands there. But uh again, I mean, it could take up to 10 years just to get any relief when it goes to, you know, through the court system in California.
So, you know, plan accordingly and be prepared because, you know, I'm just kind of reading the tea leaves here, but it looks like this bill will be headed to the governor's desk in in no time flat. There are a lot of groups that go to the state capital that voice their opinion in favor of these bills, but only a few that actually show up to oppose it. So, it really is up to you to make your voice heard and jump into the process because the more people that speak up to their legislature that oppose these types of bills, the better chance you have of maybe switching a mind or two. I don't know if that will help, but they need to know that people are out there that oppose these things. And again, that that that part is solely up to you.
