This report exposes a democracy in paralysis, where political legitimacy is outsourced to judicial technicalities rather than settled by party consensus. It highlights a troubling trend where the Supreme Court, not the electorate, has become the ultimate gatekeeper of Nigeria’s political future.

The Morning Show: Supreme Court Delivers Verdict On ADC, PDP Leadership TodayAdded:
It's still the morning show here on Arise News. Now, let's take a look at new stories making headlines around the globe. First off, after nearly 10 days of anxiety and worries, the Supreme Court will today, April 30, deliver a make or verdict in the appeal surrounding the leadership tussles in both African Democratic Congress ADC and People's Democratic Party PDP. The judgment will be delivered exactly 9 days after the five member panel of justice justices of the apex court reserved their verdict in the appeals surrounding the authentic leadership of the two opposition parties. That was as the Abuja division of the federal high court again issued an order restraining independent national electoral commission INC from recognizing or participating in states congresses of ADC not conducted by their executives.
The order came barely six months after the same court barred INC from participating or recognizing the outcome of the national convention of PDP which held on November 15 and 16, 2025 in Ibado.
National chairman of AGC David Mark assured members that the party would be on the ballot for all elections in 2027 despite ongoing legal challenges.
In other news, President Balatinubu has vowed to deploy the full instruments of federal power against any persons identified as instigating or sustaining the recurring violence in Plateau State.
He promised that once troublemakers and provocators are identified, the government will act decisively against them. The president also approved 2 billion naira in relief support for victims of the March 29 attack in Anguanukuba just north local government area of plateau state. The president made the statement on Tuesday evening during his meeting with leaders and stakeholders from the state with visuals provided to our correspondent by the state house media office on Wednesday.
The gathering which ended at about 8:00 p.m. on Tuesday had Governor Caleb Mutang and all living former governors of Plateau State including the national chairman of the All Progressives Congress, Professor Nentawi Ywata. He directed the governor to identify and name agent Jean Profutars so they could face the full weight of the law. He also called on plateau's leadership to make justice, fairness, and the integration of other ethnic groups central to the state's peace building efforts.
Moving on, President Balatinubu has endorsed the decision of the Lagos State Governance Advisory Council GAC, backing Deputy Governor Bafi Hamzat, as the party's governorship candidate for the 2027 election. Hamzat who addressed journalists at the meeting with the president at the villa says the delegation led by GAC leaders formerly presented him to the president who gave his blessing to the consensus choice.
The endorsement follows a wave of support from Lagos APC leaders including Governor Babajid Sulu and the council's agreement to fund his 50 million naira nomination form. The GAC dismissed concerns raised by at least one aspirant who challenged the consensus choice.
Meanwhile, President Tinubu has approved the inclusion of the lawmaker representing Eeda federal constituency, honorable James Faliki, as a member of the Lagos State Governance Advisory Council. The council is the apex leadership body of the All Progressives Congress in Lagos State.
Well, barely four months after his appointment, President Bolatin Wuh has sacked the chief executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority, NMDP, Sidu Muhammad, in a statement by his special adviser on information and strategy by Onuga. The president says the decision was taken in the public's interest. He also nominated Rabu Umar as the new chief executive of the authority subject to Senate confirmation. The presidency says the move in line with the petroleum industry act PIA 2021 is aimed at strengthening regulation in the midstream and downstream petroleum sector. Umar has over 25 years experience across energy manufacturing and infrastructure. He studied accounting at Bayier University and attended Harvard Business School. Sedu Muhammad had taken over from Farukq Ahmed in December 2025. President Tinubu also thanked the outgoing chief executive for his service.
Also, President Balatinu has appointed Ambassador Bianca Odumu Ojuku as Nigeria's Minister of Foreign Affairs following the resignation of Ambassador Yu Tuga who stepped down to contest in the 2027 elections. Ambassador Odumu Ojuku previously served as minister of state in the Ministry of Foreign Affairs. In the same vein, the president has nominated ambassador Scholola Eni as the new minister of state foreign affairs. Subject to Senate confirmation until his nomination, Ambassador Enukai from Kogi state served as senior special assistant to the president.
