Washington's inauguration didn't take place in Washington, D.C., but instead at Federal Hall in Lower Manhattan. Federal Hall was also home to the first Congress, [music] the first Supreme Court, and the first offices of the executive branch. See the Bible that Washington placed his hand in and was sworn on for too long.
