today and for tomorrow and this thing we ask in your precious name amen amen amen next agenda is public speaker uh first public speaker first public speaker will be AC Dumis yes my name is AC Dumis I'm a resident of the city of Clint excuse me one second Mr Doom U what is the time frame for the speakers Mr three minutes okay just want to make sure okay you you time it for I will you time it okay yes okay go ahead Mr do my name is AC Dumis and I'm a resident of the city of Clint uh I do have a few issues that uh with that concerns me and one major concern of M who I live in the third war and I want to know who represents the Third War as it is who represents the Third War and the concern is that it's members on different bodies in the city of Fint that don't live in that particular War remember the war change comes in 2026 and so you got people that live and a different War that's representing the war as of the the uh boundary district and I want to know for the third war who is my representative of the third of the third war okay all right and other wordss of okay he did so these wordss are good these are good until I guess uh 2026 that was my question are you done yeah thank you next public speaker James Moore James Moore a resident of the city of Flint uh just came out here tonight uh on the age old question that I kind of ask quite often about ethics and accountability because we need ethics and accountability in this city more now than probably ever have before uh being an old school Flintstone I just like to send the word out to Pebbles and bamb Bam to kind of relax and staying down with all of the violence that's been going around and uh a better role on us all to do better in our community because when they think we crazy they get real crazy and um from City Hall to the council chamber to over here with the E ethics and accountability board uh people are looking at what we're doing and uh supporting each other and even when we act the fool so um let's do what we can do to kind of help them find their way back to Sesame Street if it's still in pl we can do a better job at it thank you thank you next public speaker Miss E Taylor um good evening um I have a couple questions as I usually do but I never get answers but I shall ask them again and some other ones will this board ever Define the ethics rules of a board that receives money in kind favors and appointments what are your rules on that I'll give you a couple examples mother's Church gets money your count organization receives funds from the mayor counsel and his appointee the other rule I'm concerned about if your meetings always start late why are we limited to 3 minutes when we're in fact here on time when will the swearing in of the UTS take place Why Can't This board have its own attorney advise me as to what a full membership is on the number of this body Accord according to your rules Define your number of a quorum according to this body's rules and can you serve on this board on a term if your term is over and according to your rules um and has this board or will this board ever initiate a case of its own um and if you have please list that and it's very difficult to follow along what you do because I can't ever get your minutes when I come to the meeting it's a power the open meetings act that's something that you're required to do but each time I've come here they've not been available to me or to the public and I want to know what your rules are and I wonder if you're going to answer my questions this evening and will you produce them in writing thank you our next public speaker Willie Ruth Moore good afternoon everybody good afternoon I'm resent Flint uh a home I have 618 was Alma for 40 years for been for 10 years I've been having a complaint about water run our yard uh I have picture to pass around if it's okay uh Street Pikes busted on Al Street uh 10 years ago and when ignited the TR cross street ignited I pipes underground in our yard and busted our pipes oh my God and it never got fixed I put it over the first mayor before this mayor and Mr ever made handle that so I put it before the city council nobody anything about it so we have low water pressure in our house water been running over 10 years underground it also deteriorate our porch on the front porch you see you see a wooden porch steps there been running on the ground for over 10 years nobody did anything about it so you'll see the pipes there where the city came out and fixed the street and one man almost got electrocuted electricity at night underground from the house across the street you'll see it in there too so I want to know of if this your department what can we do to that P thank you and I'm glad you're here thank you our next speaker is Miss Audrey Muhammed yes um I'd like to address a couple of things and I think they've been addressing four one is the misuse of police funds with securing city council people oh yes to the City Council meetings if they're afraid why are they out in the public on video M and oning people who was getting recall signatures so if you were that afraid of coming to a city council meeting why are you out without security without the police escort and you going into a crowd that's totally against you but you're not saying nothing you are by yourself this is on video and I think this has been addressed to the board before and that's about the misappropriation and the misuse of the city police and the funding because they have to the babies to do these escorts and not only that she in my neighborhood harassing yes my neighbors despite one of your board members saying that she wasn't she was and they've been back again they harassed several of my neighbors she was with the city and I have that on videotape I recorded that and then also even since then my house cameras my security cameras picked them up picked the city person coming back to mess with my neighbor over there and I can put all of this and I I don't mind writing it down my neighbor called me this morning and said the lady from the city back again messing with the neighbors across the street their properties and they know that they in the process of getting some things done but it was hard to get like