And this is Joy News Independent, fearless and credible. Thanks for your company. One more time. Now to a very first story. The circumstances surrounding the arrest and detention of member of parliament for Asanti Achim Northwami Fong have now been confirmed as an alleged fraud and money case.
Okay. Fong as popularly known was arrested at the Fisol airport in Netherlands while the tr while on transit to United Kingdom upon arrest from the United States of America and has been since been in detention for the past 16 days. Now the reason for the arrest has since been unclear but speaking to Isaac Kofier J on PM Express on Tuesday. Majority Chief Web Roxson Nelson Dafia revealed that he is under investigation for alleged fraud. Let's take a listen.
>> Requested for some information we have supplied. But >> did that include the reason for his arrest?
>> No, no, no, no. What I'm saying is that they requested for some information >> from parliament.
>> From parliament.
>> And you you have written. Did you also request for any information from them?
Why?
>> Why should we we?
>> But we we need to know the reason for his arrest. He's been detained for 15 days.
>> Yes. So we have lawyers in the matter.
They are fighting for him to get >> and the lawyers have not requested for the reason for his arrest.
>> Now they've I know that they've requested >> what is the update >> now? the the what I what I know what I know is that they are saying he's under investigations for what? For if if if I remember from what the lawyer told me for fraud or listen >> and or I think money laundering >> you understand under investigations. Now do you detain somebody for this long for under investigations? That is why we are saying that we should allow the bail application to be gone into and then we'll see how he goes.
>> Now he says his team of lawyers have filed a bail application for his release.
>> Lawyers have successfully filed for his bail today.
>> Okay. They filed a bill today successfully and so we are praying that they'll be given a hearing sometime within the week um so that the bill hearing can be expeditiously conducted.
Um every support that we can give from parliament uh we have given the government has also supported um the foreign minister has been able to um co has been able to coordinate um the the work of the our ambassador to the >> H >> ambassador Edison uh I mean trying to support and offer him every assistance and ces that are available so that he can competently defend himself in the preliminary hearing in terms of the bail application.
So that's where we are.
>> But where is he now at the moment? Is he still >> Yes, he's still in in in custody >> in Amsterdam. And so the hearing will be done in in the Dutch court in the H Now away from that, the Mental Health Authority says it will provide psychosocial support for Ghanaians perpetrated from South Africa following a wave of protests against illegal immigrants in South Africa cities in recent weeks leading to fears there could be a resurgence in xenophobic violence in the country. Speaking on join news desk ahead of the arrival of the first batch from South Africa, chief executive officer for of mental health authority Dr. Eugene Doy said his outfit will ensure that the the psychological well-being of the retaines.
>> So we will screen everybody. Okay. So we will get people who probably this this may not even be their first time in life. So probably they've experienced this before and they are okay. To those who this may cause a a lasting mental health condition. So when you screen them, you'll be able to tell or differentiate those who need help and what kind of help. So what what authorities is providing is a psychosocial support.
Um there there had been instances where people were brought down. I think that one person from Japan and had issues but we realized on arrival that he actually had a mental health diagnosis.
So he is currently on treatment I mean born by the state. So what we do is that we will screen all of them. We'll tease out more or less the heat from the SH and then we manage each one like they are I mean a patient coming to you.
>> So the most important thing now is to assess them or screen them to find who needs what kind of help. Another thing probably I would want to add is to those of us here Ghanaians.
So let's not make an already bad situation worse for them by telling saying things as if one Barbara I mean or or you came I mean pine or stuff like that. Let's not treat them that way.
>> I mean nobody chose this kind of event to happen to them.
>> It just happened to them and the least we can do is to support them. As we say I mean to wait if you cannot help or assist your in-law. Don't steal from them. So if these Ghanaians are coming back to us, they're coming back to their own land to their own soil and you don't have any support for them. Please, please don't make their situation worse by your comments and your stigmatization and stuff like that. These are people who chose I mean a path that was going to be great. Something has happened to them. They are back. They need the support of everybody.
