Since Earth rotates faster than the moon orbits, that bulge gets dragged slightly ahead, pulling the moon forward. This forward pull pushes the moon outward. Meanwhile, the dragging bulge acts like a brake on Earth, constantly slowing its spin. This friction won't stop until Earth perfectly matches the moon's orbit in about 50 billion years, stretching a single day into an entire month. Just like we only see one side of the moon today, Earth would lock in place, too.