More news. The inspector general of police Olatsunji Dizu has announced decisive disciplineary action following the fatal shooting of a civilian in EU Delta State. Addressing a press briefing, the police chief described the April 26 incident as criminal and a clear violation of professional standards at a police officer allegedly killed a citizen Mena Ugidi in what has been termed an extrajudicial act.
According to him, all officers connected to the incident were immediately transferred from Delta State Command to force headquarters in Abuja. The officers were subjected to internal disciplinary procedures without delay.
Findings confirmed that the principal officer involved acted in breach of established rules governing the use of firearms, stressing that no level of suspicion justifies the unlawful taking of life.
The following recommendations have been made.
Dismissal from service.
The FDC and Oblon trial have all recommended immediate dismissal of ASP Nuru man and the other officers involved in this matter.
Criminal prosecution. Upon dismissal, all officers will be handed over to the appropriate judicial authorities to face criminal charges for unlawful homicide.
Police Service Commission ratification in line with the constitutional requirements. I have formally forwarded these recommendations for dismissal to the police service commission for final ratification.
Let me state for record the actions of these officers do not reflect the value, training or standard of the Nigerian police force. They acted against the police proper procedures and violated force order 237.
The Nigerian police is an institution built on the rule of law and we have zero tolerance for lawlessness within our ranks. No uniform is a license to keep.
>> Meanwhile, families of serving police officers have benefited from welfare support under the poor care initiative which has now concluded in Lagos. The police officers wives association in collaboration with the state government has concluded a two-day welfare initiative in Lagos. The program provided cash grants for 200 police families, free eye and dental care for 1,000 families, among other benefits.
The women are the gateway to our families. And when you empower the woman, you empower the family. You empower the nation. Thank you to thank your husbands cuz I know they're out there on the field every day risking their lives from morning to night. We know, we notice and we appreciate everything that they doing out there.
>> As a nurse, somebody coming from medical background does feel we should come out to educate our people. But I must not fail to mention and appreciate his excellency the governor Baba J Solu and his wife Dr. Mrs. Jolu who has supported this project greatly. Even the Abuja would not do it without their support.
They supported us to see somebody like me Agnes today for television. And I so happy my children their problem don't solve my stepchildren said my children go suffer they don't suffer. So no go wash my tears and my children because my husband died they don't give me anything they leave me I'm suffering for Lagos because of my children to make it >> well joining us on the show to give us updates uh later we're going to be speaking with our correspondents our correspondent Godfrey Oshim who is present uh currently at the Supreme Court and he would give us updates on the PDP as we await decision on the PDP and ADC matter But before then uh we fire Dr. Bati we have some stories before us a cocktail of stories and you take your pick as to which of them you'd like to analyze latu the IGP has spoken um with regards to the horrific site that a number of people couldn't even stomach with that police officer Numan in a from Delta state but beyond that the APC has endorsed Hamzat uh Dr. Hamzat as the consensus candidate in Lagos state amongst other stories.
>> Okay. So, we will come back to Babatis differently. Okay. As regards the horrific site, as regards the police situation in a forum, like I said yesterday, there's more than what meets the eyes.
>> Mhm.
>> There should still be an investigation into the police officer's motive because the suspect was about giving evidence when he shot him down and the way he was killed. He shot him. If it was an accident, he would have taken him to the hospital. He took him back to the police station and finished him off. Which is very sad that I have to even say the word finished off for a human being, a Nigerian citizen. So there is something those police officers know and even about the broader investigation of the suspect.
Secondly, um uh Enih has finally been advanced, you know, in his position and um Madame Bakuku is to take over from um was it called Tuga who has now bought an APC nomination form in Boi state to be able to run for governor as a foreign affairs minister. Yes, while she was minister of state foreign affairs, she did you know make some strides as far as coordination with other West African nations and the like.
So it's a welcome development for her.
