Thank you very much, Your Honorable Speaker.
Honorable Speaker, pursuant to provision of Standing Order 442C, I rise to request for a statement from the chairperson of the Departmental Committee on Administration and Internal Security regarding the ongoing border conflict and intercommunity tension at Turbi along the border between Marsabit and Wajir counties.
Honorable Speaker, Marsabit County was historically part of former Eastern Province, while Wajir fell under the former Northeastern Province.
The current county boundaries under the constitution were derived from district boundaries as they existed 1992.
And subsequent boundary review processes, including the Legale Commission, did not alter the historical boundary between Marsabit and Wajir.
On this basis, communities in North Horr Constituency and Marsabit County have for decades coexisted peacefully with communities from Wajir, including shared grazing arrangements and long-term standing long-standing intercommunity relations.
Honorable Speaker, concerns have now emerged over alleged encroachment by parties believed to be from Wajir County into territory within Marsabit County.
There have been reports of destruction of colonial era boundary beacons and establishment of infrastructure such as boreholes, villages, and schools within areas believed to fall within Marsabit County. This situation, similar to the ongoing T 2 dispute, risks escalating tension between the involved counties and may lead to insecurity, displacement, and loss of life if not urgently addressed.
Honorable Speaker, it's against this background that I request for a statement from the chairperson of the Departmental Committee on Administration and Internal Security on the following: A report on the circumstances under which parties believed to be from Wajir County have alleged transpass into Marsabit County, settle along Turbi border, and commence development despite the area being outside Majia jurisdiction.
Secondly, the immediate and long-term measures being undertaken by the Ministry of Interior and Natural Administration to address the Arabjan border dispute so as to avert the looming inter-community violence and restore peaceful coexistence between the affected communities.
And finally, measures being taken by the Ministry to safeguard the administrative boundary integrity of Masabit County from encroachment or unlawful variation including physical visit verification of the historical boundary beacons. Thank you, honorable speaker.