the the um the uh uh permits and some of the stuff that she they needed to get done cuz while they were out there pointing out people's property I was on the phone talking to that particular neighbor and said hey I'm letting you know what the city is out here doing right now and it's because and it wasn't they know the neighbor across the street from me has dementia that's what's the problem they know the lady had dementia the lady just signed a recall petition against ldel Lewis and she signed it before yes she signed it and she and she came outside and told me just other day you need to get that lady out from downtown I signed a petition so we can get her out and that just to show you that this lady's mind is not totally coherent you know what I'm saying it's not totally coherent because she's saying something one day and then she flip and say something another day and then she flip again cuz soon as they left from over there the other day she came right over here and complain to the other neighbor about her not doing what she's supposed to be doing downtown and their behavior so this go to show you that this lady is really not mentally sound and they keep going back and antagonizer antagonizing people around the corner and everything too like I said I saw it I put it on I did record her live had it on Facebook live and then I also saw them later on and took additional pictures where they're going through the neighborhood it's not even thing anything wrong but there are certain people that they're targeting cuz everybody didn't get targeted so this is the complaint that the people have had and they called me with the complaints from right there in our neighborhood because they having an issue with that but my main issue is if you so afraid that you can't go to a city council meeting without a police escort wasting taxpayers money on the police why did you jump out your car when you have people out there collecting signatures against you for a recall that don't make they ain't adding up you ain't you ain't afraid and you misappropriating the taxpayers money Mr chair that is the end of public speaking okay next thing on that N4 like to address the public you would have mer time in your KN with that Reon look like to hold of the short as we can Mr Julius I just wanted to ask young lady um you have water still there right now no cuz what happened it it uh something under the ground you don't see grass all there but this why still running under the ground so they did they did dig in the ground they didn't do nothing it's something uh it's sun when it came when it came in to replace the water pipes on the street Mr ever made at that time told them to hold up on that door in the yard make sure they fix the pipes but the city didn't let fix the pipes so water so we still got little water question the inside that bedroom there Southwest bedroom I got books to MX rights in that wall seeall there so nobody nobody told us holes in there did you do a damaged plane down at City Hall no I didn't do anything about a damage plane where are where are the photos we so that was take so no I didn't think about that okay on that house for 40 years but they still working on it or coming back here periodically no they not work on anything work anything they never being Overlook it's being over that's why I got those spe been got it they got they got they got all that on record the counc bo got that never did anything ma'am have you filed a complaint with the ulman's office first time being here okay I had one until I okay I done else um did you contact the city councilman now no not not not the new city council person no okay I contacted the new uh the new mayor when I showed them those same pictures okay some years ago after this meeting I want to get your number I can follow up done no one else like to public um just want to say thank you for everybody else for coming out on today thank you so much for sharing um Miss Mo so you're saying so there's there's visible damage on on the wall of the house that's underneath the foundation yes sir okay um have you just want to know did you talk to the water department about this about this issue about what happened the water department says it was consum power fault consum power says is see the FL y okay so it's back so it's basically a back and forth and there's nothing that's being resolved the complaint went before the city council Mr eror made at the time okay so record somewhere they got Rec okay anyone else address all right so um thank you all for speaking so I do hear you Mr um Doom Miss on yesterday um the county clerk was here um they had a event here in the Harris room and um also our city clerk was invited to this event so that question could be could have been answered from our city clerk but unfortunately she was not in attendance she had um declined to come but I know next week on Wednesday from 5: to 7: there will be a hassle bring so she you can get more clarity about um The W changes and things of that nature I hate that she wasn't there so she could give a better explanation something that's on camera and something hopefully I don't know and um Mr Moore I hear you about understanding ethics and account ability board and hopefully um I get a better understanding of what we do cuz it just seems like we just meeting to be meeting at times because I haven't seen much action um being took except for you know anytime my behavior is being highlighted so um Miss Taylor also hopefully we can get you something in writing that could kind of summarize some of your questions that you um asked this board hopefully and then maybe we can um start providing minutes hopefully in the near future to um support you know what it is that you want to see and um thank you Miss Ruth I think is it Miss okay M Ruth thank you for coming and sharing with us about your information and I hope um many other the board members kind of helped you along the way you know different steps you could take so I appreciate that and Mrs Muhammad um I hear you and I agree with you so hopefully you can write something up because I did watch the video and in that video I seen the council woman the president um with the city worker walking