Clarity Act is COMING!! Crypto's Last Hope Has Arrived
Added:What counts as a deal breakaker on crypto regulation in Washington? Well, for the last year, the single thing blocking the most important crypto bill in America has been a fight over ethics.
But on July 20th, 2026, the White House just cleared it off the table. President Trump signed off on the ethics language that Democrats had been demanding for for months, and the Senate Republicans now have that text in their hands. That means the exact thing Elizabeth Warren's camp used to brand this entire bill corrupt just got neutralized. So while crypto Twitter is busy screaming price action, the law that rewires how the United States regulates this entire asset class moved further in a single day than it did in months. So today I'm going to break down why this ethics deal is the key that changes everything. why the market still hasn't fully woken up to it and what it could mean for your bags if this actually lands. My name's Louis and you're watching the Coin Bureau. Now, to bring you up to speed, let's look at what this ethics fight was all about. The whole thing was triggered by Trump's 2025 financial disclosure released in early July 2026, which revealed roughly $1.4 billion in cryptoreated income for the year. Around 635 million of that came from the Trump memecoin and over half a billion more from World Liberty Financial, the Trump family's crypto venture. So when Warren stood up and called this bill a flagrant giveaway to the president and his family, she had ammunition. And she wasn't alone. Chris Murphy said there's no reason to pass a new crypto system if it doesn't stop Trump's corruption.
Chris Van Holland called it a corrupt piece of legislation. So corruption in the overlap between politics and crypto was the main focus for Dems. But the ethics provisions are designed to solve it. They'd restrict the president, the vice president, and members of Congress from issuing, sponsoring, or profiting from digital assets while in office.
That's it in a nutshell. Now, just to be clear, the exact wording isn't finalized yet. Sources say it's still being worded, in their words, wordsmith. But the agreement in principle is done and the text is circulating. That's a big step no matter how you look at it. But it's worth asking, why exactly does one ethics provision unlock an entire bill?
Well, because of the so-called 60 vote wall, the Clarity Act cannot pass on Republican votes alone. To beat a Senate filibuster, you need 60 votes. And Republicans simply don't have 60 seats, which means they need Democrats, roughly seven to nine of them, to cross the aisle. And this is where the epic steel becomes a key issue. Because the Democrats who actually deliver those votes aren't Warren, they're moderates like Ruben Galligo of Arizona and Angela Also Brooks of Maryland. Both of them already crossed party lines once back in May to push this bill out of the Senate Banking Committee on a 15-9 vote, but they conditioned their support on real enforcable ethics guard rails. As Kristen Smith of the Salana Policy Institute put it, "An ethics agreement gives Galligo and Alserbrooks the cover they needed to deliver Democratic votes." That's why this is such a big deal. Sorting the ethics issue gives moderate Democrats the political cover they need to cross the aisle, which finally opens a path through the 60 vote wall. The obstacle for the Clarity Act was simply getting it to the stage. So, you'd think the market would be all over this, right? Well, this is where it gets interesting. Passage odds on Poly Market were sitting above 80% back in May when the bill cleared the committee. Then, during the ethics standoff, they cratered. They hit a record low of 24% on July 13th. And even now, as I record this, they've only clawed back to somewhere around the mid to high30s, maybe 40% at the top end. So, the single biggest roadblock just got cleared. But the market is still pricing this as a coin flip. There seems to be a huge amount of room left between where DC actually is and where the market thinks it is. In other words, the market is only starting to wake up to this and that's where the opportunities can be found. So, now let's get back to the Clarity Act. Everyone's looking for fireworks.
They want the pump and the almighty God candle. But progress on the Clarity Act might have a slightly different impact.
Let's think this through for a moment.
If Democrats get their ethics win, crypto is no longer the same political weapon that it has been recently. Warren loses her ammunition. And once crypto is no longer a scandal, it stops being a wedge issue. it falls into the background in a good way potentially until Trump's current run as president is over. The Clarity Act passage would remove the regulatory overhang that has been capping this entire market. And there's a concrete mechanism behind this. Back in March 2026, the SEC and CFTC issued a joint interpretive release classifying 16 major tokens, Bitcoin, Ether, Salana, XRP as digital commodities. Sounds great, right? Well, here's the problem. That was just an administrative action. A future SEC chair could reverse it with the stroke of a pen. What the Clarity Act does is turn that into permanent statutory law.
And you can actually see the market hasn't priced this. Take XRP. Its commodity classification ended roughly 4 years of legal limbo tied to the SEC's Ripple lawsuit and triggered around $1.44 billion in ETF inflows. And yet XRP is trading at pretty depressed levels near $1. The win was great, but it isn't locked in, so it isn't fully priced in. Now, let's zoom out a little because this isn't just about the Clarity Act. The Genius Act signed in 2025 already handled stable coins, the first pillar of the US framework, covering a market now worth over $300 billion. Clarity is the second final leg. Together, they're the complete package. And without that complete package, builders keep leaving. The EU's Mika framework has been fully enforced since December 2024, giving European crypto firms over a year's head start on regulatory clarity. Singapore, Hong Kong, and the UAE all have clear licensing regimes already courting capital. There's a joint venture between SBI Holdings and the Salana Foundation building an onchain market in Japan.
Coinbase has already expanded into the UK for stocks and derivatives. The talent and the liquidity are voting with their feet. Passage is how the US stops bleeding its own industry. As CFTC chair Michael Celig put it, the bill is so close and federal standards are absolutely critical for competitiveness.
But remember, this is far from a done deal because the skepticism out there in the markets isn't totally irrational.
First, nothing is signed. The text is still being finalized, and until it's public, things can change dramatically.
Second, the calendar has a pretty intense deadline. The Senate has to move before the August recess, which starts around August 7th. That's roughly 14 working days. If it slips, Senator Cynthia Lumis has warned the window may not reopen this decade. Third, there's a bit of personal wrinkle. The White House's top crypto adviser, Patrick Wit, was scheduled to start military training this month, but has deferred it a second time to stay and finish negotiating the bill, which shows just how tight the timeline really is. And fourth, even if it passes, the CFTC currently has just one commissioner. The SEC has two vacancies, which creates a gap between passing a law and actually enforcing it.
So there's no denying that some risk remains here. But bear in mind that risk is why the upside exists. If this were a sure thing, it would already be at 90% and priced accordingly. The uncertainty is the opportunity. For a year, one ethics fight stood between the United States and a comprehensive crypto framework. That obstacle is now getting cleared. The moderate Democrats have their cover. The path through 60 votes has opened and the momentum is unmistakably building and the market sitting there at 40% still hasn't fully woken up.
