Great. Yeah. Well, um happy to see all of you. If you're here today, it means that yesterday was a was an interesting session for you. Uh we went over quite a lot of material yesterday. A lot of information was shared with you. Uh but I think it's important to kind of give you a recap before we start going through the structure of the new PF constitution. So yeah that I would like to ask uh yeah go just over what we discussed yesterday or the most important points before we we start the presentation.
Yeah right. So, I don't know if you want to translate before I go.
So yesterday what we saw are the different uh mandatory principles that are enshrined in the FIFA statutes that PFF has also to comply with. Uh we looked at minimum requirements. Uh the 11 principles of article 15. Uh the obligations of PFF has in terms of um of uh in terms of FIFA statutes also the FC statutes. Um, we also looked at the the the the constitution. So the directives given by FIFA and AFC to revise your constitution as well as the obligation from a statutory perspective to revise your legal framework.
Minimum requist.
And today's session is about going through the your future constitution. So we will look at the 83 articles provisions that will uh be found in your future constitution. We will go article by article. Uh I think for for question of of of time or time management uh we will go through that presentation first and then we can open the floor for questions. I think that would be better.
At the end of the presentation we'll take the appropriate time to go over any points uh that you would like to discuss. So if you want to write down any you know any questions you have during the presentation uh feel free to do so and then we can discuss and answer those questions after the presentation.

So today we will show the the structure the content the general content of the different provisions or the 83 articles.
uh we will not show the the on screen the actual content because that would be too much information. I think we would need a a couple of days to go through every single provision but you will see on screen the the most important contents of those provisions. So we will go into detail article by article so that you have a better understanding how your constitution would look like in future. uh just for your understanding the document that we we've been working on and also which the the structure which will be provided on the screen is a result of consultation between FIFA FC also PFF's input. So this is a a document we're currently working on or been working on for the past few weeks.
Uh and I will give you a very detailed overview of what uh will then be be put to uh the PFF Congress for for approval there.

And in terms of um of process also for you to understand because this is the process that so we we uh we apply uh FIFA and FC apply for other member sessions. The draft is usually shared with the Congress members before the actual Congress to give the members uh time to provide feedback and then the feedback would be then sent to FIFA FC.
Uh we will look at your comments. Uh we'll see what comment can be taken into account. Obviously, anything that goes against the mandatory requirements would not be taken into account, but whatever we think might make sense in the context of your new constitution would be uh carefully analyzed by FIFA and FC uh and then uh if needed inserted in the final version of the draft, but the final version will look like pretty much we will end up with 83 articles most probably final Congress reasonable points.

So, yeah, the objectives. So, what are the objectives of the statutes? you you can see them on on screen but it's pretty much a repetition of what we had yesterday. Uh yeah your statute will ensure that the the they are in line with the requirement of FIFA and FC. Uh you have to align your your framework with the standards of FIFA FC.
statutes will also promote good governance, equity, best practices uh within your member association and your structure will be also strengthened through uh the adoption of those new statutes. But it's pretty much an overview of what we already discussed and so yesterday on on screen. Yeah. So I think we can go to the next slide.

Yeah. So, structure of the new PFF constitution. You will see it on the next slide. Um the oh sorry there's a an introduction before we actually look at the structure but the new PFF constitution will be carefully structured to cover every key area of governance and football administration.
This is important because we make sure that all the different mandatory elements that we discussed yesterday are covered and also any other elements of best practice are also included in your statutes. The document will be slightly bigger than the current constitution you have because we have to cover uh areas and aspects that actually are not contained in your current constitution or not detailed enough in your current constitution.
Constitution model statutes and as I said before so the new PFA constitution is based on the latest version of the FIFA model statutes. So this is a document or blueprint we use for for the revisions of all our memberations. So BFF is not an exception. In this case we're using the exact same document that uh uh we use just to give you an example yesterday evening we had a congress in he um where the new statutes of the haishin football federation were adopted. This is also the same process that we'll be going through with BFF. uh the model status was used and then uh comments were asked from the members of uh of the federation and once the comments were received and uh analyzed by FIFA and Kona in that case the document was put for vote yesterday uh and the document was actually approved yesterday evening by the uh federation's congress in high so same process you we will be going through here in Pakistan >> PFF federation Member modelcution.
Okay. So we can now go to uh the structure. So this is the structure of your future constitution. Again very standard structure with the general provisions membership honorary members organization where we'll be dealing with the different body bodies of PFF your independent committees so your judicial bodies and and some some other independent committees discipline measures arbitration you know what you do in case of conflict a part on finance competitions and right in competitions international matches and competitions uh final final provisions and then we have the questionnaire on uh integrity checks which also nowadays is included in in all the the status of our member stations.

So general provisions we start with article one. Next slide.
Yeah. So legal form, headquarters, trademarks. These are very general principles. So where will be the headquarter PFF? Uh your uh your legal form which is important. um official registered symbols, flag um emblem and so on. This is usually contained in article one of uh of your statute sir.

The objectives of PFF. Also, it's important to have a clear list of objectives. What do you want to achieve as uh football association? Uh so these are pretty much standard objectives. You can read at the same time on screen. Uh things that you would find in the vast majority of other member sessions, but you need to have an article on what are the objectives. Why is the what's the purpose and the goal of of PFF at the end of the day?
>> So basically Football key regulation, football key development members protection, fair play or national or international relations federation, ethics, fair play or integrity promotion a governance promotion or women's football development.
>> Next one human rights also an article on human rights. This is bas also on on what FIFA uh has in its own statutes. And by the way, if you if you go through the the FIFA statute or even the FC statutes, you will see that many of these articles actually pretty much the same. So we're following we're using or inspiring uh the content of of of the PFF constitution uh with the what we have in the FIFA and FC statutes including article on human rights uh which is included in in the statutes of all our memberations.
FIFA or AFC.
Next slide. Non-discrimination equality.
We we saw it yesterday. It's one of the uh core principles uh that you you have to have in your statutes uh as a mandatory element. So there you will have a description of what we mean by non-discrimination by equality. Uh it will apply not only for PFF but also for the members of PFT.
Next slide. Article five, neutrality, institutional independence. Again, this is one of the core principles uh or mandatory elements that you will have to include. Uh it focuses on the obligation to remain neutral politically and uh in the religious term and its commitment to maintaining full institutional independence from any external influence and also that obligation would apply uh to the members of PFF.

