[00:02:18]The Independent Commission of Investigations, Indiccom, is now probing four separate shooting incidents which resulted in five deaths on Monday. This brings the total number of fatal shootings by the security forces to over 35 for this month alone. Ramardo Lawrence has the details.

The Independent Commission of Investigations, Indiccom, is investigating the circumstances of four separate shooting incidents resulting in the deaths of five people. These four incidents include a double fatal shooting and three single fatal shootings. This month alone, seven cases where multiple individuals were fatally shot by the security forces were passed to the commission. Four were double fatal shootings and three were triple fatal shootings. These cases have reignited debates about body wound cameras for police. Back in August 2025, Commissioner of Police Dr. Kevin Blake said pinning cameras on officers was easier said than done.

[00:03:19]>> When you're implementing a body own camera system and in an organization that has over 8,000 operational member staff, it is not a small company that where you pin a 20 or 30 body warn cameras on. It means therefore that the infrastructure to support the type of data that comes with the recording from bodywn cameras has to be in place. In November 2023, the leadership of Indiccom raised an alarm that the security forces did not use body warn cameras in incidents where 119 civilians were fatally shot by officers between January to October 2023. In August 2025, as well, Dr. Blake said the force was working to strengthen infrastructure to make body cams a possibility. This included ensuring >> our network communications are adequate and so that we can properly manage the the the the products from these body one cameras. Now that we have completed that our our the next part of the project is to actually procure bodywn cameras and pin them on to our members. And this is the easy part. Pinning a body one camera on a member is easy. Procuring body one camera and just pinning them is easy.

[00:04:29]But it is useless if you don't have the appropriate infrastructure. The total number of fatal shootings by the security forces for the month of April 2026 has increased to 37 and since the start of the year 113 people were shot and killed by the security forces. In the same period in 2025 106 now this was opposition leader Mark Golding recently. He was speaking at a PNP executive council meeting in St. Mary and accused the government of being deluded. We have a government where the Minister of National Security almost seems deluded about the issue of body worm cameras.