in someone's driveway and then I also seen her um harass a group of people who were doing their civic duties um in the community and she was alone unless somebody was on the passenger seat of the car but again I didn't see any police when she approached the group versus the group approaching her so hopefully we can do a little bit more investigation investigate about uh what took place on last Saturday so thank you all for sharing I'm just look the pict just question have you have you had the house checked for for mold as far as like Behind the Walls and things of that nature cuz I'm looking at the I'm looking at the pictures and I'm looking at the mold that's growing on the walls and and and it's affecting I just just as a precaution you might want to just have have that checked into as as well because that might be something you might want to have to add to your damage claim too okay did you feel about any paperwork about um arer funds or anything like that about receiving money I know before the uh before the first FL council person transition you had a packet of paper and it was from different res are you in the first Ward yes we got fill it out to the whatever floor they say no good the first paperwork I did the the paperwork that Mr Ming out okay and and so it was it was no good I don't have an answer for that but that's a concern because that's what I got I feel about the AR dollars I don't you know the dollar were here I need so maybe we can investigate a little I put that in there on that package need to repair the own it's in that package cuz from my understanding council members have received um I think it's 30,000 per what did he give me to yeah me too cuz can see the step off excuse got order but the front steps you go to that house oh that's a Cher they come come from the P that they have and like you said the wall to be done and all that so I put it in that in there I got the M on there oh okay we here the thing yet thank God for you miss uh Miss more yes what is your address that address there is 618 West Alma Avenue Flint Michigan 45 55 and you saying this happened how long ago been almost two years years I mean we're we're going to ask and asking yeah three it's been 3 years okay that's so you talk to the city uh water department Elric department and my husband talked to um I don't know what the man anyway was in another meeting and uh Mr M called the city my husband talked to them also do we talked to the former mayor Ken we asked him come out fix do it and we talk to this new mayor I show him the same pictures and everything he said somebody got to pay that water bill but nobody came out and look at the proper want to deal with Mr ER make they told them stop digging in the street and get the pipe fix they never fix anything you take this thing got water running right this water press I'm the ground it got to be cuz it P hav't been fixed no ho dug in that yard okay uh they didn't replace your pipes when they was replacing the pipes they replaced the street oh it didn't come to the house they didn't come up to where it connects to your house no man anybody don't repl but you TR to check for yourself nothing been replaced this book could you uh your complaint in complain with I'm bu I will said that and I will uh I will first come out of Investigation what you got you want stuff there uh but give me uh M complaint officer we will we'll try to find out what's going on thank you yeah M mam yes you I guess I would ask you to do same thing you complaint neighbors or whoever have complain the same thing with to the office f a complaint in there uh if you got those and we will see what part of the child have been violated if uh uh if there's violation if there's a campaign state law something but we would need to we need to see complaint put into office uh we no just want to say some down iaint complaint for both complaints it's two different complaints okay uh with that uh something else anyone El have a question I move on did you address so no one responded to anything that I asked about in terms of the M okay M Taylor yes some of what you have ask yes question about as part of the agenda we might get into majority of that uh we go through the meeting lot of that would be part of the already so do you have a set of rules that are printed that the public can revie so that we can see if you're violating your rules I no we don't oh you don't have the set of rules for your not not not not what you ask though we don't have Oh you mean from the borders yeah yeah we are working on those things oh my goodness yeah Miss uh Miss Bo are we a to keep those pictures or you need them back uh I I cop give back okay okay back yeah that's right also M um uh Mrs Mo are you currently being just asking are you currently being build for water usage every mon okay yes so that's what I'm saying so you're constantly being bu for for for that well no cuz whatever going on that's not on water water it's notec our water okay I see what you're saying it's not water be okay than is affecting your water pressure yes ma'am okay well if I mean I just made this suggestion that you her pictures is a scanner right out here if if you guys wanted to scan the picture send them to a email that's available at this we got if we can do that we do it do it um before she leave we have cuz we got to remember going to move leave and we going to miss move for here uh open R I would have open box uh because there something we need to do up with the board uh some things that happened in the last couple weeks that uh need to address I have spent uh time the last week and a half a lot of time in the busman office and I can understand what's going on and I can understand very well what I was as I'm bu was going through and while they decid to leave uh one of the things that was dis that I not done that is is the mayor was calling our staff to his office I took the liberty to tell the staff that that the uh a message dealing with complaints the man's office uh even the counsil people that unless there a complaint they are not to be going to get an instruction on their job for the mayor the counsel 20 is anything else they work for this board and and I have told the M