Article six on the next slide promoting friendly relations. Well, this is a general article on on uh on also one of the goal of PFF to promote friendly relation and show fair mechanisms for resolving internal disputes. This is important because PFF has to provide the means or the mechanisms needed for any internal disputes to be settled through its independent committees. So this reinforces uh this obligation that PFF has uh PFF must provide the necessary institutional means to resolve internal disputes uh that may arise between its members, club officials and players.
This those mechanisms will be present in in the new constitution and we'll have a look at them later in the text.

Article seven. Next slide.
Players also disposition on on um provision on on players. So uh status of players, registration, uh transfers uh which should be regulated or must be regulated uh in line with the the FIFA rules and your own regulation. You should also have regulations on status of trust for a player and also through the PFF connect uh I think there uh the mention is clear that you have a system in place that will also be incorporated or confirmed let's say in uh in your future constitution.

Article eight, laws of the game. Uh well, general provision on on the obligation to respect the laws of the game. So we have different laws of the games because we have well football association, football also foot salon beach soccer. Uh so this is also mandatory element which is part of the 11 uh principles of article 15 of the FIFA statutes.

Article 9 conduct of bodies, officials and others.
uh this is a a provision on on um on the obligation of bodies uh but also officials to comply with uh the FIFA FC and and PFF statute. So any member of uh PFF bodies must comply with those statutes in it reinforces this obligation that you have as as committee members at at any level there and also uh discusses well the the the importance of upholding ethic integrity and fair play within PFF bodies official Football comp.
Article 10 official languages also you will have the typical provision on uh what language uh is the the the the legal the legal language or based on usually uh the law of the country and if you have more than one language then which language shall shall prevail and also in which language the document should be uh should be uh made available.

So now we start membership an important uh uh part of of your constitution. The first part was more on on on legal staff or uh legal status headquarter and so on. Here is about the membership. So it's about you or the future you let's say um regulating admission to PFF um uh and other aspects that belong to uh being part of uh of PFF. So article 12 uh sorry 11 first yeah 11 admission suspension and loss of membership. So we need to regulate what it means or or how you can become a member of PFF, how you suspended also if it happens. Um and also to have provisions on loss of membership which can happen in case of dissolution for instance. Yeah.

Uh article 12.
So members there you have where you define who are members of PFF. uh information where is information recorded also you will have as a member you will have to provide PFF with certain data the list of officials uh your legal status a copy of your statutes and so on and how membership status can be verified so all these elements will be present under or dealt with under article 12 of the constitution members or legal statusal legal determinister.
Let's go to article 12. Uh well, this is an important one. Well, it also part of article 12 where we have a list of uh of of the members. So here on screen and and that's important to note. Uh this is probably the major change that there will you will see in this document. Uh we have here on on that side the current membership. So your current composition of the PFF congress and on the other side you will see the new membership. Uh just before I go through the different uh members it's important to go back to what we discussed yesterday. uh the FIFA status are quite clear on this that uh every member association has to incorporate in its own structure the relevant stakeholders. So any stakeholder that exists that are relevant for football be it footballs beat soccer women's football the players uh club association if there's any uh league and so on should be represented in your congress. This is also uh something that FIFA and FC feel very strongly about. You have to identify as federation which are the actors which are the stakeholders in your country because this is precisely to make sure you comply with the requirements imposed by FIFA that you should be governing and supervising football in all of its form in your country. So not only classic football but also uh foot salon beach soccer this is also an obligation players women's Football Association Congress.
Okay. So you will see well currently you have four types of of members. So you have the the provinces or the territories which is I would say the most important uh members currently. You have also the departments who are very important historical members of PFF. You have the Pakistan football referees association which is also part of your congress and you have also women representatives there we where as we know uh there there's some question marks on on on on how to deal with the the the aspect of um appointing women's representative within your congress. The statutes are actually not not quite clear on this. We will bring with the new PFF constitution clarity on how members are admitted. Uh as you can see from that list they they are new actors.
So we have well the same historical actors uh which haven't disappeared.
They part of the football landscape very important part of the football landscape. But we have other actors that and FIFAN FC's view should also be included in your congress in future. So we have the the Pakistan players association, we have the Pakistan women's football association, uh the foots association, the beach association, uh e football association, the veteran football association and finally the the Pakistan football league which also be a member of PFF Congress.
PF Congress currentitution department representatives representatives departmenters integral part football system women's football association football beach soccer e football veterans association BFF congress uh article 13 admission. So this article will deal with the process of admission. How do you admit new members? What are the requirements? what sort of requirements new members should comply with the documentation. Uh in future you will have to submit a copy of your statutes if you want to become a member. Uh also certain commitments that you have to comply with the laws of the game with the statutes regulations FIFA FC PFF. We we want to have those commitments to make sure that the new members understand that they have to abide by the rules. It's like uh we were saying yesterday football game uh if you become part of a a club you have to comply with certain rules you get oblig you you get rights but also you have to comply with certain obligations.
>> Yeah.
Yeah.
>> Yes. Well, this is dealt with later. you will see that there is um a transitional provision the the existing members would be given a time frame to comply with those requirements. you know it's it's not uh uh the case that it will apply immediately the the the existing member needs to adopt uh we we will have to define also with AFC the time frame and PF based on reality also on the on maybe the complex process of of adopting statutes but FIFA FC usually will be assisting PFF in uh with also blueprint for your provincial assessations we could provide in future if if needed a document for this. You will be given sufficient time to comply with this requirement. But in future, new and old members will all have to comply with the same obligations. It wouldn't make any sense to treat uh members differently.
You know, some can get away with that obligation. Don't need any statutes and the new members need statutes. It wouldn't be fair on the new members. But you will be given sufficient time to adapt.

