India's infrastructure development has been significantly accelerated through initiatives like the National Infrastructure Pipeline (NIP) and Gati Shakti, which provide clear planning and inter-departmental coordination. The National Logistics Policy has reduced logistics costs from 14% to 7.9% of GDP, improving India's competitive position. In public administration, revenue officers like NADAR handle mutation, revenue collection, and land disputes, while SDM courts manage revenue and ministerial cases. Fast breeder reactors represent India's second-stage nuclear technology, producing more fuel than consumed through fast neutron reactions.

UPSC CSE 2025 AIR 697, Atul Singh | Full Mock Interview | StudyIQAdded:
[music] May come sir.
>> Please come.
>> Good evening sir.
>> Sit down.
>> Thank you sir.
>> Atul you have done civil engineering.
>> Yes sir.
>> From IIT Kpur. Okay. And you taken public administration after that.
>> Yes sir.
>> Why not civil engineering? uh because sir I was interested in public administration to know about the structure processes and I was keen to know about the public administration therefore I opted for public administration sir >> fine now gi is a public administration tool and uh this is being used to speed up implementation of national infrastructure pipeline which is a civil engineering related matter So how do you analyze 5 years of NIP and 3 years of gatishi? Sir I feel that uh infrastructure development in India has improved and increased and is increasing in faster rate sir and uh one of the reason is national infrastructure pipeline which created a clear uh planning for the future infrastructures and also provided uh financial support for this and sir Gati Saki has enabled coordination between among the departments uh which reduces the uh delays which were uh prominent and thus uh it also helps in reduction of cost cost so it has improved the infrastructure in India sir as we can say in the metro expressways being constructed at faster rate >> right uh can you site any figures >> uh sorry sir >> national logistics policy and it's achievements.
>> What is your take?
>> Yes sir. So national logistic policy was brought uh to improve the India's uh ranking and reduce the cost of logistics. uh it was uh it has enabled in the modernization of logistic sector and uh it also created a MIS that is management information and which can uh help in uh inter intermodel uh logistics sir >> multimodel >> multimodel logistics sir yes sir >> what is the logistics cost of the GDP at the moment >> at the moment I am not aware but it was 14% in uh in the past 5 years sir >> last month it was claimed that it has fallen to 7.9%.
>> Sir sir >> what advantages would acrewue if that happened?
>> It will reduce the cost of uh logistics.
Thus uh we can uh increase the consumption, we can increase the export and it will also improve our material handling.
the materials which get damaged during the logistics it reduces that we can export products to other countries also.
So this is this this provides a uh added advantage uh competitive advantage to Indian product sir.
>> Right. You worked on nuclear science and technology related as uh you recall any of it?
>> Sorry sir.
>> Do you recall any of that?
>> Yes sir I can recall something.
>> All right good. Then uh tell me what are the fast breeder reactors? Fast beered reactor fast beer reactor are for India it is a second stage uh nuclear reactor. Uh it means at the first stage when we are converting nuclear uh uranium 235 and 238 [clears throat] into plutanium then these plutonium and other uranium oxide we can use it as a fuel. So fast breeder reactor basically means uh we are producing more fuel that is breeder.
>> Why is it called fast?
>> It is called fast because of uh speed and energy of neutron sir. Uh first stage is thermal neutron and second stage is fast neutron. So the speed of neutron are very high and that is why it is fast.
>> All right. Thank you. Please.
>> So atul sir >> you're working as nat sildar.
>> Yes sir. What is the work profile of NAP taseldar?
>> Mainly uh NAP taseldar is a revenue administration officer sir. So first job is about mutation under section 34 of UP revenue code.
>> Second job is regarding uh revenue collection and third job is about land dispute. If there is a land dispute napeldar goes for the investigation.
>> Okay.
>> Sir and apart from revenue administration we have mysterial duty in law and order. Then in election right now I'm working as a AER in SIR process.
Then in other sectors also for for example census and other thing.
>> Okay. What is the difference between uh gift deed and relinquishment deed?
>> Sorry sir.
>> Relinquishment deed. Have you heard of relinquishment?
>> No sir. Somebody want to relinquish her or her propert his or her property they have to enter into deed that is called relinquishment deed you are not aware >> normally what happens normally what happens >> power of attorney yes sorry sir I'm not aware about this >> no I I I'll explain to you what happens if somebody there is a female member >> as per the law she also has along with her brother share in the property >> sir >> but she wants to relinquish >> yes sir >> that is the deed is called relinquishment deed >> sir sir >> so relinquishment deed and gift is I'm gifting to anybody >> sir >> so what is the difference between these two >> sir gift deed >> revenue terms >> sir gift deed is basically you can gift your land to either to your within the family or outside the family >> but >> no I said revenue term means >> will you be charging the fee fee on that the revenue fee >> uh in gift deed if you are if we are uh gifting it within the family then we take 5,000 stem duty sir but if we are gifting it outside the family then it is a normal stem duty we charge sir and I'm not about >> that's that's what I wanted to know >> which are the forms used for uh you are a >> sir >> uh for entering the name deletion of the name and transferring of the name which are the three forms. Form six is to add any new name sir and form seven is about deletion of the name sir.