that but what I have what I'm what I'm going to do what I am doing because of spare off at this Bo need to be in order protect our employee which is I'm personal staff has should be a pres that should be a present down in that office and I would be spending presents oh okay yeah presents got I didn't understand what you said oh about we know you said prison or pres but I'm sorry oh I'm leaving thank you I just was I know you was um pressed for time but I see you talking about one of the items off the agenda yeah things that that's part just get into it we're going to get more into it I'm just let the board know cuz I'm because that's a few things that I have did and uh and the reason I did it and the board can discuss us so that we need to put rules in place written rule and we would do those things uh this is something I took the liberty and I think this board for moving on has a spare office in the in and in un busman office I have uh reserved that until we get my staff in there is going to be room for the EAB board because I'm going to spend as much time that I Pro that I pops K down to make sure this un staff is protected I understand how they've been being uh uh intimidated a bullet so we're not going to have that uh we will discuss that further into the agenda and I just want to want to want to bring that up there's a few of the things but because of time I won't get into that right now I Remar we just going to move on so we through this agenda oh okay I just I Clarity um okay now the EA the room that you're referring to we discuss that as we get agenda okay yeah we going to I don't want to get into discussing all my remarks that and of course then uh as we get in there well I was going to discuss I just wanted to I I didn't actually I didn't understand what you understood what you saying I I didn't understand what about the room I say that there's a room in the busman office that I have decided that we're going to use it at as EAB okay room in that offer right now cuz we need a president that I would be spending a lot of time by your hair spend time there cuz there's a reason and once we there you would understand what they're going through there and we need to we need to be there to protect them uh and we'll discuss that further into the agenda uh right now we move on into uh viw change and approved our agenda for the day I move we approve the agenda as presented second move prop second approve the agenda as presented all in favor say I I oppos oppos next item review and approve of was Carol uh Carol McIntosh last day on the board the 26 I think it was but um when was the person appointed that's why she was when were your appointed um it would have been June SE 23rd it was what June 23rd oh 23rd yes okay so that's another cor July but I didn't find out officially would been the first July right I didn't find out I didn't have your information soon as I got it so is there a card or something that go to you to give like the official information like I'm supposed to get the information from the the clerk it was a 24 and but what's been happening lately um if not if I'm not looking at a meeting or I have to go through the agenda and um see when they're making appointments but the clerk is supposed to call me and let me know once there's or email some type of communication that they've been already scoring in somebody's been so what what happens is if I send out a notice or something or list I think that's how I got her information it was like um somebody was appointed to the first for and so then I had to chase down the information so when was um Carol Macintosh last day um was her when was her I think it was a 26 her turn in I think um that was um June 26 think it was that was but she wasn't here to the meeting no no I know but I'm just yeah I think it was June 26 yes is there a motion to approve the minutes has been a motion to approve the minutes I have a second no I was asking is there motion and we need to are we doing them all together or one by one we have three sets of minutes so we need to I would suggest we do them one by one so for May 14th 2024 is there a motion to approve the minutes with necessary Corrections so MO going on May 24th I mean May 14th oh we're taking by month by month I'm sorry yeah okay okay okay is there a complaints that have come into the um my buzz person's office since June 1st till today and um it was a total of 18 complaints five light five city council three property damage other complaints three and water Department's complaints two and um we have closed out four of those complaints have been has been investigated and the results has been given to the person who made the complaint and um from my and from my understanding and from the thank yous they uh appreciate the outcome of the investigation and um that's all I have because the other thing is um in the in the um new business that'll be going further into conversation with Mr King unless you like me to touch on it doing would you like me to I'm sorry I saying the other thing that I would discuss is um the number one a new business oh no we're going to discuss that well I mean if you have something that you want to say is going to discuss it okay well just basically that um I was called to the mayor's office um by individually and then miss then it was um Mr the analyst Mr wi and myself was called to the mayor's office and um I don't feel like it's really showing transparency in the event if we keep going in and out of the mayor's office and the employees who file complaints and even the public that file complaints they'll file a complaint on me you know against the bus purchase office because that's not you know so but as Mr King say we are um we'll get further into the discussion but I just wanted to put that out there and want to have on um just that this little when we can U can we get just a little bit more information like even if you got deact information just on the um on What complaints um that are still that still need to be um that just handle like what like what they entail like I know it says black is it like Bight dealing with cars is it dealing with trees is it dealing with houses I just want just a little bit more information