Okay, we revisit the school building construction modalities in the Philippines for the school's constructions in the Philippines particularly under programs like the basic education facilities fund or the BEFF and other public private partnership is implemented through different modalities for implementing arrangements and we have various produce systems that would ensure infrastructures are delivered effectively and compliant with our standards and meet the school needs. The first one is the school-led building construction. If you could remember this, this is a uh approach which refers to the construction initiative for the school directly takes the lead or the principalled building.
No in planning, managing and sometimes implementing the construction either with the community support or direct depth of delegations.
This was historically referred to the principalled school building program or red and black school building program before being incorporated into wider government approaches. So that's the first one. The schoolled building constructions and what are its key features.
Okay. The school or school division initiates the request. Then they prepare all the needs analysis and participates closely in design and monitoring. Then we have project planning and readiness. often precede funding allocation by the DEP ed and often used for urgent facility needs in areas with acute classroom shortages while the DPW capacity is constrained in reaching the place. So mostly some remote areas places I principalled building or schoolled DPWang facilities and infrastructures.
The typical process for this is there's a need analysis and proposal preparation wherein the school head should submit a request based on the validated data.
Then there will be technical review from the division and regional engineers to assess the proposal of the school head.
Then the design and budgeting preliminary architectural including the structural designs and cost estimates are being developed.
Then there is a project implementation and some constructions is executed by depth ed through delegation or by a community mobilization.
But then of course there is still technical supervision. What are the advantages of the schoolled building?
flexibility in addressing the specific and urgent facility needs and the school community get involved and they can improve their ownership and monitoring of their own project.
In terms of limitation, it requires a strong technical supervision as the schools are not constructing agency no done by true training. Another limitation is on quality and compliance must be verified by the engineers to meet the uh minimum performance standards. No or the MPSS standards for school MPSS along the way you come to know that's minimum requirements no for a building construction.
The second is we have the DPW lead building construction ongoing concerns and uh hearing about DPWled building.
So the department of public works and highways le construction refers to the project where the BWH act as implementing agency for school buildings funded by the BFF and other national funds. So this is now the primary modality for major classroom constructions under the national infrastructures framework.
And what are the legal basis and policy under the Philippine Infrastructures Law and General Appropriations Act? All government infrastructure projects including the school buildings are in to be implemented by the DPW as the government's infrastructures arm and early deps were phased out and then it was integrated into DPWA's implementation after the BEFF's introduction in 2013.
So in terms of its implementation, first you have to submit project to DPW through DEP ed and that dep compiles the prioritized BFF proposals and forward all of these no buildings to DPWA.
established on a construct proposals way back in year 2013 and until 2026.
Then we have DPW project design and approval. DPW detail the design the procurement and preparation of the plan.
Then the procurement and construction wherein the DPW executes the bidding and construction to the schools. Then after the building is constructed there is a turnover to deped the completed buildings are transferred to depth ed for use and maintenance as always. No advantages standardization and control. DPWs ensures that the project meet the national engineering structural and safety criteria supposed to be no and the procurement expertise because we uh we believe on the capacity of the DBW8 to manage large infrastructure budgets and procurement processes. However, there are challenges. We have historically backlog no and delays due to high project volume and absorptive capacity of the uh the said agency.
Then we have the coordination challenges between deped and DPW field offices have been noted as factors of delay.
Okay. Another source of school building is the LGU lead building constructions.
So you all know in your own respective municipalities or cities they uh the LGU or the city government proposed for their own school building types. No. So the local government unitled construction refers to the school facility projects funded, initiated or implemented directly by the local government units such as the city, municipal and provincial government and these may be complement with the national programs under its legal basis.
We have under the local government code or RA1 17160 specifically section 272 that LGUs may allocate up to 1% of the real property tax revenue from the SE no SE school education fund through constructions and maintenance of school buildings. SE can also be funding from the school facilities and equipment educational support services as approved by the local school board that is being cultured by the schools division supervisor or the PSDS in their respective districts no and municipalities and the local chief executive which is the mayor who is the mayor no examples and practice okay we have somehow here in Tagum city that had been recognized LGO type uh school construction projects that supplement the dep facilities improving schools in the said area. How to propose for LGE? First you have a budget preparation by the local government unit. Then there's approval by the local school board.
Then implementation from the LGU and there is a turnover and operation by the deped. When this is completed, the structures are typically turned over to depend for the operation and maintenance in terms of advantages.
Okay. It can significantly accelerate the constructions in the local setting.
No. And it also promotes local ownership and responsiveness to community education needs. in terms of limitations must still comply with the depth eds standards in terms of size no and specific needs and the national guidelines type building specific dimensions then there are funding capacity vary between LGU No, mostly my city government and first class municipalities could provide an avail of uh tax excise tax of uh 1%. No however to those second to fifth class municipality mahira no and that's why not all schools could benefit to LGled building. We also have other sources of building. We have the PPP okay lumabas exams no the public private partnerships wherein the schools also have been constructed under PPP arrangements typically involving private sectors financing constructions and sometimes maintenance with the government payments over time under agreements like build lease transfer agreements where in the depth at public school infrastructure projects or the PSIP is a PPP build list transfer initiative approved by the National Educator which delivered classrooms under the long-term availability payments.
What are its advantages? It leverages the private capital and expertise in schools infrastructures and can speed delivery when government funding is constrained.
In terms of its challenges, okay, there's a challenge in complexity in contract management and long-term payments.
There is also problem on strict compliance with the quality and maintenance provisions.
Okay, we also have uh donations from the non-government organizations and community assisted construction where these are some non-government organizations and community initiatives have supported the school building constructions typically funded by the private donors or the civic organizations.
We have here among our schools about the Philippine Chamber of Commerce, no or the CC FCC building, no? So that's one smaller scale constructions with only of a single classroom or an auxiliary facility that they could provide such as office, economics, library. No. So often integrated with the community voluntary strategies operation various schools terms of its advantages it can supplement the government efforts specifically in remote or source poor areas. It's good no that they could uh extend their efforts to remote areas.
However, there are uh private organizations in NGOs who are looking for a uh or one schools that could be seen by uh many no because of the the services that they promote or the the goods that they promote.
What are the key policies and implementation notes?
And just a review of that.
Okay. Another part of the review materials here is on the national guidelines of school hygiene and sanitations because these are important matters on spatial support services. No, special education support services. And what are the education support services in the school? We have the wash in a school or term it as wins program. No, what is wins program? It is the standard set for safe drinking water, clean functional toilets that are accessible and gender segregated, daily group handwashing with soap, supervision of hygiene practices and dewarming and health education for learners. The item might be asking which of the following are part and parcel of the wash in schools program.
The international benchmark and good practices. First we have the United Nations uh s sustainable development goals 4.1.
Under the sustainable development goals, schools are evaluated on electricity and power reliability, internet connectivity and ICT access.

Effectively, effective facility planning starts with first on needs assessment.