As regards um Rabio uh welcome development also because Rabu comes to that position of NMDP with a mix of a lot of experience. So Rabu started off um worked at Owando you know across all the sectors in Owando went to many management programs Harvard and the likes worked for Lafage a shaka cement in fact he was pushed from Lafage you know to now come to be the group head of commercials at the Dangote you know cement where he also did oversight on the refinery. So Rabi comes with that rich level of experience and we can only wish him well. You know we all know that that position the former occupants of that position will be dogged by a lot of scandal till today after Dangote revealed you know that Farooq had some skeleton in his cupboard border did he fund his lifestyle and his child's school in Switzerland we never had investigation as regards that matter again that matter has just come and gone probably that matter was used to settle skulls and once that call has been settled and Faruk has been pulled out with all of that I think um things have pretty much eased up but Nigerians would like to know and that's the level of integrity will always ask. See, thirdly, as a director's attempt, it's now beginning to be clear to me and I'm going to give you the third empirical evidence that they don't want opposition on the ballot. And please, I would like to beg president. President, if you win an election with a competitive opposition, I'll be the first to congratulate and say this is your political prowess. We know you are the Jagaban. We know you have master strategy, but please let the opposition breathe.
As I was watching this morning, I just saw a newspaper, you know, uh, story and cutting from the Tribune newspaper where very interesting story and I'm going to point it out to you.
>> The Tribune newspaper this morning, Attorney General asks courts to dregister ADC a court and three other party. Attorney General urged federal high court to compel ANX to dregister five political parties. In the court filing, the atanga contended that unless the court intervenes, Z will continue to act in breach. The suit marked FHCABGCS 2637 2026 was filed at you know the Abuja judicial division that least incorporated trustes of the national. So when you have this plus the case that will be decided today. All right.
>> Yeah. Then plus the judgment that was gotten yesterday at the federal high court, you know, anyway, all of them will be nullified when the Supreme Court judgment come because it supersedes all of them. When you have all of this stuff, plus what did say that we scatter them and all of that, it's an attempt to be able to have a weakened opposition and it impinges of the integrity of the elections. So president whoever that is telling you that this is the route to go is not advising you well because history of posterity will judge because when it will be said even if you finally win the election when it will be said we said oh that election where he suppressed opposition I never gave it will be there it will it will constantly dog your career and you will be the first president under under the return to democracy that has done such a thing because even Boohari that calls himself a convicted democrat didn't do such a thing. And that's why a lot of people are making the argument that Bhari is looking like a better Democrat. Wasn't it during Bhari's time that an opposition person went to thank Buhari after a governorship election that thank you for not interfering. I mean we had that now.
Wasn't it under Bhari that the governor of Verbaseki switch to another political party PDP and he fought against the incumbent party and he beats the incumbent party in an election. But those days are long gone. I know people are going to really make the case. about app guy in an those are outlier cases those are president Mr. Soludo pretty much supports presidentu you know he's expressed his support and everything so let's not deceive ourselves so when you have outlier you can't use them to make argument as regards baba yes I've not confirmed because when people were saying you don't need to wait for no I knew what I was saying until baba then that's when I will know baba so for all the people that called me and say oh baba said it two weeks ago and everything I was right in my arguments all I just wanted was Babasok himself to confirm and guess what he did? He had a meeting with the GC yesterday in Abuja and he finally confirmed Azad. So we now know that it is Baba that is putting one hand on Amzad now to run for Lagos. But the question is if Amzad finally gets elected after his first time it will be over 30 years that President has been in control of Lagos politics since 1999.
And when you look at it the question a lot of people will ask is he the only one? That's a generation a child all right >> that was born as at 1999 when president got him as a 20 31 there about if Azad gets elected will already be something years that's a full generation so is it that there are no other political stakeholders because when you look at this has become an emony and I think that's a food for thought for all of us so is it that other people are just there wandering around and they don't know what they are doing from black and center. The second point I would like to make those that were resisting yesterday. So this one that okay maybe they will give them money for their forms back because we had reform and >> just I think people like Jando bought forms and maybe they will I saw his I think they will settle themselves out but now that we know that this is where Baba is going let the games begin in Lagos state politics and election hunger game it has started >> Dr. Bat. Okay, let me start with the police. Now, the um Lagos State government in collaboration with the police officers wives association held this event uh in Lagos uh to further empower the police. 50,000 naira for 200 police families. Free eye care.
