The State Finance Council of Kansas follows a formal legislative process for approving tort claim settlements, which includes holding executive sessions under KSA 75-4319A to consult with legal counsel, followed by open session votes using roll call procedures to approve settlements like Ronald's versus the state of Kansas and Harsha versus the Department of Commerce.

Before we hear a motion to go into the first executive session, Dusty Ralston with legislative administrative services will tell us how this will work via WebEx.
Dusty.
Thank you Governor, members of the council. Just to remind everyone how executive session will work. Once it's time to move into executive session, everybody will be moved into that into a breakout session which acts as a separate meeting within the meeting. It won't be broadcast to the public. The way it will go, I'll activate it at the at the appropriate time. All participants will automatically be moved into the initial breakout room.
Everyone not authorized will remain in the main meeting unable to hear anything going on inside. When it concludes, WebEx will automatically move everyone back into the main meeting. Everyone will be muted by default upon their return, so just remember to unmute on your way back and we'll do that again a second time for that executive Okay.
I now need a motion from member to go into the first executive session with an estimated time frame.
The text of the motion is on page two of the materials that were emailed to you.
Represent Waymaster, would you care to make the motion?
Yeah, I can make the motion. How much time do we think we need for the first?
No more than 10 minutes. 10 minutes?
Okay.
I move that the open meeting of the State Finance Council being held by WebEx be recessed for a closed executive meeting pursuant to KSA 75-4319A for consultation with members of the staff of the Attorney General outside counsel and the Governor's chief counsel to discuss matters relating to a proposed tort claim settlement under consideration pursuant to KSA 75-6106 under the justification listed in KSA 75-4319b2 because discussion of such matters in an open meeting would waive attorney-client privilege and that the State Finance Council resume the open meeting being held by WebEx at 1:45 and that this motion if adopted be recorded in the minutes and be maintained as a part of the permanent records of the State Finance Council. The State Finance Council will use a WebEx breakout room for the executive session and the main meeting will have a placeholder message posted notifying attendees the State Finance Council is in executive session.
