This interaction exposes the inherent tension between administrative control and the democratic necessity of public oversight. It demonstrates that constitutional rights often rely on the uncomfortable, performative friction of citizen vigilance.

“I’M ASKING YOU TO LEAVE!! NOW YOU’RE TRESPASSING”-FIRST AMENDMENTAdded:
Turn my head off.
Yo, what's good TTA family?
Back at y'all with another one. Man, today we at the animal control center out here in Calat City, Illinois. Know y'all can hear the puppies and stuff back there.
We just want to see if they respect our rights court to make sure our rights are not storm by anyone at any time.
As you see, check, man. We do have How you doing, sir?
>> All right.
>> How can I help you?
>> Uh, I didn't really need no help at the moment. I'll let you know if I do, though.
>> What are you doing here, sir?
>> I'm sorry.
>> What are you doing here?
>> Just coming in documenting and probably file some paperwork with you guys.
Things of that nature.
It's okay, right?
It's very uh >> it's very small in here, man.
>> Little puppy channel.
Come on.
Yes, Perry.
>> Sir, excuse me. I'm trying to do my job.
>> All right. I ain't stopping you from doing your job, man.
>> I don't know what you want.
>> I just I just told you I was I just told you I was documenting. And then >> on the way, just so you know, >> Oh, wow.
Oh, wow.
>> He said he has the PD on the way, just so I know.
>> Okay.
Yeah, but that's very that's very small.
Like they got construction going on and everything and uh got the city of Cal.
>> Sir, you guys can't be back there, man.
>> Drinking water. Huh?
>> You can't be back here. We got too much stuff around here.
>> Yeah, I can you guys don't got it blocked off though.
I can see if it restricted or something.
That's one of the vehicles.
>> You said who?
entirely sure dude say I guess he radioed for the PD to come necessary but >> yeah if I can just get a uh foyer request form from you guys today. What's that for? Relinquishment form.
>> A foyer form.
>> We don't have any of that.
>> You are you not familiar with foyer?
>> You got to go to PD for anything like that. So >> why is that?
>> Cuz they have all that forms there.
>> Yeah, I know. But I mean, if you look on your website, you guys have them.
>> Okay.
>> I have PD on the way. I don't know what you're doing here.
>> I just told you.
>> Explain what's going on.
>> I just explained it to you when I first came in. Soon >> you need of all of this.
>> I'm documenting just like I'm doing today. Just documenting period. And then I need to file a foyer. I just told you >> go to PD and file for you.
>> I'mma do it here. I know I can do it here.
>> You can go to PD and file a foyer.
>> I don't want to do it at the PD, sir. I know I have a right to do it here by state law.
>> We don't have that stuff here. So you have >> It's on your website.
>> Okay, that's fine.
>> So you're not willing to look it up >> to PD?
>> Why you making it difficult, sir?
>> Cuz we don't have that here. I'm >> You're not even looking. You're not even giving yourself a chance to look it up.
>> Look up what?
>> I can see if you gave yourself a chance, >> sir. I'm trying to. It ain't about a chance. I know.
>> So you know for a fact on your website there's no foyer forms. I know for a fact that who represents us is >> PD, right? But I'm saying this is >> that's where you go for anything that has to happen.
>> Anything to do with this?
>> I understand what you're saying has to do with this.
>> But this is a government entity for sure.
>> And the state of Illinois says I can file a foyer right here at this location.
>> Okay. Well, >> why you trying to send me somewhere else >> for this location? That's correct.
>> I have the form here.
>> Okay. Well, to go to >> this what I'll do. Okay. This what I'll do. Since you guys don't have a form here and you're not looking it up, it's cool. I'll just fill it out on a blank sheet. I'm being honest with you.
>> I know it's on your website. I guarantee it is >> fine, >> right?
>> But you have to go and handle that stuff at the police department.
>> No, sir.
>> Okay. Well, >> I guarantee you I've been doing this for years, sir. I know exactly what I'm doing. I know I can file one right here, sir.
>> But I But since you don't That's cool.
Since you don't have the form, what we'll do is uh I'll just put it on a blank piece of paper and then I'll turn it into you that way.
>> I'll try to look it up, but I don't even know what you're talking.
>> Yeah, it's for you. Just type in FOI A, which is Freedom of Information Act.
>> Okay, I know what that is.