explaining what that is okay I was told to kind of cut it down some so that's why I gave that report but with the BL it's been with yard repairs it's been with um trees being cut down and one was even with um City taking somebody's private property um they had some logs cut down that were of value they paid a company to um cut the logs down and the city came out and got three of them and the LW value was at $5,000 a piece and um right now it's being stored at a city location and I don't did was that resolved about them returning it they returned them okay so um that's one when city council complaints of course it's the behavior of the city council um with putting the rules and not letting people speak in a in a hearing session and um having people escorted out and how the the citizens of Flint are being spoken to property damage complaints is pretty much the same thing as she stated in reference to sidewalks and stuff like that but with blight a lot of people have gotten tickets too for like they really out there because it's warm the CFOs so a lot of that we just prer or we go and handle it right across you know cuz they right across the hall and the other complaints other complaints are when it's not in in these those categor other complaint would be um I can't think I one off the top of my head but I will I will make sure I have more detail of those um water department complaints of course that's water bill and again um those other complaints too are BTW Department of Public Works and there not a category for that got you okay okay um I I would just like to ask um on the four complaints that has been closed can you um tell us what category those were well you the four the three in BL that's the that's the fourth column where it says close three in blight and the other complain okay all right thank you m and I think Mr haris said guess what he get to we want to know results of each one of those and what was and how they they have just little bit more detail okay and how do we respond to how we commun back to the complain okay okay if you want me to by phone call a lot by phone call or by email with the results because I go even once you come into the office they make a complaint I get your email information and your phone number so I'll call and as as with them um they s you know proof of the pictures and stuff like that through email so I've been I was in constant contact with them letting them know each process along the way but we want to make sure that we have a paper tree of our results okay we need that power so that we we do someone come back he can say yes this is what happened this who we talk to this who while the decision was made okay and we do Mr King with these um like these complaints here once we reach the conclusion and who we talk to who we email all that is put into the database so it's available I just it's just not bred yeah yeah we just like uh the board the board can move Expedition uh see out okay uh think anything else that bu report not a motion to accept that move move second moov in second St buz report all in favor by I post okay we're going to move into openness first thing old business complaints El fish and Appo one of my main that is with uh what I would call intimidation tactic a bullet tactic our bu office by elect offici Point anything else uh we have a quick discussion what I'm asking we take 10 minutes at the most on each one of these items and and see can we get through them and come up with a solution so the floor is open to the discussion hold it one is this this that's old complaint that's that's the one okay the one way talking is is is that is the old oh this this one no that is old yeah that's so I was reading through this first I was reading through this first complaint and my question is those um those a divider that's that's sit up there at the council um where the Council seat seating is at are those legal or cuz I need some clarification because you cannot see the council members when they're um addressing the community when you're in the chambers and I know that this complaint is about a council member who broke their divider and then why is it that some of the C don't have them and then some don't is it if we're on this complaint are we yeah well it's discussing I can't somebody else I mean because to report that we would have to but to report that another colleague broke the the divider my question is should the divider even be up there okay well I don't know but what I do have a concern is that Council have their own rule for coming this s and what I'm thinking the counsel trying to Andross the board trying to counsel one and all trying to politicize this board and to do na business the council have rules that try to get him to govern himself governed uh uh po to council members in else destroying city property I don't know what this board I mean we could we make a look at it but I think those thing will come under another another department might be criminal I don't know attorney here could say some things that uh city property I know we had the council with back that the property those okay but those petitions were up during Co which was a good reason why but now there there's no reason why all should be and you know at at their seating because it doesn't even look it does not look it do not look professional in my opinion because you again you cannot see the council members when they're speaking to the public or you know when they're addressing the public you can't see them so I mean my only suggestion for them is to take it down take them down I I hear what you say I understand you're probably that's a child violation I mean I get that but we do with ch viation I'm throwing out his as and anyone us to CH is is is this a violation of CH can we find somewhere in ch that give us my suggest say we can do anything about it I mean we can we can we can send a recommendation or something we take them down but they have a b child Mr CH if I can I I yeah I I want to get some more clarity on this before we we even make a decision because I I really want even attorney skilman even legal to weigh in on this cuz I I just I'm being honest with you I don't know um again I don't know