That's because water is roughly 800 times denser than air. And as the bullet pushes through, it has to violently shove that water out of its path.
This creates a vapor pocket called a cavitation bubble behind the bullet. And the drag from the water, plus the energy spent creating that pocket, drains the bullet so fast that most handgun rounds stop completely before reaching the other side.
