But once the government becomes aware of the issue, those benefits can disappear quickly. At that point, the case is no longer voluntary. The narrative is no longer controlled by the individual, and the options become more limited. This is why the idea of a window can be misleading.
Because the window doesn't close on a specific date. It closes when the government gets there first. And in many cases, you don't know exactly when that happens.