>> And security consultant Richard Kdoro explains the processes leading to their reunion especially with their families.
>> Typically there about two to three or four things that will be done. um they've opened lines for people to register with the embassy. So the embassy will coordinate all persons who are willing and capable and able to jump onto the plane when it is ready to come to Ghana. Once that database is assembled, they will go through what we call profiling just like Dr. said they will screen here. They are also screening them but at that particular place because it's about security and it's about immigration we call it profiling they will profile them into grouping and some of the groupings are that because these are individuals who went to South Africa and they were not government sentent people you want to find out whether they are students whether they are consultants whether they are business people whether they have any criminal background whether they are living in South Africa legally or they have their It says h retrieve and many of those ones it comes through that process. One of the things they also be picking out is the the background of these people. Where did they come from in Ghana? Do they have families? Are they orphans? H what help would they need immediately once you fill that standardization form before you jump onto the plane to get to Ghana?
make the Ghana authorities here aware of the type and kind and the nature and the status of the persons coming whether some are sick or they are healthy or whether they are working in Ghana and they were transferred to South Africa and they find themselves in that vulnerable risk category. So these are some of the things they look out for when you hear Ghana government talking about a database or when you hear the embassy talking about the database they have established for them and it's also for re-entry purposes and because they are going to do it with the South Africa government so that the South Africa government will be aware that on this day so and so and so this individuals has been airlifted from your country and for impersonation purposes or for identity theft purposes you do not have these people living in your country as at this particular time. So these are some of the general outlook on what they are going to do at the within the embassy and the Ghanaians who are willing to come and the ministry of foreign affairs.
>> My colleague visited the Acra International Airport earlier and sent in this update.
>> We expected that some Ghanaians coming from uh the South Africa are supposed to touch down. We informed by the team with them that there is a slight delay. There was a slight delay in their departure.
So, they are expected to touch down around 2:00 p.m. later this afternoon.
We'll be monitoring that. But from what we know, um all the this evacuation came into being because of the xenophobic attacks against Ghanaians and some other um immigrants working with um within the South African um states. So um we understand that once they they touch down there's a financial package that is being provided by the Ministry of Foreign Affairs for the Ghanaians there's also a transportation assistance that is going to be provided to them um to their various destinations across the country. We also know that there's going to be a reintegration allowance for all these Ghanaians that are coming. Let me mention that this is actually the first batch of Ghanaians. as the first 300 of Ghanaians coming from the South Africa who are going to touch down later this afternoon. Um, aside from the reintegration allowance also they expected to have free psychosocial support and entry into a special database for jobs and startup opportunities. So all that is expected to be given to them once they touch down that especially that is for the first batch of Ghanaians who are going to touch down later in the afternoon. We we expect that they come through terminal 2 of the Accra International Airport.
And now let's go back to our top story where the circumstances surrounding the arrest and detention of member of parliament for Sante Aim North on Hinwami Fong have now been confirmed as an alleged fraud and money case. Amanda Clinting is an international lawyer and joins us now for some reaction. Council, thanks for joining us this afternoon.
Our first question, were you surprised to learn about the reason for his arrest?
We will definitely bring you more details to that once we able to reach Amanda. Uh moving on to other stories, President John Rammani Mahama has announced that construction and rehabilitation of roads along with other key infrastructural projects will soon commence in Zongo communities across the country. Now he stressed that no community will be left behind in the national development agenda adding that he is particularly pleased with the progress being made with ongoing development initiatives in Zongo communities. Speaking during the Idel Ada celebrations at the Blackster Square in Ara, the president said, "Government remains determined to improve infrastructure, sanitation, education, health care, and economic opportunities across all Zongo communities in Ghana.
Our focus now remains on creating jobs, supporting local enterprises, expanding opportunities for young people, and improving living conditions for ordinary Ghanaians.
Through our 24-hour economy policy, skills development initiatives, apprenticeship programs, and industrial transformation agenda, we aim to create sustainable employment opportunities for our youth.
No community will be left behind in this national reset agenda.