Uh free dental care. Uh dinner with the governor. Scholarship for selected nursing students. dinner with the inspector general of police and distribution of what they call curry cards which members of the police and their families can use uh to board uh red line blue line trains uh to board boats in Lagos state and to also board BRT uh buses. Now this is not the first time that this has been done. the federal the Lagos state government have been doing this I you know free I care for for policemen and at the time we first took the story we said categorically that in fact this is a very good development because some policemen will seem to have eye care issues and some of them now they have added a dental care to it but in collaboration with POA POA had a similar program also in Abuja and now they they have collaborated with the Lagos state government. I think anything to empower you know uh to uh you know promote police welfare is something that we should encourage uh not just on an episodic basis but on a sustainable basis. After all despite all the limitations of policemen as reported here and there uh they also need to be well uh taken care of. Now uh the um the IGP still on the police. Mhm.
>> has now ordered the dismissal and the prosecution of uh the report of the persons involved in the report from Ephu.
Extrajudicial killing involving uh Man Ugidi uh 28 years old who was uh you know assassinated. We discussed that yesterday by a certain ASP uh no new Usman who was taken to Asaba uh commanded Kotas and later taken uh to Abuja. Well, those who are asking for justice uh for many you know will find some assurance in that regard and we hope that the directive of the inspector general of police would be carried out uh accordingly. But at the same time you know there are other issues that the police uh you know uh force has been working upon. For example, on this table, we cited the case of uh the barracks that were demolished, particularly in Lagos, the one very close to us here at Falom and then the other one along the IBA road, you know, uh and the wives, these same wives of policemen actually protested publicly, stage uh, you know, mounted barricades on the road to say that yes, the barracks have been demolished. Who is taking care of their accommodation? What we were told by government was that the police will give them 2 million naira to look for alternative accommodation and that the families involved will still be given his tip. I said on this table that those issues should be looked into by the new inspector general of police. So this is by way of reminder. Another thing that the inspector general of police has done beyond the idea of state police and a 74page memoranda is the redeployment of uh 695 uh officers from the zone 2 police command. And the whole idea we're told is to have you know greater efficiency in terms of uh operations to develop community trolls to take steps to decentralize policing. You can't just have so many officers in the uh zona headquarters who have forgotten the job of policing. They have to be in the in the district in the community to do their job. And I think to the extent that this uh inspector general of police Mr. Duo is trying to make the police force more functional even ahead of the uh idea of state police. I think it's also uh a welcome uh development.
Congratulations to all the families that benefit from the poor and logo state uh government initiative. It will further uh build confidence you know among those families and other policemen who know that they have not been abandoned. the best that they can do is to give us more efficient service and not engage in trigger happy conduct you know uh extrajudicial killing which you know the inspector general of police says he's going to address now by the same uh token uh president Bahameu met with stakeholders uh from PL state and uh he vowed again to crack down on those UK people once they have been identif ified. He has approved, you know, a relief package of 2 billion naira for afflicted families and for the state government in uh PL state uh to help people and he has promised that government will act decisively to deal with persons who are making it difficult for the Nigerian government to ensure the security of lives and property. Well, that is in line with the expectations of Nigerians who have been saying that we do not want uh uh this uh uh vague uh so-called rehabilitation of repentant terrorists.
Who knows who is a repentant terrorist uh or not? But that the court of law uh you know must be pursued and justice must uh you know be done uh particularly as these are persons who are determined to sabotage the Nigerian state and overwhelm it and discredit the sitting uh government of the day. As for uh the uh appointments in the ministry of foreign affairs well I think that the president has done the right thing. Uh Mrs. Uh uh Bianca Udum Gojuku had been there as minister of state. Uh so she knows the territory. She's been an ambassador before. So she's now been promoted to the position of minister of foreign affairs which is vacant. So congratulations to her. But the story is that the president has now picked his special advisor on foreign affairs shah uh Mr. Kai I had the privilege of working with him uh when I was in government. He was then a senior officer at the ministry of foreign affairs. He went on later I think uh to become permanent secretary. So he knows the drill. He's a technocrat and a person like him who had worked in that ministry uh for the better part of his career, you know, uh he's done almost everything, you know, attending meetings on foreign affairs and all that. So, he's a core technocrat who is in a position uh to advise the minister uh accordingly. Uh but in any case, you know, the function in that ministry uh is more or less divided. Uh so, he too will have things to handle. I think the minister of state usually handles uh most of the issues around Africa the development agencies uh either at home or abroad. So I think it's a good thing uh and it's also a signal uh by president Bahameu that election will know election his government is not lame do because this is not the only appointment in the last two weeks or so he's been making a series of appointments and it's a confident approach you know when he said oh I'm not scared so he's telling you I'm in charge here you know whether you have elections or not if you have appointments to make we make appointments the business of government is not going to stop uh because of uh uh politics. Now let's go to the uh issue about the court. the Supreme Court after the letter from the ADC to the chief justice of the federation after you know interventions by society uh persons and all of that has now decided that it will rule on the matter involving both ADC and PDP today. Well, you know, the same Supreme Court about 9 10 days ago has said it was going to act expeditiously on the basis of which the court asked the parties involved you know to submit their process uh pro processes you know uh quickly and also file their briefs and all of that and that was done. After that 9 days ago the court said it will reserve its judgment. Our expectation is that maybe before now the court will have uh will have made this pronouncement but the truth of the matter is that the matter is time bound.