President discuss later part of the presentation article 14. So requests and procedure for application you have to define in your statutes how you submit requests for for membership how your application is dealt with there should be a clear process on on on how this should unfold.
Um so you have different stages uh from receiving applications usually at the level of well the administration receive applications would be then be channeled through the EXCO uh with a recommendation to be made to the Congress. The Congress being the final uh body or the authority to take the decision. It it should be up to the Congress members to decide if they should or should not accept a new member. That's their final decision. But there is a clear process in the statutes uh which you will see in detail when uh you see the document for yourself that defines the process for admission.
uh article 15 an article on members rights. This is very important because that article will will uh will list the different rights you have as a member.
Uh we listed the most important ones.
documents for question of transparency.
So you will have access uh based on the new statutes on on certain documents and information that you should get access to as members involvement in competition. Obviously you are you have the rights to take part in the football competitions organized by PFF and there are other entitlements under your under the PFF statutes and regulations which are not listed here but which will be contained as well. Membership rights participate participation as a member article 16. So if you have rights, you also have obligations. Uh so compliance with the status regulation FIFA FC and BFF. This is most probably the most important obligations. You have to comply with those rules. Uh also an obligation to implement good governance into your own structures. You also have the obligation to participate in competitions. You cannot just say oh this year I am taking part in a competition but next year I don't want to. Um financial duties also uh which are important respect of the laws of the game. Uh independence you also have to uh remain independent from third party interference and other obligations that will be listed reporting requirements uh adherance to integrity and fair play principle and and so on.

Article 17, a suspension. This defines the process for a possible suspension of of a member. Here we are talking about not a a a private person but the suspension of a member. So a legal person uh a member of BFF Congress. You need to define the process. It's one thing to have suspension but also you need to define the majority uh how suspension is then uh dealt with. Which body is actually entitled to suspend the member? That would be the Congress entitled to suspend the member. Uh that's your decision at the end of the day.
Memberal member as a company association natural person executive committee natural person executive committee members members admitted suspension Article 18 expulsion. This is mentioned but it it rarely happens. This is not a suspension. Suspension is suspending your rights for a particular period of time. Ex expulsion is uh you excluded from BFF. So you are no longer member uh and then you have to reapply. If this were to happen, you would have to reapply uh and go through the admission process again. Yeah. But again, this is kind of rare. We need to have it in the statutes. But uh out of our many associations, it happens practically never. Yeah.
FIFA, AFC, PF or repeated violation.
Yeah. Article 19 uh resignation. You also need to deal with a poss possibility of a member resigning. It again it doesn't happen very often but you might have for certain reason the need for a member to resign. So you have a process also a special provision to deal with resignation. So note notice requirement the need to fulfill certain obligations before you can resign if any amount is due to PFF for instance. Uh yeah so that article deals with this.
>> Is it applicable on both legal and natural persons?
>> No here we are talking only about uh legal persons. Yeah. Yeah. I mean as a natural person you cannot really resign.
I mean legal terms. Yeah.
>> This is only for Congress. Understood.
Understood. But good point.
Let's say membership Article 20 dissolution also in legal terms this can happen. So you have a a member that ceases to exist. Uh you also have to deal with this in your statutes.
Um so uh this solution can be due to maybe a court decision or the the association becoming bankrupt in some cases. Um so you also have an an obligation to notify PFF if this were to happen.
Let's sayan football.
Article 21, an important one. This is about the independence of members. So again, the members of PFF, so the PFF Congress members and their own bodies. So members and their bodies must operate independently with democratically elected or appointed leadership and uh decisions by non-compliant bodies are are not recognized by PFF. So if if a one of PFF member failed to have elections or or elections that cannot be recognized by PFF because they are not democratic for a particular uh reason then PFF would could not could take a decision not to recognize the outcome.
This is also what we have at FIFA and FC also if if we are not satisfied with the process that was taken uh that was carried out at the level of one of the member FIFA can decide not to recognize the outcome but this is quite unusual but we need to have a provision dealing with that particular aspect Member election election announce.
Article 22 status of clubs, district, provincial associations and other groups of club. So um that article establishes that all these entities uh are to be subordinates to PFF. They must align with the statute. This is to guarantee that we have a coherent system that any actors below PFF comply with certain rules so that we have harmony within the football community in a particular country.
PF FIFA AFC or member associations club regionfist authority.
Article 23. Then we get to the part well which I would say is less relevant but also can come into play at some stage.
Honorary member uh the article deals with the process of appointing or or giving the title. It's more norific title to certain uh persons who have contributed to uh to football in Pakistan. So the article describes in detail the process for such members to be uh to be uh confirmed. This is a right of the congress. So the congress take that decision. Nobody else. Uh you will have then to confirm whether somebody gets the particular honorical title.
Explain.
Then we move to organization. So this is also a very important a crucial uh part of your statutes. The next article things article 24. Next slide. Yeah.
This is the the main list of your body.
So this is how your federation would look like in future. uh you you still see that you know some of the main body or the main bodies are still there but we've added a few others so the Congress supreme and legislative body your exc which will act as a strategic and oversight body the general secretariat uh the oper operation executive and administrative body the standing committees we've redefined also the list of standing committees in your in your statutes with more requirements for members of standing committee the club licensing bodies which should be in line with or must be in line with the regulations of AFC. The independent committees which are composed of the judicial bodies. So you will have two judicial bodies within the uh the discipline and ethic committee and the appeal committee as part of the independent committee. You will have the ACC audit and compliance committee. I couldn't write it in full and also the uh electoral uh committee which is part of the independent committee. You currently you don't have any electoral committee. This this will change with the new PFF statutes. You will also have to adopt a new electoral code that regulates the responsibilities of uh the electoral committee.
Secretary staff employees administration separation of power standing committee adar Executive recommendations licensing system requirement.
I admit Independent discipline or appeal committee Ethics committee unethical involved Now say integrity or conflict of interest article 25 this is about the the process that would be put in place for dismissal of a member of a body here we are talking about a physical person so a natural person uh a member of a body so the congress again would be the body in charge of taking that decision if it if there's a need to take such a decision with the appropriate um majority decisions are by secret ballot for such a decision. Uh as I said well the specified majority usually it's a free quarter majority which is uh prevalent in most associations. The dismissal motions must be justified and circulated with the agenda. So there's a need to communicate why the person why the the the the decision would be taken.
Uh the member has a right to defend themselves. This is important also. you need to give the person the the the opportunity to explain himself or herself in front of the Congress before the decision is taken uh and dismissed members are relieved of their functions immediately. This again that it's a provision that might that might come into play from time to time. This is quite rare. uh if we look at other sessions you know at the FC FIFA this is but it needs to be to be contained in your constitution because it it might happen at at some point.