>> Okay. And uh in case I have filled up form six what uh documents will be required to substantiate that you enter my name in the voter list.
>> U what I have to give >> since I'm working first time as a so I would like to guess because I have not seen. Uh if you allow me to guess I can guess. Since when you are working a >> uh sir I am working as a uh since past 2 to 3 months sir since start of sir process. Okay sir, >> we [snorts] talk of swarn in bhat >> sir.
>> Do you think it's possible the way we are doing at present economy is in a bad shape there are tariff issues. Yes sir sir I think uh yes it is possible to uh move towards swinging bat and developed India vision of 2047 and in my opinion as I have read sir uh India is not doing that bad uh India's economy is growing uh our people are getting better food better education what is the GDP of uh state PD of UP P >> I read in 2024 it was 27 lakh crown sir.
>> So what is the target kept by >> sir >> your CM >> sir >> and for which year?
>> Yes sir. So he targeted by 2027 >> $1 trillion economy.
>> So you think you will be able to achieve that is almost three times more than three times >> sir. I think uh giving an ambitious target allows us to work more harder and uh yes if if we if we cannot achieve 1 trillion but we will certainly be achieving at a higher rate sir.
>> Okay last question sir >> the airport is being asked by us to be taken back from Afghanistan.
Why why they want to have that back which they have left everything and gone back >> sir uh >> reason geopolitical reason or whatever.
>> Sir it was in the news that China is trying to get control of Bram airport.
So maybe that due to that factor because US has helped in development of Bram airport in Afghanistan. So maybe that is the reason that they want >> can be other also. Okay. Thank you. So >> sir, >> you are working in Janpur >> sir.
>> And were born in Priagraj.
>> Yes sir.
>> So what was your contribution to the Mahakum held in Priyagra? Because you were somewhere closer. Jonur is how far from Priaga? Not very far.
>> Yes sir. It is about 90 km.
>> So So what was your contribution as a district revenue officer and did state government interest you any responsibilities?
>> Yes sir. One very important job assignment which I remember is that on that uh auspicious day of uh mornings >> in the night we were called in the early morning we were called uh to get uh to the border of Ajangar and Jonpur district >> to stop the vehicles to go towards the priagraj because there were lot of congestion in the priagra sir that was the uh most important task we were allotted sir >> and any crowd management other than this people going on food and buses and all.
>> Yes sir. So uh apart from that um we were asked to provide >> [clears throat] >> uh food and shelter facility uh to allow them to stay at as a an option >> camp.
>> Camp sir. Yes sir. Uh we asked people to stay there and we provided them food, biscuits and other things sir and that allowed Priagas to decongest that area the Makum area sir.
>> So you have given your second preference as Indian foreign service. Yes sir.
>> So what are your thoughts on our recent foreign policy successes of this government say 5 years, 3 years, 4 years whatever.
>> Yes sir. So uh today I read in the newspaper that uh trade representative from US has said that India is tough nut to crack. So I feel proud about this that India has not given up and it has maintained the uh strategic neutrality and I think that is very important uh success of this government and apart from that sir uh our uh our effort uh regarding the Indian diaspora in the world the interaction with them by the honorable prime minister is uh very important achievement sir. So I think these are two very important achievement >> and uh what about the president Putin's recent visit to New Delhi?
>> Yes sir.
>> What positive outcomes you see out of it?
>> Yes sir. So so president Putin when recently visited sir uh it was an annual summit.
This suggests that India and Russia Russia's ties are mature and in this uncertain uncertain period uh still India and Russia as close ally and reliable allies and we are in the talk of various uh uh various defense sector but this visit was very important because India's relation with the Russia has been largely in defense sector But this uh visit was about economic diversification uh free trade agreement with EFA. So that is why I think that this visit will help in further maturing the India and Russia relations. Sir, >> recently we signed a free trade area free trade agreement with the United Kingdom after years of negotiations. So what do you think uh what is missing?
What what what are we saying privately or publicly that what we needed more out of it?
>> Sorry sir, I'm not aware about this.
>> Not able to read.
>> No sir, >> you're fine.
>> I have to read about this.
>> So how what do you think we can do to enhance our defense export since you talked of defense?
>> Sir, >> what we can do to to sell our our uh our our defense production more to various countries.
>> So first important thing is that we must produce more sir. uh we should not only think about uh exporting the uh high-end technology products we are thinking in fact about the lower-end uh or basic artilleries so we must export those second thing we must focus on R&D research and development uh so that we can produce high-end technologies third thing is that we must collaborate with the uh educational institute and industries as we are doing right now with the involvement of private rivate sector. So I think this these steps in the longer run will help India to gain as a net exporter of defense products sir.
>> So Atul uh there is a cruise running over Ganga. Have you heard about the name of that cruise over Ganga National Waterway?