I'm particularly pleased with the progress we are making with development initiatives in our Zongo communities.
Very soon, construction and rehabilitation of roads and other infrastructure projects will begin in several Zongo communities across the country.
We are starting with the Sukero Zorugo area. the road network and similar projects will be replicated in other Zongo communities.
We're determining to improve infrastructure, sanitation, education, health care, and economic opportunities across all zongos in Ghana.
I'm also pleased to announce that through the youth employment agency, the government has so far recruited 6,000 Arabic teachers to support Islamic education and create employment for young people.
And I must say add that the 6,000 Arabic teachers have been fully paid.
Well, he also president also described this year's Haj operations as largely successful. Now, he says he has received encouraging reports on accommodation, feeding arrangement, transport, and the overall well-being of pilgrims in the Holy Land.
This year's high operations have been have largely been successful. About 6,900 Ghanaian pilgrims were elected to the Kingdom of Saudi Arabia to undertake the sacred pilgrimage.
I've received encouraging reports on their accommodation, feeding arrangements, transport, and overall welfare. I therefore wish to commend the Ghana Hajj Board and all stakeholders for their dedication and the hard work in ensuring a smooth and successful Hajj this year.
Yesterday was the day of Arafa, one of Islam's holiest days when pilgrims gather to pray, repent and supplicate to the will of Allah. We pray that almighty Allah will accept their prayers and supplications of all our pilgrims and grant them a safe return journey back home. However, I'm saddened to note the passing of one of our Ghanaian pilgrims during this year's Hajj. Thousands filled the Jubilee Park as they observed prayers. Speaking on behalf of the northern regional minister, Adolf John Ali, the mayor of Tamali, Abu Takuru used the occasion to call for unity across all faiths. A moment of reflection on our collective effort as a people to build a region and a country where regardless of one's fate, everyone enjoys peace and equal opportunities. A country where no one feels marginalized.
In this regard, I call on everybody here to embrace peace and deceitful activities and actions that can trigger insecurity. You will agree with me that without peace, we will not be here today. Peace is critical to the progress and development of our communities and the region at large. We must therefore employ dialogue in ironing out our disagreements and differences in order that we do not allow issues that have no substance to trigger communal violence and end up derailing the gains we have achieved in the region. He also called on all to help in the fight against drugs.
>> I call on all of us to be worthy advocates about the dangers of substance and drug abuse and continue to advise the youth to disease from getting in contact with the drugs. I think that this is the biggest fight we are currently confronted with as a region and we must call we must come all out to ensure that we fight it. Some of the celebrants spoke to joy news.
>> Happiest day for every Muslim in this region. In fact, uh we are so happy about our age and then the only message that I have for the youth is that we need to come together and then make sure that we fight the drugs. That is the main problem and then poverty is our main enemy in this region. For me as a young man, I always encourage my colleagues that we should leave everything. Forget about drugs. Forget about fighting one another and come together and make sure that we lift this region.

All right, council. Can you hear me?
Good afternoon.
>> Yes, good afternoon. I can hear you.
>> Great. Happy Ed Mubarak to you. Now, let's start up with a very first um question. Were you surprised to learn about the reason for his arrest?
not particularly be just because there had been some suggestions that he had been apprehended in the UK in August 2025 over similar um money laundering um related investigations but he verminently denied it at the time. So just because of that suggestion you know there's a there was a bit of a presumption that it might relate to the same sort of category of offenses.
All right, Amanda, tell us his lawyers, we're told, have filed a bail application. How easy or difficult do you think it will be to secure his bail considering the alleged offenses?