So next slide. Uh the congress. So one more slide. Yeah. to get to well the definition and composition of Congress.
You need to know in in the statutes uh who are the members uh the the how can meetings take place or you have the possibility nowadays to take to to have meetings by video conference. Uh this needs to be mentioned in your in your in your statutes. Um Congress can be ordering extraordinary. These are basic principles which uh uh some of them already contained in your current uh statutes but they need to to be detailed and defined uh further. Yeah.
Uh 27 delegates and votes also an important article on sorry yeah sorry I forgot to I just assumed I could go to the next one. Yeah, go ahead. Sorry.
Article definition Congress let's say Congress Congress reason woman Representation Congress.
Extraordinary Congress. Emergency with the permission of chair. Congress with the approval of chairs 27 delegates and votes. So an article on composition of Congress. So who are the delegates? Uh number of votes uh how delegates are located to each member. Uh minimum uh number of women for for specific members. Uh delegates must belong to the member that they represent and be properly appointed or elected.
That was already mentioned before. Each delegate has one vote. This is a um a basic principle. You know, one person should have one vote. We don't want one person to come and be entitled to 10 votes. that that would not be in line with the FIFA and FC principles. Um members of the EXCO and the general secretary may attend but do not have voting rights. This is also important.
What will also change in future is that um if you're if you're an EXCO member, you cannot be at the same time a Congress member. So you cannot have the two position. We we mentioned yesterday the separation of powers. uh if we allow this that that that actually goes against the separation of power in your new constitution you would have a um a separation total separation between the exco and the congress. So you cannot have position in both bodies at the same time.
Related members and responsibility already associate PF Congress Congressive members secretary Congress Executive committee member Congressive Executive Congress requirement requirement mandatory requirement article 28 uh the area of of authority.
So a full list of uh the the rights uh and the authority or powers that the congress has um will be listed in detail in the in the statute. These are again quite similar to certain degree to what you already have in your current constitution but we'll be providing more detail in this regard. Yeah.
President electternal auditors.
appointment already 29 on a important also article in legal terms. What is the corum? So what do you what sort of majority do you need in such case? This is a kind of a description of of the process, how do you establish the quorum uh to make valid decisions in case you don't have the quorum? When should the next congress be convened? So we're suggesting FIFC 24 hours. So the following day certain decisions will need a quorum in any case. So revising your constitution, you would need a quorum or electing your leadership, you would also need the quorum. Um also disposition on our provision on departing delegates will not influence the quorum. This is important in case people decide to leave the room for any particular reason.
um and that ensures that decision making remains valid. So you have a clear process to ensure that your decisions are legally binding at the end of the day.

Next slide. Decisions. This will deal with decisions. Um so how do you take decisions? A show of hands electronically.
um for most decisions and this is the case in uh in all our members a simple major or 50% of the vote is valid. Um also specification of what do you do with invalid votes uh blank vote and so on. Uh so this is these are important uh provisions to ensure we understand the process whenever decision is taken by the congress they are clear there's a clear process defined in in your constitution by show more than 50% decision Let's say clear decisions.
Article 31 uh elections. You will also have a a specific provision on elections that is much more detailed uh to to what you currently have. What FIFA and FC are now uh proposing is elections by list.
Uh we have uh this is also based on on on other experience we've had with member sessions. Usually elections by list are more straightforward. uh provides for more stability for memberations. So you will have elections by list. We'll be defining a bit more in the other slides what we mean by election by list compared to elections by uh by position which you currently have. You need also uh to go through secret ballots. So this will not change.
Elections will be through secret ballots to to ensure transparency and anonymity in the vote. Um and they will be supervised by the electoral committee.
So there will be a dedicated committee which would be appointed by the Congress uh and the whole process will be guided by specific regulations. So it's also something that we want all our memberations to implement. It's a separate set of regulations for elections that will dictate the process not only on the day of the elections but before the elections the receiving the candidature analyzing the candidature and publishing the final list of candidates. So this will be regulated through the statutes and and the electoral code. Article 31st election secretction election explain committee election commission of Pakistanise independent committee article 32 sorry we're still in election by list we have a a separate slide just for you to to better grasp the what it means in future with with a new system. So candidates are grouped into list supported by minimum number of members.
Each member can only support one list.
So you cannot support list A and B. A list needs a majority to be elected. Um so usually I mean you you might have two or more list but usually the process is such that uh um if you have more than two list uh you would go through a first round and then you eliminate or only keep the last list at the end the last two list at the end that got the the better results and then you go for majority votes to uh let's say to to declare the winner or the list that won the elections.
candidates minimum number of members support in case roundction Yeah. And as I was saying before, the the the system of the election by list uh uh usually produces a better outcome after the elections in the sense that you would have a a stronger a stronger leadership. uh that's what we see also in other uh member sessions um because you are part of one list or with the same objectives you follow your the head of the list and have the same uh objectives going forward you don't have different opinions uh on on on the implementation of the strategy. Uh so it would look like this. You know you might have one or two or three or four lists.
So somebody comes up with a list of candidates uh you know list A, list B, list C. You would have then to decide uh you Congress member which list you think is uh the most worthy to uh become part of your leadership and and lead PFF.
Yeah. So that's the system we are advocating while FIFA and AFC. This is also again based on on past experience. We see that this is a better system than election by position. It works better and there's a better outcome at the end of the day for memberations out of these elections.
So basically stable federation.
So uh article 31 on elections this al also provide more information on on how elections would be uh held not only for your executive committee but also for other committees. As I was saying before the the congress would also be in charge of electing other bodies. So the independent committees made of of several different committees. So we have to define also uh not only the process for the executive committee elections but also for for other elections in particular the the independent bodies Mhm.