So and that's why you know the application is about the urgency uh of it and it's good that the uh Supreme Court has now chosen today >> because tomorrow is public holiday.
>> Yeah.
>> The Supreme Court is not going to see tomorrow. I also understand that next week their lordships will take a week off. They take a week off periodically occasionally to go and to go and look at you know other cases and write their submissions after they have had conference you know they hold conferences on some of the matters before them. So to delay the matter be beyond next week will really cause a lot of panic. ADC having said that that could jeopardize their interest. Now one major issue that the Supreme Court is likely to pronounce upon has to do with one jurisdiction whether the court has jurisdiction to inquire into matters involving political parties. Yesterday on this table we discussed section 83 with Magajimato Sen. So I I look forward to what the Supreme Court is going to say about jurisdiction about uh you know uh section 83 and whether or not you know the courts can inquire into the internal affairs of political parties which was the major argument put up by uh I think SCN council uh to the David M group. The other development is the matter in the federal high court involving Norman Obin and six others uh you know leaders of the party at the state level who were questioning the constitutional authority of the David Mled faction. Now the court or the federal high court pronounced on that and said look this was a matter that came by way of originating uh summons they more or less they more or less upheld the position of the court of appeal on March 12 in the in the matter but the Supreme Court going to pronounce today on PDP matter ADC matter would uh you know provide greater clarity and as it were in terms of uh the issue of the hierarchy of courts. Of course, the position of the uh apex court will lay most of the issues as take uh uh to rest.
>> Today is judgment day and as you would imagine, as I said earlier on, this is a decision by the Supreme Court that would make or mar the political parties, the main opposition political parties by the way, ADC and the PDP. We have our correspondents in court and in the course of today's show, we're going to be speaking to them and just getting the sense and hopefully be able to break the news to you this morning uh here on Arise News once uh the decision has been reached. But some of the outcomes that would be expected or the implications of the ruling whether it goes left or right is that if it goes in favor of the of the uh ADC and the PDP, it means that they'll be able to present candidates.
And by the PDP, I mean the faction, the Tanimu Turaki faction. It would mean that they'd be able to present candidates um at for the elections in 2027. It means that the uh convention held in Ibadon, the Ibadon convention which has been tagged in many given many names would be upheld and the decisions therein or um following that convention would then be substantive and then it would mean that the ADC finally can then go um towards their primaries, conduct primaries, feel their candidates and then we can begin to talk about who will be the presidential flag bearer. Uh the stallin would now would not see a headway in that regard. If it goes left or if it doesn't go in favor of these two parties, it means that we're not going to see the ADC on the ballot in the 2027 elections, it also means that the faction of the the weaker faction of the PDP will then be the ones who would be responsible perhaps would be presenting candidates uh come the elections uh in 2027. So important day for democracy I would I would say in Nigeria today and it's in the hands of the judiciary. Uh, of course it's so I wouldn't want to preempt the judgment of the of their justices, but I just want to say that Nigerians are watching and I'm hoping that the decision today would be in the best interest of democracy and Nigerians. We'll continue to watch. But before I was going to talk about the police case, um, IGP, hopefully in the course of the newspaper review, I can have some time to talk about that. But we need to go head on onto Abuja right now as we have joining us on the show to give us updates on the court as the PDP and ADC awaits the Supreme Court verdict is Arise correspondent Godfrey Eug. Good morning Godfrey.