>> Well, he's in a good country to apply for bail because I think in the US there's a presumption against bail when it comes to extradition. So in the Netherlands, it's just treated as a straightforward administrative um sort of magistrate court level and they will be looking at pre-t pre-trial detention rules in particular. Um and it's not necessarily tied to the extradition, but some extradition arguments may come in. So they're basically going to be looking at things like is he a flight risk? So his legal team will address that immediately by suggesting that um they don't mind the courts or or the police holding on to his passports. Um and they will um he will wear an ankle monitor the entire time he's there. So with an an monitor for instance, you're not going to be able to be a flight risk because the second you attempt to take it off, you know, um you're apprehended or or they can at least move to rest you. Um other key factors include his shortities um and you know um risk of obstructing for instance they're going to measure does he have a risk of obstructing the investigation and it seems the investigation has been going on for at least a year and a lot of other people if it relates to the same um investigation I'm thinking about have already been apprehended. So there's no real risk that he's going to be obstructing anything because he says he's innocent from what I understand as well. And is it reasonable to detain him or is it excessive in the circumstances particularly because you're dealing with his lawyers would argue you know a very high ranking member of society in Ghana who will adhere to all protocols um whilst awaiting you know possible extradition etc. So Netherlands is a very good place to do a bill application and to sort of tighten it up with with with evidence in terms of you know his lawyers would have reviewed what evidence is there for this um extradition and does it fulfill all American criteria etc. Um and you know the the courts are definitely going to scrutinize this and the case is going to be helped even more if from the diplomatic arm you know Ghana's foreign minister can can can speak to the foreign minister in that country or at least the minister of justice who has a final decision for extradition but ultimately for me it's a sign of a symptom and not the wound itself. self in terms of NDC is doing a fantastic job with oral and they have um just rolled out every week lots of cases and they are definitely pursuing the oral agenda in an incredibly high standard. But when you look at the cases that the deputy attorney general publishes every week of the cases that are going to go to court, it's interesting to analyze that less than 5% of those cases involve if if less than 3% involve any member of the NDC and it doesn't involve any independent candidate etc. So the presumption is, you know, are they being aggressive enough to look at politically exposed people within their party even if they have intelligence and knowledge about them or are they shielding them?
And if they are seen as shielding them internationally and locally, then it might mean our security agencies knew but didn't share that information with government and it could very well mean the international counterparts including Interpol, FBI, CIA, etc. certainly didn't think that this government would act if they shared that intelligence and so it was better to just let him naturally go on a plane and then try and extradite him elsewhere. So I think it's it's it's it's it's very good for larger conversations that his arrest is a symptom, but the wound of do we chase politically exposed people attached to a ruling party well enough is perhaps the cause of this sort of national and international embarrassment. But he says he's innocent. I do believe in innocence until proven guilty. and um and I'm very happy that he has lawyers working extremely hard um to to to prevent his extradition.
>> Now, so talk of his lawyers and from an expert point of view, Amanda, what do you think are the options available now for his lawyers?
>> The options are to communicate back to to the chief whip who is in good communication with them. I presume um that this could have to be handled diplomatically as well in terms of it's not just a straightforward extradition etc. But does Ghana have something to offer the Netherlands that the Netherlands would want and then you do a swap or you give the Netherlands something and you sort of because it's it's a bit of like damage limitations.
You're trying to get this guy back, not because you presume he's innocent, but because it looks embarrassing internationally that one of our MPs was apprehended on a flight like that and it wasn't rolled out in the right way in terms of had Ghana gotten the intelligence, then they could have control the narrative of of of of how to release this information and how to deal with him and possibly even extradite him. But because it's been handled from the international arm, from a diplomatic perspective, it make makes us look bad. And so um his lawyers could also try and negotiate with our government that whilst they do the best job they can, um diplomatically it is for our government to attempt to handle this with closed door negotiations as well.
>> Well, thank you very much for joining us, Amanda. And Amanda Clinting is an international lawyer. Now away from that, municipal assemblies in the greater car region say they are now ready to intensify the crackdown on air pollution. Under the brief city's initiative, 15 assemblies have been equipped with three air quality monitoring sensors each to track pollution levels, identify hotspot and support enforcement against activities such as open waste burning, industrial emissions and vehicular pollution.
Authorities believe the expanded monitoring network will provide real-time data to guide policy decisions and strengthen efforts to protect public health as concerns over poor air quality continue to grow. There is more in the following report.