>> Yes sir I have heard but I cannot recall the name sir.
>> So [snorts] there is a cruise with the name Ganga Villas. So if that Ganga Villas cruise enters from UP to Bihar sir >> will liquor be served on that particular cruise.
>> No sir.
>> No >> no no sir.
>> So as a civil engineer what were your focal areas during the time of your civil engineering and what were your specialized or expertise areas that you have prepared? Sir, I don't think that I had any kind of expertise in civil engineering, >> but yes, I have interest uh in surveying technology. I >> suppose a normal person like me who is going for construction of a residential home for myself. What is that fun fundamental advice as a civil engineer you will be giving to me that I can keep at my end for the better construction of my property?
>> Sir, I would advise that you should consult some uh agency >> that I can do on my own as an advice from you.
>> Yes sir. So first thing is that your compaction of soil should be uh sufficient sir and uh second thing is that your columns and beams should have adequate steel they should be RCC. Third thing is that you should have your buildings earthquake prone and you must have disaster resilient uh infrastructure because there can >> what I can do at my end >> sir >> at the level of individual what I can do these are then again macro things >> sir >> what I can do on my end let's say on daily basis till the time the house is not getting completed >> at your end I would suggest that you should continuously visit your site So that there is uh no malpracticees involved.
>> That is a general advice >> sir.
>> Okay. So u what is this my one construction technique?
>> Sorry sir I'm not even sure.
>> And what is this land subsidance? Land subsidance due sir land land subsidance means when there is a vertical settlement [clears throat] or differential vertical settlement of land that >> and why it happens >> it it happens because of many reasons maybe first [clears throat] reason is liquefification second reason can be caving and third reason >> suppose we we are widening roads in let's say hilly areas under charam project so that widening of roads how it will increase the incidence of landslides.
>> Yes sir. So widening of roads require digging >> m >> or >> from where aam >> or cutting the uh soil mount uh soil of mountains sir that may disturb the equilibrium as we have seen in the joy sir. So rock may not be solid in the josimut for example.
>> So that widening of roads will lead to slopes becoming more steep or gentler.
>> It will lead to more steeper slopes sir.
>> Why? Because uh when you are cutting the road sir and then you will cut it vertically and when you are removing this if you see like a triangle Pythagoras triangle sir.
>> Mhm.
>> So when you remove the triangle that will be a a very steep slope sir.
>> Mhm. Mhm.
>> Uh have you heard about this thing called as SDM court?
>> SDM court subdivisional ministrate code.
>> Yes sir.
>> And what is the uh work they do? uh SDM court has many work mostly it is related to revenue but also has uh related to ministerial work also. For example in revenue terms sir they have they listen cases related to section 38 and uh that is basically or they also listen cases related to appeal of section 34. So these are the few basic uh work of the SDM court sir. Sir, >> thank you >> sir.
>> Uh Atul, your interview concludes here.
We will call you shortly.
>> Sir, >> please step out. Okay.
>> So that we can and come back.
[snorts] >> This is the first time you're going to go for the interview or you have been there before you?
>> This will be my second time, sir.
>> At the interview board.
>> Yes sir.
>> I see. How do how well did you do last time? Uh talking about marks it was 149 but I think I had done little better than 149.
>> Okay sir.
>> You did much better than 149 this time also >> sir.
>> But you can do even better >> sir.
>> And we'll try to help you.
>> Yes sir.
>> Look basic challenge that you have is to show that you are capable of quantum leap from your current job.
>> Yes sir. You'll become you'll become SDM SDM then ADM.
>> Yes sir.
>> And that is the level you want to >> Yes sir.
>> catapult yourself.
>> Yes sir.
>> Yes.
>> So you need to always keep in your mind that I have to show them that I have this capability.
The current job does not do justice to my talent, my capabilities. Sir, >> if you are able to prove this then you are selected >> sir.
>> Right >> sir.
>> Okay.
>> Yes sir.
>> From this basis we are going to work >> Yes sir.
>> with you. Okay. All right. Now here we divide it into three parts.
>> Yes sir.
>> First part would be appearance. Second part would be delivery. Third part would be your speech. First part you basically there you'll wear a suit and not this combination. Yes. Right. And uh this toy please return it to Mr. Trump.
>> Okay sir.
>> Wear something slightly more sedate slightly more official looking.
>> Sorry sir.
>> Official looking >> like >> like what I'm wearing for example.
>> Okay sir.
>> Dts.
>> Dots.
>> Slanted lines.
>> Okay sir.
>> Not very flashy. This one is slightly flashy. Okay sir.
>> Okay sir.
>> So simple but not plain.
>> Okay.
>> Don't wear black or blue or something >> something slightly colorful. That shows your personality. That shows the level of your confidence.
>> Okay sir.
>> All right.
>> Then sit better.
You're sitting at the edge of your seat as if you want to run away as if you are sitting in front of SDM. Sir, sit properly. Go back into the chair. Stand and go back fully into the chair.