>> Yeah. Yeah, that's exactly what I'm saying.
>> Okay. And what do you need that information?
>> I just need the form. Then I'll jot it down, fill everything out, get a copy back from you, and I'll be set for the day.
>> Wow.
>> Oh, you can get that police station.
>> Yeah. No, I told him I by state law, we can file it here, too.
>> No, you can get that at the police station.
>> I want to do it here, man.
>> He doesn't have that.
>> He's looking He was just looking it up for me.
>> You go to the police station and get it.
>> I don't want to do it at the police station, ma'am. I want to do it right here. I have a right to do it here. The state state of Illinois said I can do it here.
>> Do it at >> I don't want to do it here.
>> Are you?
>> So, are you going to finish looking up the forms here?
>> Just Just No. No.
>> So, so she's going to encourage you not to do your job? That's your boss? That's who I answer to, sir.
>> Oh, wow.
>> Wow.
>> So, can I can I get a sergeant to the scene?
>> You don't want to be professional today, huh?
>> I'm going to be a tyrant, man.
>> I'm just saying I I know we can do them here, man. That's just is what I'm saying.
>> That's what I'm told, bro.
>> I'm just doing what I'm told. That's pitiful, man. That's pitiful.
>> I would like for you to stop recording.
>> I'm not going to stop recording. I'm definitely not going to do.
>> I'm not.
>> I'm asking you to leave.
>> Well, I need to file my I need to file my form.
>> Now you're trespassing.
>> Not trespassing. I have official business here. You can't You can't trespass anybody that has official business.
>> I'm trying to tell you. They just told you right now.
>> She didn't tell me to leave.
>> Well, I'm asking you to now, >> right? But I have official business, sir. You don't understand.
Oh, here go a sergeant right here. Good.
Here we go. Cuz she a tyrant, man. We don't want to talk to her. We going to see if we can talk to these officers right here.
We're not going to leave until we finish the business. I mean, we going to be threatened with arrest, then that's another thing.
Oh, they leaving. She know what's up.
That's why she That's why she ain't even said nothing. and she just radioed to them probably like, "Yeah, don't engage or anything like that." And she probably she explaining to him right now. Look, she ain't nothing she can do, man.
Ain't nothing she can do.
She ain't nothing she can do, man.
>> Can't come in here, though.
>> Why? What you mean? This public property foot there, sir. Sir, I got I got business here, man.
>> You do not have business here.
>> I do. I just told you I'm going to file a fool you >> at the police department. I don't have that stuff here.
>> I have a right to do it here.
>> Get your foot out the >> I'm not going to I'm not I got business here, sir. You can't. This is public property, sir. This is not private property.
>> You're not even from our city?
>> How do you know? How do you know that?
>> They were just explaining this to me.
>> Oh, so they know who I am?
>> Yes, they know who.
>> Okay, great. So, that's So, they know what I'm doing.
>> Excuse me, >> sir.
>> Excuse me.
>> If if you if you try to lock us out, sir, it's going to be a violation. It's going to come down on you. It's It's going to be a violation.
>> To lock the door, so whatever.
>> Oh, so the police told you to lock me out. Oh, wait a minute. Hold on. That's going to be interesting.
>> The police told you to lock the door?
Yes, >> sir.
>> I'm just asking if if that's what she said, I'll leave.
>> I need you to leave.
>> I will. If she told you to lock me out, I definitely will.
>> I'm lying.
>> What's your name, sir?
>> You ain't got to tell me anything, huh?
We going to put some complaints out on this guy. Huh?
>> The officers don't even want to engage, man.
>> Hey, hey, hey, officers.
>> Y'all want to engage? K. You met city want to be professional today?
>> Y'all don't want to give me your name, sir?
>> I'm Jonathan. Jonathan, we going to file a complaint on you, man. You going to lose your job, bro. You laughing. That's crazy. They always do that. And then when they, you know, get called up to administration, it's Oh, man. I didn't do anything.
>> I I told you what PD told me to tell you.
>> Yeah, but if they told you to lock me out here, I didn't tell you they told me to lock you out. They said lock the door.
>> That's locking me out though. But that's locking me out.
>> Inside either, am I?
>> No, you ain't. But But when you go back in, am I allowed in to with you?
>> I'm not going back in until you leave the premises, sir.
>> Oh, wow.
Oh my living God. Man, you can't make some of this stuff up.