The pollution is all around us in the smoke from vehicles, the burning of waste, and the dust hanging over busy roads in Ara. But for a long time, there was limited scientific data to show just how polluted some communities really are. And without data, it has been difficult for authorities to act. Clean air fund lead in Ghana Desapia says that remains a major challenge across Africa.
>> The level of air quality data collection in Africa is very low. Secondly, the because it's low, we are not really putting the information in the hands of the policy makers in the states that the policy makers can understand.
>> The pollution comes from many sources.
One major concern is open burning, which is illegal. But city authorities say monitoring offenders has not always been easy. Environmental and municipal health officer for Ayawaso North, Richard Duno, says one of their monitoring locations recorded waring pollution levels.
>> Unfortunately for us, one of our locations that is the cluster of schools happened to be the highest on the list of PM2.5.
So it was a great concern.
>> For years, some assemblies had no monitoring equipment at all.
>> We didn't have even one.
>> Now organizations like breathe acra are trying to change that with funding support from breathe cities. The project is expanding its air quality monitoring network across Ara. In phase two, 13 municipal assemblies are each receiving three additional sensors. That brings the number of realtime air quality sensors in Ara to more than 50. The largest network of its kind in Ghana and across the sub region. Project coordinator for breathe acra Kelvin Yua says the goal is to help assemblies make decisions backed by data. So now that we've given them sensors and training, they have access to the data which lead to policy decisions and then inform their activities including enforcing uh their bylaws. So we expect that going forward the assemblies will be able to enforce the bylaws from open burning and the rest backed by the data from the local sensor that we have here. The new census will provide hyper local air quality information, helping assemblies identify pollution hotspots, educate residents, and even prosecute offenders when necessary. Municipal and environmental health officer for Ayawaso West Municipality. Alhaji Shani Mutala says the data is already revealing the scale of the problem. As far as we are concerned before the sensors we are not seeing the effect of it as compared to when the sensor was mounted after the passion.
>> Yes with the danger that we have if it continue we have to enforce by taking them to court but the court to find them by so they will not do that again >> in Ayawaso North Richard Duno says the census will also strengthen public education. I am super excited in that I'll have real data to convince people that look here these are the data that we are talking about and with that once we have evidence people will begin to rethink and reset their thinking as activities that causes air pollution. So it is a great news for me. Technicians with the project say the sensors will monitor dangerous pollutants including particulate matter and nitrous oxide pollutants linked to serious health conditions. This low cost sensor you see here, the clarity node S is designed to monitor the particulate matter of sizes 2.5 microns, 1 micron and 10 microns.
And then also is designed to moni measure the levels of nitrous oxide which is a very dangerous pollutant in the atmosphere. So these two main pollutants are being measured because they have very drastic effect on human health. So we want to know the levels and then see how best we can attenuate the levels at which they are being released into the atmosphere. And with more sensors now spread across the capital. City authorities hope they finally have the tools to better understand the air people breathe every day and take action before it becomes even more dangerous. For Joy News, Michael Ashali.

My name is Darl Quao. Salam Alliance Genoa Insurance Ghana Limited has held a seminar for players in the insurance industry to improve their knowledge and skills in marine cargo insurance. The one day training in Ara brought together over 120 industry players to address gaps in understanding policy coverage claims processes and risk mitigation in the marine cargo value chain. Here's more. Following the recent directive by the National Insurance Commission on the implementation of compulsory marine cargo insurance under section 222 +1 of the insurance act 2021 act 1061 Salamalian's general insurance organized a seminar for insurance players to appreciate the relevance of marine insurance in the operations. Speaking at the event, chief executive officer of Salamalian's General Insurance Ghana Limited May said many businesses are still misapplying marine cargo policies, leaving them exposed to losses from damage, theft and transit delays.
>> Osam has been ready forever. I mean this is a a company that has over 200 years of insurance and as you know the concept of insurance itself started with marine insurance in those olden days when um people were losing you know their trade ships were were sinking. They found a way of pooling resources among all the traders to be able to help each other if these misfortunes happen. And that's when the concept of insurance happened.
