I do have a formal complaint, but the last time I was out here, I thought I filmed and I had three other officers down here and I didn't get names and badge numbers. I didn't approach them because I was just filming that and I'm doing an investigation on tyranny into the police department. And this to me is tyrannical because [music] it's a do as I say, not as I do attitude where's a disconnect between the people and the police officers because how am I supposed to take you serious giving me a parking ticket when you're going to park up here? Get what I'm saying? How am I supposed to take that seriously when you're violating the law doing it yourself? How am I supposed to take you seriously or say what you say is legal when you're doing it yourself? You get my point? You guys are supposed to be the role models of the people. You're supposed to follow the laws and above the laws because you have your own policies in the department you have to follow as well. So, you're supposed to be the people's role models. You work for the people. You're their servants.
You're not authority authority over them unless they have a criminal infraction that's been violated. Am I wrong or am I right?
So, I mean it look put yourself in my position. Would you be happy seeing an officer sitting up here when if I were to get ticketed for parking up here? Not to mention, it's also a a one, it's a violation of the parking code. Two, it's a continuous wear and tear on the people's club property, which we have to pay for to repair in the future on the vehicles and the concrete. So, you're violating two laws. You're not only vandalizing property of the public and the vehicles, but you're also parking in a no parking zone. And you're also another officer up the road there actually admitted this. The reason you he said you're out here is to show a presence of force >> and to be somewhat to my eyes and show intimidation. People are less likely to do something against the law with you being here. Right. So you're a presence of force. Intimidation. You're intimidating people from doing something illegal. Correct.

>> Not to mention sitting here having a drink and I was looking out the bar and seeing a squad car sitting there. That's not what I want to see when I'm trying to have fun. You know, >> I mean, you have every right to not visit these bars as well.

Yep. Like I said, you should come up with a camera and they scatter. They don't want to help. They don't want to talk. They won't want to communicate.
I mean, wow. We've already got an officer dispatched to that, but we can't take our time to do it.
They're all standing around talking but not working. But yet, they don't want to help. H tax dollars at work, people.

Dispatch, somebody dispatched. So, this is going to be a going into an hour uh hourong visit to the De Mo PD. I was originally just going to drop off some foyer requests or public information request for officer street, but now we've uh evolved into something bigger.

Apparently nothing going on, but yet it's taking how long to get me an officer to talk to me about these cars? I understand it's small small fry, but I like I said, I don't know how many parking tickets I've gotten in my lifetime from these people.

Like I said, rules for thee. Not can't ticket me without ticketing thee.

Well, I kind of want to make sure the people that I'm trying to make sure gets tickets don't go back and move their vehicle because it's kind of ridiculous that somebody can park behind a police department in a no parking zone and not get a ticket all day. That's kind of ridiculous. You know what? And if you're going to ticket me, you're going to ticket thee.
That's the way I see it. And if you're going to as you guys are supposed to be public servants and our role models to show us that we don't do this so you don't do this. But if you're going to go out here and deliberately park your personal vehicles in a no parking zone and then go out and get a ticket to somebody else, that's hypocritical, right?

And that was uh 2682127445 license plate number. I didn't ask for his name and badge number, but I figured I'd at least get uh get his car. I can always get his information from that.
He's like either going to come right here or be right here. Well, then if uh be right here. I'm going to stay right here. But then they better hurry up cuz I hate playing games.

Go see if they move their cars real quick. I mean, I'm walking back and forth in front of the on public property. What can they do? Waiting for me?

>> What's going on? Well, we got a couple of private uh police car uh uh police officers vehicles parked in a no parking zone behind the police department here.

>> And I've seen several squad cars go by it with no tickets on them.

>> And I've I've received many multiple parking tickets for parking downtown in a no parking zone. And I'm curious why these vehicles don't have it after being there for an hour of my time and at least probably most of the day. Um, so we're going to get a ticket book and Mike walk around, make sure they get tickets put on them, right?
>> Well, sir, it's not up to you whether they >> Well, wait a minute. Yes, it is. You're public servants. Our tax dollars pay your wages. And if you're going to ticket the general public, then you're going to ticket those vehicles as well.
Otherwise, I'll file a complaint for dereliction of duty. It is your duty to observe and follow the law. Correct? Yes or no? So sir, we're trying to address the concern now. There are uh you said how many vehicles that you're >> There's two right now. The last time I was here, there's seven.