Now we get to the ordinary congress. Um so held annually there should be one at least one congress per year. The X code is responsible for setting the date and place that that's that's that that's not changed. Member are notified in advance.
So you have a clear time frame when you are supposed to be notified of the place and date but also when you should receive the documents. So uh if you were to approve statutes, you receive the documents in advance. Uh you can submit proposals also as Congress members before the Congress. So obviously you have to comply with the time frame for these proposals to be taken into account. Um and then you have other requirements that are linked with the ordinary congress that needs to be found in in that particular article there.

Article 33, the agenda, Congress agenda. You also need to know exactly what would be the points to be to be dealt with by uh by the Congress during an an ordinary Congress. So you need to have a list of the exact points um which is pretty standard in most our memberations. We have the same list with the same items, but you need to make sure you deal with all of them. No decisions can be made on items not on the agenda. So this is important. You cannot uh you know on the spot provide propose another item. There is a process defined. So if you have any as congress member you want to uh propose a particular item you have to do it within a particular time frame you have to follow the due process to make sure that it can end up on on the agenda. Agenda can be altered. Yes, that's the exception. But you need to have a majority of the delegates uh in order to change uh the agenda if there's a particular need to change uh the order or the content of the agenda.

Article 34. extraordinary congress. You also need a provision to define how extraordinary congress can be convened.
There might be situations where you have to convene an extraordinary congress for a particular um matter. Uh so you you have uh while the provision defines that the exo would would convene such a congress. Uh so there's a particular timeline also to be defined. Um you also have the possibility as Congress member to convene the congress yourself with a particular majority in case the XCO for a particular reason doesn't convene it itself. So this is defined in detail uh in in this particular provision. Uh members must be informed in advance. Uh this is logical. Uh if there's an ordering extraordinary congress you need to receive also the information why that ordering congress extraordinary congress is convened.
uh the agenda also needs to be prepared uh based on on certain uh certain provision and then an important element that an extraordinary congress cannot be uh amended. So contrary to an ordinary congress that can be amended the extraordinary congress is is for one particular item and that this particular item cannot be altered or changed.

Congress member Article 35.
This article deals with uh the process for the amendment of the statutes. You need to know what are the requirements to amend your statutes or constitution as you call it. um a minimum number of members that must that that must support an amendment to the statute. Uh also the particular majority usually majority is higher for change of constitution because it's such an important document.
Um and also also the obligation to communicate to FIFA and AFC the changes.
uh this is important for us because we follow and especially in the case of PFF we'll be following very closely uh the process but this also applies to other associations uh whenever changes are made are going to be made we ask those associations to inform us in advance vifa and so that we can also support or validate also the changes uh in case we feel that they are not in line with our principles we would have to uh uh to intervene Yeah.
Congress.

Support valid >> and you will see also as part of the Congress uh authority is also to amend the electoral code. This is also a standard of FIFA we we deem that the document is so important because it regulates elections that it should be it must be the Congress the BFF congress deciding on the documents. So not only the statute but we have well the standing orders of the congress which are also regulates how sessions are organized or how items are being dealt with uh but also the electoral code.
This should be uh put to a vote to the PFF Congress for for adoption or revision.
article 36.
We reaching the end of the part on on Congress. Maybe I would suggest to have a a break after article I think 38. So we we are halfway through. Uh we can have maybe a 10 minutes break and then uh continue. So minutes uh also an important article dealing with the minutes of the general secretaries responsible for keeping the official minutes of the congress. This is a an important legal document that needs to be produced and then shared with or checked by the members that were designated um and then formally approved at the following congress. So whenever congress takes place you have the minutes usually it is circulated to the the members checking the content and then you have to confirm the content of those minutes um at the next uh congress. This is a standard process also that applies uh at the level of FIFA and FC responsibility Congress meeting approve by the Congress.
Article 37 date of decision. So when when would decision come into force you have to establish it in your constitution. So generally it takes effect immediately.
So once the congress has taken a decision it applies immediately unless there is a different date unless the congress decides otherwise or unless it's uh there's a specific provision in your statutes. Uh this is more for legal reasons to to understand when uh certain decisions come into force uh because they have legal legal weight and are important decisions taken by the Supreme Congress immediately.