So for an insurance company that has 200 years and has presence in 26 27 countries we have the capacity. In fact, the session today is being handled by a marine aspect within the San Laian group who's done marine management or marine insurance management for decades. And we are basically gleaning on his expertise and knowledge um to bring that also into the market. Then you know the more we are doing and engaging in this the more we are also increasing the capacity of the market in underwriting in claims even just the general understanding of how marine must be managed not only from an insurance perspective but even from freight forwarders from the banks um from our brokers from reinsurers the whole ecosystem around marine insurance and marine trade. He however stressed the need to grow the confidence of businesses about insurance.
>> The insurance industry pays something like 9 million cities of claims every day. So claims are paid and I think that it is important that we grow the confidence of people around insurance and that's why this stakeholder engagement is important because we have other people who are not insurers who are collaborating to ensure that the marine insurance um act is is um implemented and is activated. on her part. Also speaking at the event was legal practitioner Lily Ewa who called on companies to establish stronger support systems for female employees. According to her, counseling sessions and mental health supports programs are necessary to help women deal with emotional and psychological pressures in the workplace.
>> There's leisure under the labor act that says that um you are entitled to have leisure. That one is different from your break, your paid break. So companies should have support system. They should have counseling sessions for the female employees. They should have open doors.
The human resource department should equipped enough to counel people. Then yellow ladies network event ultimately highlighted the growing need for workplaces to place equal importance on emotional well-being and professional performance. Speakers emphasized that investing in the mental health and well-being of women not only improve productivity but also helps create healthier families, stronger relationships and more supportive working environments.

Welcome to the sport segment and with 16 days to the walk out, the Black Stars have intensified preparations for the friendly game against Wales and the 2026 FIFA World Cup with two sessions already held at the Dragon Park in Kadiff. Now, the training which has been directly supervised by coach Carlos Karez is aimed at assessing players before selecting the final 26 man squad for the tournament. There's more in this report.
16 players trained at Dragon Park early on Tuesday as the black star stepped up preparations for the upcoming international friendly against Wales and the 2026 FIFA World Cup. Baba Abdul Raman, Paul Riverson and Christopher Baronu were the latest players to join CAM with a session closely supervised by head coach Carlos Keros and the rest of the technical team. The training camp is expected to help the coaches assess the squad before naming the final 26-man rooster for the tournament. I mean we we can aim to go to the finals and to win the world cup but then you need to start from somewhere. The Parliamentary Training Institute auditorium came alive on Friday, May 22nd, 2026 as students took their seats in a stimulated parliamentary sitting designed to expose them to governance, leadership, and civic responsibility.
The 2026 mini parliament session was held under the theme of responsible leadership with a strong focus on how children engage with technology and public discourse. Key stakeholders used the platform to stress the need for discipline, guidance and positive use of social media among young people.
Chairperson of the committee on gender and social welfare and member of parliament for Cratcher West, Helen Aua Entosu emphasized that raising responsible children is a shared duty between parents and the state. She cautioned against the spread of fake content and inappropriate online behavior, urging parents to actively monitor screen time and guide their children's digital habits.
>> My advice is that as young young children set screen time, don't be addicted. You don't have to be on your PC, your laptop or laptop or whatever for several hours. You have to refrain from that. Vice chairperson of the committee on education and member of parliament for Kentampon North Joseph Kwamikuma encouraged student to use social media as a tool for learning and creativity rather than misuse. He stressed that digital platforms should help young people build skills for the future.

Everything was perfect and I'm very happy that you did such a good job. Traditional leadership also added its voice. Manedu Adiaba the first encouraged children to embrace leadership early but warned that leadership must be grounded in respect, discipline and cultural values especially in the use of digital platforms.

So I'm very happy that this um initiative is here and we hope that you this will continue that you will be listened to when decisions are made about anything that has to do with you. The mini parliament 2026 ended with a stronghold for responsible digital citizenship, disciplined communication and inclusive participation with stakeholders agreeing that when children are guided effectively they grow into leaders capable of shaping a stronger nation.