>> My job, >> huh?
>> Ain't nobody going to be threatening my job. So, >> man, I'm just here trying to >> threaten my job something else.
>> I'm jeopardizing your job.
>> No, you threatened my job >> because you being unprofessional.
>> No, no, no. You threatened my job. I'm not being unprofessional. I'm doing what I'm told to do, sir.
>> I look, >> I threw what I told.
>> You're violating rights.
>> Violating anything. I haven't done anything. I'm standing right here.
Right. And I and I told you I need to file for you and you're not allowing me to do it.
>> And that's that's >> she a tyrant, man. You can tell she a straight up tyrant. We going to go uh officer. What's her name in Basso?
>> Mitchell 216.
>> 216.
>> There you go.
>> Definitely going to go put some pressure on her cuz she said he said that the police told him to lock the door. So obviously he obviously they told her basically to lock us out and then you can tell these officers right here don't even want to engage.
Look, she just told him to get in the car and leave that way.
It's it's all chess, man. It's all chess. But she tried to tell him to get in the car and leave. That way he can kind of close this. I bet you they going to try to lock this gate.
I mean, we can always revisit though.
His name is Jonathan.
So, I I guarantee that that was the uh that was the overlay for the underplay.
Look at this tyrant.
We going to head on over, man, to the uh police department. All I guess the gate the gate didn't lock though.
But we definitely going to go over to the police department right quick because that's dis that's disgusting that the man we narrate at the end right quick TTA family. But for the police department to encourage another public entity to violate rights on camera, we got to entertain that. And they already obviously know who we is cuz he just admitted it. Man, you don't even stay here. They just told me who you is.
Okay, so y'all know who we y'all still want to play this game, right? Got that.
We on our way. Stay tuned. Yeah, TTA family. So, like I said, man, we come straight over here to Calat City Police Department right away. Y'all already know we follow up right away, man. Ain't no we waiting two or three weeks and you know we got we got to put all this we got to document everything that just happened, man. Especially by the officer uh whatever her name was. We were rewinding it to see but we we asked her for a sergeant to come to the scene and she just totally denied us. So we'll go in here and see if we can speak to one face to face. put them on notice of everything that just occurred and see how this go. Man, you know, we don't want to prejudge nothing, but I'm almost tell how this is going to go. We tried to get the other officer's attention, the second vehicle that pulled up and definitely we were unsuccessful and those are tips, but we going to ch go up in here, man. So, y'all stay tuned.
Yes. Um, is there a sergeant I can speak with?
>> An incident just that just happened just occurred a couple of moments ago.
>> I'm sorry.
>> Are you recording me?
>> Yeah.
Why? What's wrong with that?
Says who?
>> You came before us.
>> Oh, wow.
And she was getting ready to say, "You can't record without our consent."
These are the I don't know if the dispatch or just people working at the desk or >> Yeah. come over there shortly.
>> Well, okay.
She said he'll come over here shortly.
We'll see, man. Y'all stay tuned. Even better, >> man. Uh just coming in to try to uh basically we want to definitely file a complaint on the officer uh that just violated our rights out there at the animal control just a few moments ago.
We asked for a supervisor to be dispatched there to try to deescalate what happened. We were totally denied.
Okay.
>> By that officer. So, uh, >> are are you with these people in the out there, too, or No?
>> No. They've been hanging out right there.
>> All right.
>> There you go. Just fill this form out, bring it back in. Okay.
>> Okay. And is it Lieutenant Bellow? So, I mean, just how does you guys policy work in terms of the a member of the public request supervisor to come to the scene?
Uh there's a present issue where we usually come. We weren't notified on this. You hear the call come out. But yeah.
>> Oh, you guys did hear the call >> included in there and it goes to an internal. So >> really?
>> Yeah.
>> I mean you guys did hear the call come to the animal control?
>> Yeah. Yeah.
>> Yeah. And then I that's what I'm saying.
I asked off you familiar with officer Mitchell?
>> Yeah.
>> Yeah. I asked her can she call someone and she just wouldn't do it for us. I'm I'm not entirely sure why.
>> I mean everything's case by case basis.
the interviewer review. Just fill that out and they'll review everything.
>> And did you guys give me a stamp receive copy back?
>> I get Well, if we don't stamp it, but I can make a copy of it.
>> Copy of it. Okay.