Okay. Yeah. Right. So article 38 composition of the executive committee.
Um so terms of the executive committee you will have also term limits and how how number of terms that you can be president or exco members so you have uh not always the same people in those positions. Um the article will also define the the um the requirements that you have to fulfill with in order to be part of the executive committee. uh vacancies, you know, what happens if somebody is no longer member for decides to resign. Uh there will also be in article 38 the composition. So we it's not on the screen but it will be a standard composition with uh president, vice presidents and the specific number of of members. What we will have in your uh constitution however is a minimum number of women. We said yesterday that would uh it's important crucial to include women at at all level of of PFF so that will also count for the executive committee. You will have a minimum number of women present in the EXCO.
Article 38.
Vice President.
Article 39.
uh on meetings, meetings of the executive committee. Uh so this would regulate how meetings are to be conducted. Uh possibility to have video uh conference meeting so online meeting.
Uh the president would be calling the meeting, convening the meetings. Um uh the agenda also is prepared by the president in support with support from the general secretary. Uh members can also propose items on the agenda. Um you also have the possibility for the president to call urgent meetings. This is important because uh the deadlines uh for ordinary meetings might not be appropriate in case of an urgent matter.
So there you need a mechanism allowing the president to convene those meetings at short deadline to deal with very urgent matters or decisions that need to be taken.
Either agenda agenda president prepare with the support of general Secretary or members article 40 this is about the powers of the executive committee. So what what can the the XCO do what it cannot do? uh it covers quite a few uh important areas which you already have uh to some extent in your current constitution but again there we will add uh more detail or better explanations of what the actual powers of the EXCO uh is um so you will get a full list um in due course when you see the draft but here we've we've put some of the most important powers and responsibilities of the XCO Article 40 Appointments appointment article 41 decisions. This regulates how decisions are taken by the EXCO. So corum majority votes are taken. The sort of also documentation that needs to be sent to the uh executive committee members prior to meetings, deadline and so forth. uh this will be also listed in quite detail so that meetings can be organized in a in a properly way with uh clarity for everyone. Executive Congress more than 50%.

This is the section on the president. Um the next slide please. Yeah, 42. Uh again important to mention what are the powers of the of the president. Um so here you also have a provision that will define this in in detail. For instance, the appointment of general secretary. So he's he's the one appointing and also provide well proposing the appointment or the dismissal of of the general secretary to the exco. This is an important uh power.
Um voting rights. The president has also an ordinary vote. So he's he's not in terms of vote more important than any other exco members. However, he would have a casting vote. In the case you have a tie in a decision in case a vote needs to be taken, the president has a casting vote. Um you see here all the different uh responsibilities of of the president uh ensuring that the objectives of the federation are complied with the mission. So the objectives that we had in article two, the president is responsible for for making sure those objectives are implemented, fostering a positive image for PFF, the relationship also with the external stakeholders, FIFA, AFC and so on and political bodies and so forth relations stakeholders functioning committee vote.
Constitution we provided >> also if we keep article 42 sorry they yeah yeah important to to mention this because this is also sometimes it leads to misunderstanding within member sation this is also the the president's role to supervise the general secretarial so that that's why the the uh the president needs to be able to work with somebody that actually he can he can rely upon but he also has the role to supervise the work of the the GS and the general secretary as part of his uh his duties here. So article 43 uh representation of signature this deals with uh signature powers. So you you need also to establish in your constitution uh which official uh should sign which documents. So be it maybe uh official documents, contracts, um any legal documents uh you would need to define in detail whether you have one signature you where you whether you have two signatures can be the president and the GS or president and next member and so forth. But this needs to be defined in your statutes and regulations.
President secretary specify 44.
This is the section on the general secretariat. So 44 dealing with the the administration or we call it sometimes administration instead of general secretariat under the supervision of the PFF president. The the head of the general secretariat is a general secretary uh who who serves as the operational administrative body of of PFF. Um it's uh it's members so members of staff and this is important they have to comply with uh certain requirements also uh for their their appointment. Um we're talking here and this goes in the in the way FIFA would like to professionalize memberations. Uh you need to have robust process to recruit people within the administration. Yeah.
So you need the best people to to manage your federation. It should also be the case for BFF. So you need to define processes for recruitment. You need to find the people that have the right skills and uh and qualities to fill the different positions within the administration.
General Secretary values basically staff hiring secretariat secretariat article 45. This is on on the general secretary uh himself or herself uh is the chief executive officer of PFF appointed by the exco bond upon the president's proposal uh based on a private law agreement and so forth. So it defines also uh the kind of uh uh experience you would need to have to qualify as a general secretary. Um we usually well advise our memberations to have also internal organization regulations because obviously you cannot put every single detail of every single processes in the statutes. You would end up with a document that uh that has probably 200 pages. If you want to go more into detail, what FIFA and FC advise is to have internal organization regulations as we call them defining certain aspects of processes that you would not be able to put in the statute. So that that's uh that's something also that PFF will have to work on. Uh the the starting point is obviously the status because it contains the main elements, main obligations. uh and then you can work on some detail. Uh that is important also but at the level you would put them at the level of the regulations.
proposal.
Private contract document regulation powers article 46. So we now tackle the standing committees. Um so standing committees are important because these are committees that should be composed of professionals people that actually have a particular background and uh an experience. Those committees will will uh will be formed are created within PFF to provide the necessary advice and guidance to uh not only the the executive committee but also to the general secretary to take the right decisions. Uh so here we are really talking about bodies of professionals experts in their field that would be providing advice. They don't take decisions, binding decisions, but they provide advice so that the XCO and the general secretarat is in a better position to take decisions.
Standing committees are females women's representent So standing committees meetings video conference another point members of standing committee chairman deputy chairman executive chairperson or deputy chairperson members finance or referee committees executive members finance committee referees committee yes yeah correct I forgot this which is important important. So the finance and referee committee you would need to have people with the expertise. They cannot be at the same time member of of the EXCO is to also to create a certain separation between the two. Uh finance is such an important aspect of a federation. We should have financial experts you know former auditors or current auditors that should populate that committee. Um it's it's more difficult to find financial experts in the EXCO. So we we thought it would be important to to make sure that we have uh there only experts that would uh be part of these two uh particular committees. Finance or referees committees experts financial experts finance committee referees committee relevant.
Yeah. Next slide shows the well that would be article 47 to to 54. Uh the seven uh standing committees that PFF would have. So starting with the finance committee, the competitions committee, uh the technical and development committee, the referees committee which is as we said yesterday a mandatory under the the FIFA regulations, the women's football committee, the play status committee also uh requested by FIFA regulations, the amata and grassroots committee and finally we also have the possibility to have adoc committees. So there's an article on how to create adoc committees. Yeah. Yeah.