if we have the privy to say anything about this because if this is with city property I mean that would have to go before legal and I'm just being honest with you it's I don't know and I would rather we recommend that we send this to an attorney to see what they recommend that what is in our privy to do so the reason why is not here today we knew that um that's that's for in the business as well oh okay anyone else so um just one complaint uh and uh we should uh move forward as we will get a legal opinion on it that's what I'm here we want to have a motion get a legal opinion so who are we going to send this to so that we can get a legal opinion because there's no need of us discussing this information if we don't have an attorney here to help support and guide us you know in these in these two complaints W for any of these complaints cuz we have we have a full packet complaint right [Music] here I thing that we that we get away from is a lot of this tell us who to go to who we send it to us in the child uh and and we need that's why I keep bringing up the CH the C attorney is is where we first go with opinion and we discuss that opinion if we not sure okay we want to but that's that's the process by the child I get the process Mr King but this is my thing you know our our our acting uh attorney is not present because he decided to attend a party on a day that we have a meeting so that's shame on him because we should be a priority because we were already scheduled for this meeting before uh Mr Kim decided to um you know resign from this position so I mean where do we go from here I mean we keep legal legal legal but legal's not present so how do we get a fair and accurate um understanding of the complaint where do we go every meeting you say the same thing we sent it to we sent it to the Le and as for and I'm sure we have a secretary here could make sure that happened we Senator Leal forend and have them have respons by next meeting okay that's that's that's one option we have okay so what are what is the referral specifically that I'm sending to the attorney is it regarding the dividers or is it regarding this complaint both of these complaints I think it's both I I would say regarding the dividers regards to city property and then if if we have the ability to weigh in on something as far as this complaint goes cuz I wouldn't know where that's that's that's what I want to know because if it if it doesn't come to us even though it's a complaint to us if it's something we can't rule on then it's like um this has to um schedule event opposite of this and then also um attorney cup didn't show up today when he knew we were going to be discussing this contract about the um about the signature let's we are Bor and if they broke a Char uh than you uh and nobody contacted attorney because cups is not here nobody contacted her in his absent so that we could get clarification about this well we just found out about his whatever it is I job if there a viation CH if doesn't matter who violated is our job to make a decision and uph hold a charge whether ATT is here or not if we have to take the that's what we have to we are the ones who hold them but if they did something Le it's for us to figure that out and and move with it and then really it is but it legal what we can we Mr King I hear you but I am not an attorney and you know I I do sometimes need legal guidance okay here's here's what we're here for is there's a child of violation here Mr King but we just we lost four but we still can discuss discuss need to get further clarification from attorney skilman because she would be able to say if if she read the revised document and that's her authentic signature on the revised you know article but legal got to weigh in that's just me I agree with you brother what is lead who not sers in in a time of matter we going to just sit and say well we wait until do something but how do we Define timely manner because in a timely manner that means that before we arrived here we should have had something written you know about this situation or something cuz if it's not written then it it doesn't exist we see well here's here's my thing with legal people that board is what I been cuz I can think a couple things with legal and I was going to get to that is that I think this board has got uh and and I don't like to be investigated go on that but I had uh we had a problem with the with the what we had door it for a a bus person now it's in a child that we that we had we had a thing about an ordinance that we got Bas when I researching that that is not and I can prove them now when we had to do our do D I don't I don't feel like sitting up going back going through but I do it cuz if I feel this board is bad and somebody is TR to manipulate this board and way not this child what it's ATT or not they need to prove to me and I'm going to investigate make sure that I got the facts uh and there's two instance that that I know we have bad information we made right decision but we will get to that later but we on just this contract now and I want just talk on it what do what do we want to do well in this case in just in just discussion this this leads deeper than just the this is just more deeper than just just the the revised contract without you know without notification it goes deeper because they're pulling they want attorney skillman's pay to come out of the umman budget wow and and that's where that's where that's why number two is is important where we really need to get clarity because from what um um trelle and and uh had in discussion was that the city is supposed to pay for the because the board doesn't have a budget if the board had a budget with a legal then yeah I could see that coming out of the board's budget but the board doesn't have a budget so if the board asks for an attorney and the attorney agrees it's got to be paid for the city it shouldn't come out of her budget and so that that also falls up under number two as well as to okay if we're doing these things then the city needs to be paying be paying for our independent attorney that we have hired the city has got to pay that it shouldn't come out of her budget because if she needs to hire