>> My name will go, if you turn it back in now, the back side says received by, my name will go on that. I can make a copy, get back.
>> Okay. So, after I fill it out, do I just alert these young ladies that I'm ready for you?
>> Yeah, I'll come for you.
>> Okay. Appreciate it. Well, now that we're done with our complaint.
So, can you uh call the lieutenant back for me?
Man, these people got man straight up.
Oh my living God, man.
The attitudes, man, at this place here, man.
>> Maybe I should leave.
>> No, you going to be good. They going to help you. They going to help you straight.
Oh, no. They ain't going to do that.
They They shouldn't They We hope pray or wish that they don't.
>> Yeah, >> I hope to God.
>> He didn't answer.
Okay. With a sergeant or someone that can accept my >> Yeah, it would be him unless it's somebody else back there, but obviously no one else is back there. They didn't pick up either at the moment.
>> Okay. You go.
>> And I'm waiting on him too, ma'am, for um for you too. He didn't answer.
>> All right. Thank you. So, uh, are you going to try back again or?
>> Of course, >> Blanca. I'm just asking. I wouldn't know. You didn't say you would. So, >> I'm letting you know right now what happened.
>> Oh my god. Man, these folks are, as you guys can see, they're they're recording right there. But it just seems like when we put a camera on them, everybody gets nervous, man.
>> I'm not nervous. I just don't see why I got to be >> Well, how do you feel about your camera right here at work >> when I'm talking to you? I can talk to you. When I'm not talking to you, I don't see why I have to be recorded.
That's all I'm >> Well, you work for the public, ma'am.
You're a public servant. It shouldn't It shouldn't matter if you're recorded.
Like, I got something to hide or something, man.
Just seems like everybody got something to hide, man.
>> My hand. You already done got my face when you first walked up in here. I don't have anything to hide. I'm a civilian. Just like you.
>> Well, not at work. Not while you at work, ma'am. You're a public servant while you at work.
>> Okay.
>> With no rights.
>> I'm just saying I don't understand what's what's what's the attitude about.
>> There's no attitude. I don't see why you have to keep recording me when I'm not interacting with you.
>> But you are though. You're engaging.
>> It's okay now. But when I'm not, I don't see why you have to keep recording.
>> Right. But when I first walked up, you had a problem.
>> You already have me recorded at that point. I I had a problem cuz I asked a question. I just asked Are you recording? And I didn't say nothing else after.
>> Well, you guys tried to tell me that you was getting ready to say that I needed your consent.
>> I wasn't I didn't say anything else to you after you said yes. I got on the phone.
>> Maybe that wasn't you. Maybe that was the other chick that was sitting over there.
>> You had to still keep on recording when we didn't have anything else to say.
>> Well, you work for the city of Cal City, right?
It's just the uh the professionalism, man. No matter what, I always remain professional.
But uh she claimed that the lieutenant or someone of a higher authority is not answering the phone. So we still going to hang out a little bit just to uh wait till we can submit this complaint form and uh we'll be good to go, man. Y'all make sure y'all stay tuned.
You got you called again, though.
>> Call twice.
>> Really? Okay. I mean, well, I mean, well, what I can do is can you is you guys able to give me a copy of this? But that's all I really need truly. I just submit it with her and we'll go from there. Since the uh lieutenant or sergeant or whoever back there not available, we'll submit it with her. We got it on camera that she's accepted and she's making a copy of it right now. So, it is what it is, man.
And then we'll be able to go from there.
This was crazy right here, man.
Definitely. So, all right.
So, from the top, TTA family.
From the top Now, we came out here to Cal City, Illinois.
Do what we always do, man. That's to record in public and to make sure our rights weren't infringed on by anyone at any time, right? So, uh we actually went to the animal control. No, we do a couple of those. We didn't did a couple of those uh in recent times, man. Uh we went to the animal control out here, man. Jonathan, I guess I think that was his name that he told us. Jonathan, right off the bat, right away as soon as we walked in, it's very small in there. It wasn't too much to see. So, probably was just like I said, we walked down that hallway right there. Record that wall right quick.