Okay. So, let's move on to uh the next article or next section on the club licensing bodies. Uh so, the bodies that would be overseeing the club licensing system within PFF. Uh PFF will need to have regulations on this. If it's not the case, then we'll have to implement club licensing regulations that need to be in line with the AFC regulations. You have also two different instances. First instance, second instance. This is regulated at the level of the configuration. But these are standards that usually are are not problematic.
Let's say first licensing body independent tribunal challenge.
>> Yeah. And this independent tribunal is in fact CS or we didn't mention it it here but in the PFF status we would have first sent inance second instance within PFF and then appeals would go to CAS directly authority.
Okay. Next slide. The independent committees.
So this is an introduction to what we mean by independent committees. What are the requirements that we would want uh members of those committees to comply with? Uh also the composition, how many members you would have. Uh an important aspect which was already mentioned before is the fact that you the congress members would uh elect those members. So they have to be uh proposed through the administration to the XCO and then uh final decision taken by the Congress.
Integrity checks will also be carried out on the members of these independent committees to ensure uh the appropriate um that they comply with the appropriate requirements. You also have term limits that will be uh mentioned in under this particular provision.
Congressity Congress general secretarility for final validation Congress.
It's also important to mention here that the the members of those committees will have to uh ensure they have not held or do not hold any business relationship with BFF or or its members or anyone at the federation. This is to guarantee that we have independent members uh that compose those those committees. We want people to be able to look at uh the matter at hand in total independence where there's uh you know no conflict of interest possible or no undue relationship with anyone at the federation independent committees committee members deputy chairman administration purely independent certain criteria regulations 57.
This is an article on the audit and compliance committee. This is a new committee that you will have under your constitution. Uh which also regulates the number of members the the requirements they have to fulfill and so on. Uh it's pretty standard. That's also what we we want all our member stations to uh to um to implement. uh nowadays it's a committee that will also check whether other bodies within PFF comply with their own regulations. So you will have like a number of independent members that would look also at the exco at the congress at the general secretarat are they respecting their own uh internal regulations and guidelines audit and compliance committee deputy chair Max members finanal operations and congress.
Uh next slide 58.
Uh an article on on electoral committee. We mentioned it before. So you will have also a new electoral code. Uh this article will regulate the the composition of of uh of those bodies also the appeal mechanism. uh usually or you might have a second instance in that case and that's also an option that we suggest to quite a few associations after decision of the electoral committee. Uh second instance would be your already existing appeal committee and then in case of uh another dispute then uh the matter would be uh sent to Cass for final decision.