>> And the last time that they actually did get ticketed and just like this time they're going to get ticketed.
>> Well, I'm affording them the same opportunity that I afford everybody else if I'm able to identify whose vehicle they are. Uh >> excuse me. No, no, no, no, no, no, no, no, no. If I were parked in a no parking zone, you're going to get afford me the same opportunity, but when I show back up and there's a ticket on my vehicle, how am I afforded the same opportunity to get a chance to move my vehicle?
>> So, sir, if I have an opportunity to in your scenario, if I know where the person is. So, for instance, >> if I uh am tripped to a no parker or a illegal parker and uh it's a car that is registered to a person that lives right on that block, then I go knock on their door and I ask them to move their vehicle. If they choose to move their vehicle, they avoid a ticket. If they choose not to or not to move their vehicle, then they get a ticket.
>> Well, okay. That being said, >> it's what time now? And uh those like I said those vehicles have been there for a long day all day and apparently you've hadn't ticketed them and haven't gone and investigated and done got their names and stuff and had asked them to move their vehicles. Have you?
>> Sir, I was unaware that >> Well, no. There's several squad cars that driven by. You can't tell me that the whole police department's unaware of vehicles parked in a no parking zone.
>> I'm not If I could answer your question, sir. Well, >> I'm not I'm not speaking for the entire police department. I'm telling you that I wasn't aware that they were illegally parked until you have just now brought in.
>> I have uh requested that they move their vehicles. They're going to do that.
>> And now, >> well, now I want their name and badge number so I can file a complaint because this is the way I see that. And and the reason I I I feel that you're giving them blue privilege because they're a member of the police department is because they're law enforcement. They know that it's a violation of the law to park there, but yet they chose to do it anyway. So that to me tells me no, they deserve a ticket because they're law enforcement officers. They know the law.
They know it's a violation of the law.
It's a violation of traffic law. They don't get to pick and choose. Well, the rules are for you, not for me. Their tickets get t vehicle get ticketed regardless. Otherwise, I will file a complaint for der dereliction of duty.
Because you're law enforcement officers, you're supposed to be versed in the law.
You're supposed to know the law and you're not supposed to willingly violate the law regardless if it's a simple parking ticket or not. Am I wrong?
Because you are supposed to be role models of the public. And if you're gonna sit here and blatantly violate a p no parking thing, then what else are you going to blatantly violate of our rights and our tax dollars? So, no, I don't think you deserve to get the same as us because you're law enforcement officers.
You know the law. You're not supposed to violate the law as a law enforcement officer. So, go and get a ticket put on those vehicles now. Otherwise, I will file a complaint against you for a dereliction of duty.

I'm assuming they probably ran out and moved them. Like I said earlier, watch.

But public records [music] laws like FOYA, Freedom of Information Act, and state public records statutes allow citizens to seek accountability afterward. Draven repeatedly [music] references complaints and document requests because paper trails often outlive arguments. The larger legal question viewers wrestle with is not was someone parked [music] wrong. It's whether enforcement appears equal when public trust is on the line.

So now they're not going to get a ticket because they she gave them the chance to move their vehicles. Now that's ridiculous. Law enforcement that know the law, not supposed to violate the law, get a chance to move their vehicles, but you wouldn't observe that chance to anybody else. And I don't think you would. I think that's a I think that's a stretch of the truth.
Let's go in and talk to I get some complaint forms and public information request forms.
This is ridiculous. This is where how our tax dollars are going going people.
Oh, they're blue privilege. We'll just give them the chance to move their car and resolve the issue. But yet I I've had I don't know in the past 5 years $40 $50 in parking fines. No parking. And it's right in front of my house. Nobody nobody came and knocked on my door and said, "Hey, sir, you're in parking in no parking zone. Move your car." Which I wasn't. My car just didn't move more than so much inches in 24 hours.

work in the police department but yet park in a no parking zone with a personal vehicles. And the the sergeant said, "Oh, we give him a chance a chance to move it." Well, I've never had a chance to move my vehicle before I got a parking parking ticket regardless of where it was, how how it was this and that. I wasn't even parking illegally. I was just my vehicle didn't move more than so many feet, which is still a parking ticket.

I I find this very very very disturbing that you would give officers the the opportunity to move their vehicles knowing what probably well you know what I was told so many times by police and and it really irritates me that we're going to sit here and have this conversation because I was always told ignorance of the law is no excuse but they weren't ignorant of the law they knew the law and still violated it willingly and you're not going to give them a part a ticket. I I want I want to know your explanation because and tell me why and how they they can get away with that. Explain that.

>> I understand that. And like I said, I apologize from their building, right?
>> Well, yeah. And I I did I talked to this officer when I walked in the skywalk and I didn't realize I was walking in their building. I was glad I was walking through the skywalk and I left as soon as he explained to me that that was private property. But out here, I'm on public property and I can film anything I can see from the public eye, including whatever's through those windows, whether they like it or not. Their their opinion or or uh ideas don't trump my rights.
