Property owners must comply with local ordinances requiring proper maintenance of their properties, including removing debris, weeds, and overgrown vegetation, and maintaining a habitable appearance; failure to comply despite multiple warnings and court orders can result in legal consequences, as demonstrated in this court case where a homeowner was repeatedly ordered to clean up his junkyard but continued to refuse, leading to a judge setting a final deadline and warning of jail time if compliance is not achieved.

Man Refuses To Take Responsibility For His Junkyard本站添加:
This is not cleared up, >> sir.
>> No. Listen to me. If this is your definition of cleaned up, I don't know what uncleaned up means.
>> Let's do Jackson Frell. Call in the prosecutor, please.
Jackson Frell, 24B 82280.
Good morning, Holy Carter. Your name?
>> Good morning, Jackson Frell.
Your name is Foley Carter Carter. Miss >> Patio Patr >> is the building inspector here.
>> He wasn't feeling well, so I excused him. Have um updated compliance inspection photos.
>> Yeah, let me see then. Have you shown those to Miss Patio? I saw >> How bad is it?
>> It's not great.
Well, your honor, um >> I don't understand. He's >> I know he's he's he's not complying. He does have several health issues. Your honor, I contacted that same agency as the other gentleman and they've offered to come out this afternoon.
>> I thought this is his son, right?
Why isn't his son helping?
>> We are these children work. So it's it's kind of hard on them. That was the reason that I contact that veteran junk removal.
This looks like a junkyard.
I mean, your neighbors cannot be excited to be living next to this junkyard.
Mr. Pharaoh, >> no junk in the yard.
>> Sir, all that was cleared out.
>> You got it.
had two motorcycles and two pendants.
And there is a structure that would >> There's a tractor in the backyard.
>> There's a tractor. There's There's wood all over the place. There's weeds.
There's the grass is overgrown. If I'd call it grass, it's more like >> she taken care of the tractor was there to just demolish the dry structure.
>> Listen, please.
>> I will have that.
>> Will you please listen to me?
We've been going round and round on this. I arranged you back in June of 2025.
How long's the township been after him to clean up this property?
>> Years and honor.
>> I mean, if it will be cleaned up when I mean when I mean I've been hearing it'll be cleaned up for you know I I feel >> then this next week. Judge, I think the issue too, I know people say they'll clean it up, but you have you really have to contact an agency to come out to assess the situation cuz a lot of you wouldn't have to contact an agency. I would get rid of all this junk.
And it is junk.
I mean, you got grass in the cracks of the cement. The cement is all looks horrible.
Contact an agency. I don't know what you need to contact an agency for. They don't need to assess anything here. This is How many times have we had you back here, Mr. Frell?
>> How many times have we had you back here, sir?
How many times have you come in front of me on this case, do you think? Either by Zoom or in person.
>> I don't know.
Well, let's take a guess. How many times do you think you've been in?
>> Four or five. Anyways, >> June 11, June 25.
>> No. June June 11, July 16, July 30, September 15th, September 29th, October 16th, December 3rd, January 14th of this year, March the 25th of this year, May the 6th of this year. This is now May the 20th. That's a lot more than four or five.
We thought what young man, what is your name again?
>> I thought you were going to help him. Am I forgetting something? Did you not tell me you were going to help him clean this up?
>> Not.
>> You told me this was going to be taken care of when I during the review hearing two weeks ago, did you not?
Did you not, Mr. Frell?
>> Pardon?
>> Did you not tell me this was going to be taken care of when I adjourned this review hearing two weeks?
>> The the debris that was left in the yard is gone, sir. The tractor was there to >> It's tractor's still there.
>> I know. It's going to be gone. I've got to take Can you have it hauled back out?
This will be done within a week.
Even my disabilities, I I have have nothing that I can do. And my sons have to work. My daughter has to work. So, we're all pulling together to to get this done. And then, you know, the people from the township keep saying there's nothing done. There's still junk there. There's no junk there.
>> This is junk. What's all the wood out here?
>> That was a greenhouse structure. I'm going to have to pull a permit to reconstruct that, sir.
Do you think that anybody wants to live next to a property or around a property like this in this condition?
>> Sir, I've had no complaints from any of my neighbors on either side or in the rear.
As long as I've owned the property since 1992.
>> Well, shame on them.
>> Shame on them because I would have complained.
I said, "Shame on them because I would have I would have complained."
And sometimes some people are real nice and they just go behind people's backs and go over to the township and make their complaints quietly. I don't know that that did or didn't happen here. But just because they didn't come and talk to you direct doesn't mean they didn't complain about it or that they like it.
>> Sir, I have >> I'm not listening to me.
>> Okay.
>> I am to the end here. You are July. When did I send you? July 30.
Heather, you're going to give me one more date.
>> Okay, judge. How far out would you like?
>> Well, am I here on I'm not here on June the 4th, am I?
>> No, you are not.
>> I'm here on June the 18th, though, right?
>> Yes, you are.
>> And that's Brownstone day, right? That is >> June 18th at 10:30 in the morning.
Sir, I'm just I'm just I I I don't want to have to send you to jail.
>> I don't want to go and I'm not able to go to jail due to my disability.
>> Listen to me.
>> Property.
>> This all this stuff will be cleared up.
>> This is not cleared up. This is not cleared up, >> sir.
>> No. Listen to me. Listen. I I want to set the boundaries with you because I don't want you coming back here and telling me that the property's cleaned up. If this is your definition of cleaned up, I don't know what uncleaned up means. This is a pile of junk.
The weeds need to come out between the cracks in the cement. The place needs to have the grass cut. It needs to be weeded. It needs to be fertilized. It needs to have some semblance of showing that it is a home, not a forest.
So, please do not tell me this property is cleaned up.
I'm giving you June the 18th.
I'm expecting it to be cleaned up as I just outlined.
>> I don't Listen to me. Don't interrupt me. I don't want to see a tractor there.
I don't want to see 2x4s there. I don't want to see plywood there. I don't want to see whatever you've got there in the this is junk. You got you got trash cans laying on their side, some up and down.
You've got it's it's a mess.
It's a mess.
June the 18th. I don't want to have to send you to jail, but you're going to force me if you don't get this property cleaned up. Do you understand what I'm telling you, Mr. Frell? I don't want to argue with you.
>> I'm not going to argue with her. I just want Can I be in court at 10:00 because it's 7 7:00 or 8:00 in the morning?
>> I said I said 10:30.
>> Okay.
>> Is that okay?
>> Is that okay?
>> Yes.
>> Okay.
>> I'll keep the photos in here.
>> That's fine.
>> Go down. get your notice. Please don't make me send you to jail, but I will if I have to. Thank you, Dean Ganon.