if she herself needs to hire an attorney to handle other legal matters and other legal ramifications and if you're pulling our attorney out of her budget that's not going to leave her much room to do what she needs to do as far as handling the legal paperwork and um and any even when it comes down to lawsuits or investigations so that goes into number two that we definitely have got to give Clarity on because I sat in that budgetary meeting with Miss little and that meet and that was supposed to come out of the city's the city attorney's office they're supposed to pay for that budget because I remember councilwoman Burns was asking all of these questions of these independent attorneys an attorney Kim did say well yes you know we've written the contracts and we've negotiated the contracts and we'll be handling the payout and so she clearly said this is coming out of your budget legal will be paying for these yes legal is responsible for those things cuz I I was there so if that's the case then then why is it Opposite for us and if that's the case then who gave that direction for for attorney skillman's budget money to be pulled out of her budget oh okay for out okay but there was an email sent from uh Attorney Kim stating that he would he approved the U legal advisement from Skillman and that his office will pay up to a certain amount right I think that was we did get thata yeah so where are you speaking on it coming out of the embossments um budget due to I've been getting the invoices and due to the um the the revised contract that Mr King did not authorize or sign but I think getting invoices and I for the invoices to the law department and they stated that due to the um revised agreement that this the payment should come out of the bus person office but I wanted to add to Mr um Mr Harris you remember um Mr Moore the CFO was sitting right next to us and he agreed that the Law Department was to pay attorney skilman that's all that's on that's on record that's on the video so so in this so in this I'm sorry it's a matter of the general ledger where is it build to you know you get invoice but what is The Ledger um you know what I mean you know what your general ledger number is uh mine will be professional service but I don't have funds for this because the the budget for the Unos person's office is already passed for 2025 so this part this was not even requested or considered because as I stated before the budget was even approved Mr Harris and I as we said before the city council along with the CFO and discussed this and it was agreed upon that in the contract and negotiation that the law department will be paying for the outside attorney and as you stated he also sent an email stating that they were going to pay that but since the bill came and I for it to them they're saying they're not responsible for it should come out is this in this is this in the revised contract the second one is you got two the first one and the second one that says that it's it's going to be coming out of where hold on I'm sorry I'm just trying to I'm just trying to find it right uh where where it says in this contract that the billing would be done out of your office versus the city attorney's office is that is that in this cuz it should it should be because if she if if she signed the contract then and where where where she gets paid from should be in that contract as well that I don't I'm I'm not uh 100% sure but what procedures I mean and I'm so we haven't subpoena them at all yet no subpoena no because the board was the board had the board had agreed to request to to put in place processes and procedures and I know um I was on that committee um on that trelle was on that committee Mr King is automatically on the committee cuz he's the chair and uh Carol was on that committee and uh myself and I know we had we had a zoom we had a zoom meeting and we thoroughly went through everything and I think we had a second one as well and uh then we were supposed to bring it before the board but the board to adopt the Committees um what you know what we put in put in place and if they want to make any changes and then we were supposed to adopt them we didn't have Forum these last two meetings so we weren't even able to bring it up and and now we we lost Forum again so that's that's the only that's the only reason why because here we are in July the budget was passed in June we should have been having a conversation with these people with these individuals uh our last meeting yeah but again I agree with you and and that's and that also that also rolls over into other business as to why it's so that's responded I don't have any objections as long as the services are what the E requested suggest you consult with accounts payable in finance to see how to submit for your payment but but but I do so yeah we we can't take action because but I understand where you're coming from he paid the first he paid the first advice did he no she called she read that he has no um I do not have any objections as long as the services are what the EAB requested suggest that you consult with the accounts pable in Finance on how to submit it for payment has she been did she submit question did she submit each time she came did she submit an invoice to us or did she submit an invoice all at one time of all of her Services um no she sent an invoice in May for a couple of her C you know a couple of meeting dates and then she sent a final invoce in JY so who made this final decision not to pay her who authorized that I don't think anybody has yet well the hasn't been paid then somebody authorized her not to get paid well I um for the final invoice to Attorney Kim and he said Miss little this was on um June 26 sorry for the the the sorry for the delay and responding as this slipped off my radar as noted in the amended retainer agreement that was executed by EAB chairperson King the exist and account accountability board is the client as defined in the agreement and the client specifically agree to pay the cost as specified so the invo should be paid by the EAB or by extension of your office no oh wow no before he left office this ISE 26 make sure we have a copy of that response cuz I if you