>> Good morning. Good morning doctor and uh Rafi.
>> All right. Excellent. Good morning. So, I mean, we've talked about just about the issues this morning around it being judgment day, decision that would make or mar the political parties, the ADC and the PDP in question this morning.
I'd like you to give us updates. I know it's still early. Of course, proceedings haven't started, but please share with us uh what's going on right now in the courts.
>> Yeah, it's Good morning again. It's going to be a long quite a long day at the U Supreme Court where everyone is catching their breath to see what the elections next year general elections will look like, what the size of the ballot paper will look like because the the fate of the ADC and the PDP currently hangs in the balance. What is going to play out here at the Supreme Court today at 2:00 p.m. which is the time for the judgment is what will determine whether Nigeria's democracy uh will of course see the light of day and blossom into what Nigerians anticipate or whether it may be hitting the rocks as things stand currently. The ADC are catching their breath. The PDP are catching their breath. The justices, the five member panel who are going to decide the PDP and the fate of the uh uh ADC are also holding on keeping the decision of the court to their chests while we the journalists are going to be on ground to give the update on what's going to play out. Of course, the ADC, what stands between them and being on the ballot today is the Supreme Court's interpretation of what status quo antibbellum is all about. That of course is a Latin term, which means restore uh things as they were at peace time. So, what is what is going to be the Supreme Court's definition of peace time? That is what we are all waiting to hear this afternoon at 2 p.m. Is peace time going to be uh David Mark's Ketic committee leadership or prior to that time? That's what we're going to that's what the ADC leadership of Senator David Mark is hoping the apex court's decision will be like. Whereas the PDP's case where the uh uh appellet court has said um it had flouted its own constitution the Nigerian constitution and electoral act in conducting um national convention basically that the b national convention is what the PDP leadership of the tanaki le faction will seek to obtain at the supreme court today. People have said that is a hopeless case. But then of course you never know. The PDP has hinged its argument around the grounds around the argument that the court no court has jurisdiction to hear internal leadership dispute. They're holding on to that even heading to the Supreme Court today. Will the Supreme Court to their line of argument or look the other way and say yes indeed Jack the Appalate Court said you flouted the Nigerian constitution. you flouted your own constitution and you flouted the electoral act by going ahead with uh the Ibadon convention held in November. So let's see how things go. So as it is the fate yes of the two parties hangs in the balance doctor.
>> Well I I see you are battle ready today yourself. You are wearing the right uniform.
You know when you in Rome you do like the Romans. So you have a lawyers there.
Anyway, >> let me ask you, what is the environment like? The court may not see it until maybe about 9:00, but what is going on in that environment? Because party members we expect would be there. Have you seen anybody already arriving early before the session starts at the Supreme Court? Are the lawyers already arriving?
What's the situation?
Yeah, you can see right to my to my right vehicles are moving in, lawyers are in, party members are trickling in.
Of course, you know 2 p.m. is the time.
But I want to guess that uh police presence from my information police presence are already around the Supreme Court to try to curd and to ensure security is in top shape at this premises. In the next 4 hours, events here, activities here will be frantic cuz it will be flooded by political party members and supporters who are here to root for both parties. Right now, there's still there's still so much lull within the Supreme Court premises.
Of course, there is like a normal day this morning. Lawyers are driving in, litigants are driving in, and of course, it's a bit somewhat unusual, so to speak. You can sense that air of tension. You can't you can feel it.
there's this air of tension in the air about what is going to play out here in the next few hours. So it's not much activity but those of us who know and those who are interested parties you can sense the tension that is just the state of things here I've not cited any political player here any top political player at the moment but of course we could just see lawyers driving in like the one to my right who are just coming in to uh for normal days work at the Supreme Court. All right. Thank you very much, Godfrey. I'm glad you can blend in so you can, you know, listen to some conversations and bring us all the news.
We'll definitely be, you know, be connecting with you in the course of this morning's show as well as throughout the day here on Arise News.
Thank you.