Whatever all the little stuff that was on the walls in the front and buck on out, right? Uh he What you doing? So, we said, "Man, I'm just coming in documenting. You know, I'll let you know if I need some help uh you know, later."
right away he jumped on this walkie-talkie and was just like, "Man, can you send a unit or something?" Like, man, just right away, you know, PD's on the way. So, that wasn't even necessary, man. But they showed up. Officer Mitchell, she came with another uh with another unit. The other unit didn't even get out, but I seen that she got on her radio the moment they pulled up, so she probably told them. Obviously, they already know who he is, right? So, you could tell though. I don't know if you guys could tell. CTA family.
But I want y'all to go back and watch it right quick. Watch her mannerisms the moment she came that she was standing in that door. You could tell she wanted to be like handson force a person out. But once she figured who I was, she she she kind of tuck her tail. Think about it.
Watch. I want you guys to go back and and watch every single moment of that encounter when she first showed up.
Right away, she's already confrontational. She's pointing, "Oh, sir, you got to do it at the PD." She wants to boot me out of there. But she knows she can't. You can tell. And what confirms that is when Jonathan said, "Man, you not you don't even live here in this city." I said, "How well, how do you know that?" He said, "Well, they just told me." So, obviously, they already know who we is. You know what I'm saying? They already know I'm TTA, right? They already know that. James Snow, however they want to, whatever they know. uh the any identity they want to place upon me, they know that I'm not going. That's the reason why I wasn't forced out. So, they figured out a way.
She kept calling them. He's on camera already saying she told me to lock the door. So, of course, locking the door.
At first, we was going to keep our foot in the door. He he noticed that. He he peeped that. So, he locked the door and shut it. I ain't going to go back and forth with you, you know, about that.
That That's what you want to do. you you I mean do it. And eventually she had to she had to tell him like uh just leave, jump in the animal control vehicle and leave, you know, cuz his whole thing was you can you guys can see once she once once he figured out that she wasn't going to make me leave and I was back in there now it was oh man I don't want to be on camera. He was, you know, so Jonathan man, you you already know, man. It's a lot of complaints coming from you, coming for you, man.
Definitely. So, regardless of the whole uh you can file a foyer, they they kill me with that. You can do it at the police department. You can do it at another location. True. But I can do it right where I'm standing at as well.
This is what I was trying to to let them understand. And they just weren't interested, man, at all. Even and then the other patrol vehicle. the other patrol vehicle. We tried to get their attention. They wasn't interested. And that's because the officer Mitchell had already gave them the heads up on who I was. Now, it was a chess move when we hollered at the lieutenant right here at the at the police department to reconfirm, right? What is the policy regarding when a member of the public requests a supervisor to the scene? He confirmed it. Yeah. Typically usually we show up and we didn't get we didn't basically he was like we didn't get a chance to.
That's correct Lieutenant because after I requested one the officer Mitchell did not dispatch or call for one. So you're absolutely correct. You didn't get a So it's not on you guys in terms of the supervisor. It's all on Officer Mitchell. Plus, you know, like I said, uh to encourage someone to lock us out and leave the property when we have official business there in terms of recording and filing a foyer. That's totally disgusting. So, we got we got our we got our uh we got our complaint in and everything. That's all good.
We'll go from there. They got my phone number. We'll see how this is going to go. It's going to definitely be follow-ups and everything today. Even to the animal control. Yeah. You might have tried to pull it today in terms of uh you guys might you might have tried to pull it today in terms of uh you know let me jump in my vehicle and leave.
Hopefully I'll leave of course cuz I'm coming over here. But you can rest assure sir if you're watching this. We will be back to the animal control building. We're going to see how that goes the moment we the the next time we come back and we're going to see if our rights going to be respected. I guarantee they I guarantee they will the next time. I'm almost ready to guarantee it with a warranty. So, we we'll go from there. Anyway, man, I appreciate everybody been rocking with TTA from the beginning. If you're new here, make sure you hit that subscription button. You don't want to miss. We got a lot of stuff coming up. We got the month of May getting ready to come in hot and ready.
You already know. Got a lot of surprises for you guys and updates. So, make sure y'all stay in tuned for that. We going to get back to our lives, too. Sunday 2:00 p.m. Central, we will be back live.
I'm letting y'all know this right now.
I've been saying it for a long time, not following through. We got a lot of stuff that we be doing now on Sunday. So, it's kind of hard. But for this Sunday, I put everything to the side to get ready to let you guys call in and holl at TTA because it's been a long time.
And is it anything else I need?
Nope. Think that'll be about it. So until the next time and make sure y'all stay tuned.