last committee committee appeal committee article 59 your judicial bodies uh so in future you will have two judicial bodies a discipline ethic committee uh so what will be uh new uh is that and this is also mandatory requirement from the FIFA status. You will have to deal with ethical matters. So it would be a joint committee dealing with discipline and ethical issues. Uh and then your appeal committee which you already have. Um so the requirements you know what sort of members do you need? Usually lawyers or or former lawyers people that have the required experience. Um also mechanism in case some someone is no longer available within one of those committees what what needs to happen. Uh and the responsibilities uh and functions of those judicial bodies will be further defined in your uh well there would be a new set of regulations a discipline and ethic code. So we might have to look again at the at the current PFF uh discipline code. I think we'll need to revise it once the constitution has been approved. We'll have to look at those regulations as well. Yeah. Article 59 ethics committee committee members chairman qualified latest article 60. Uh this is also an article on well that goes more into detail of the the responsibilities and duties of the disciplined ethic committee. Uh the composition um the sort of sanctions that they would be imposing and so forth. Uh also the the XCO would be suing the discipline code or the discipline and ethic code which would need to be revised and so forth.
Yeah.
in accordance with PF discipline ethics 61. It's pretty much the same article but for the appeal committee. So you have the same provisions but this time dealing with the appeal committee providing the additional information for that committee. Appeal committee ethics committee.
Yeah. Yeah. So that's why the the um the committee would hear well decisions taken by the disciplined ethic committee but but also the electoral committee and then as we said before then any further decisions would be taken to cast directly >> appeal committee final remedy correct 62 we go to uh dis measures this is very standard I don't think we need to spend too much time on this this is a kind of a copy base of what we have uh at the level of FIFA and also AFC. So this is just to to uh to list the sort of sanctions that are available uh for natural and and uh and private person um and legal persons. So we can move to 63 arbitration um also very straightforward. So as we said a few times in the past two days you have your internal mechanisms. So you have your different committees or judicial bodies. Uh if if a dispute cannot be resolved or somebody's unhappy about the outcome of of uh of those decisions, the appeal mechanism should be to cast. This is in line with AFC FIFA statutes. It's the best way to solve disputes. Uh you you you stay within the actors of football. IAS is a specialized uh arbitration tribunal that deals with uh sport disputes, not only football but sports disputes. So they have the experience uh to deal with those cases. Um so yeah there's a there should be a clear process. Article 63 will define also what process needs to be respected by not only PFF but also its members officials everyone will have to follow due process as defined in the PFF constitutionalized 64 jurisdiction. This defines which bodies has jurisdiction. So PFF has jurisdictions over internal national disputes. This needs to be defined clearly in the in the statutes. uh but FIFA FC would have jurisdictions in case of international disputes. It's just to make clear uh which which which organization deals with what sort of disputes. Uh also PFF must ensure full compliance uh with any decisions taken by FIFA Confederation in that case AFC or Cass.
So that will be an obligation on BFF to make sure that any such decisions are respected. So if FIFA or FC or CASS would take a particular decision that would that would have an impact on PFF or one of its members, it would be PF's responsibility to ensure compliance article 64 jurisdiction internal stakeholders districts federation dispute AFCure comp in its letter of spirit 65. Um here we are starting the the section on finance. So this is very straightforward. I don't think there's much to discuss because this is almost copy paste of what we have in the FIFA statutes. So financial period um I think the presentation can be shared in any case with the members. No. Uh so if in case there's anything you'd like to ask after that feel free to do so. I think we can move to 66. Revenues also very standard provision. Uh where does the money come from? I think that it's fair to have a list of the sources of revenue of PFF 67.
Uh on expenses also you need to define what sort of expenses PFF has. So you need need a specific article on this.
Sorry I forgot I need to translate just I was just carried carried away if you can translate now. So basically General Secretary Congress approvals.
report 68. Uh on the auditors also this is an obligation from FIFA uh to have external auditors or independent auditors um that are appointed by the Congress for a period usually a period of three years.
That's what FIFA and FC propose uh that would annually audit the approved accounts uh before they submit it to uh to the the Congress. They will also be providing an audit report on the financial situation of of PFF. So this is defined in 68 Congress a approved accounts proper 69 membership subscription also defining uh the subscription that the members should pay as members also the same article at FIFA uh 70 sorry let you translate article 69 membership subscription fees AFC membership membership membership 70 settlement of this defense the PFS authority to debit members assets account to recover any outstanding claims in case this is needed.
outstanding claims 71 levies.
Again, this is a a standard provision that exists in both uh AFCA statutes. uh PFF may require its members to pay a levy related to matches may meaning that it may or may not. So there's no obligation but it's for PFF to to decide if this is indeed needed at some point in future 72 publication of financial data. This is uh something nowadays that we would uh ask our member station to do. It's a it's an obligation. So we would like our member station to to publish the approved financial document on its official website. So in future once the constitution is approved, BFF would also have to do that. This has to do with uh financial good governance practices uh transparency.
uh people should be able to look at your statement or know where to find them. Uh not only it's not only fair towards the members but also towards the public at large or the government. They should be able to access that document whenever they they want.
73.
Now we start well the one of the last session sections on competitions. Uh in your statutes you should have a list of of the official competitions organized by PFF.
uh the XCO may also decide to delegate uh those competitions to subordinate leagues or or members within its structure um under certain requirements and it may also decide to to uh issue special regulations to govern the process official calendarf number two members regions secretary executive members 74 rights. This deals with the rights uh from competition arising from competition. So PFF is the original owner of those rights um of all competitions organized under his jurisdiction. Uh this is important for legal uh aspects. you need to define who is the owner because it has also financial uh impact on the federation.
Um and also defines you know the the the rights of um or the responsibilities that the XCO has in in this regard um that it ensures that the sale of those rights if if it were to happen is done in a transparent and accountable manner.
owner PF PF with executive committee regulations 75 an article on on the authorization to distribute. So the important to regulate also which is the distributor of those rights uh and again the XCO can issue special uh regulations uh to regulate the process if there's a need to >> basically continuation last point PFF special 76.
um on international matches and competition uh provides an overview of how international matches should be regulated or or what regulations need to be respected. In that case, the regulation of uh at FIFA level with special regulations also regarding international matches. Uh PFM will also have to comply with the international match calendar established by FIFA. Uh this is basic um but it also needs to be mentioned in your constitution.
No 77 contacts.
Yeah, this is this is also important that it reiterates the fact that uh in case of suspension or um a non-member FIFA PF is not supposed to to entertain any sporting contacts.
uh this is to ensure that football can be played within the established football structure that you don't have a no separate entities playing different competitions that would not be sanctioned by by FIFA or the confederation >> sporting contact with anybody that is not affiliated with FIFA or AFC.
>> Yeah. 78 approval.
Um yeah this is about joining or the possibility of joining uh other association or participating in other competitions. This is also quite unusual but it can happen. Uh we have a few cases around the globe but that regulates that aspect of joining another competition based outside of your country. Obviously you would need to uh request uh the approval of FIFA the relevant confederation as is usually the case.
79. We now reaching the end of the statutes. 79. That's that's also an important provision because it defines that the EXCO has the power to take decisions in case of force measure or in case there's a matter not covered by the statutes. It might happen that a particular point is not covered by the statutes. you know uh nobody thought about it. Which body would decide that article which is also a standard provision? The EXCO would have the power to decide.
There's however the obligation in that process to comply with the FIFA and FC regulations. So it's not that the XCO can take whatever decision they it wants. It has to comply with uh the FIFA and FC regulations. So so it gives the the XCO has some kind of a framework in which those decisions are taken and it also needs to apply mandatory law. If there's any law applicable in Pakistan, it would also have to comply with those laws.
provided ultimately executive fee for AFC article 80. Um this is also something nowadays we would ask our memberations to do for question of transparency. In future you will have to make sure that a number of documents are published. So not only the financial documents but also your statutes or your new constitution should be published on your website. Uh discipline ethic code major decisions uh the strategy you know the strategy should for FIFA and AFC also any football strategy should be published on your website. It should be a public document. People should should should know what the strategy of the federation is. I think it's absolutely necessary with this article. You will have to comply with uh uh those uhation.
It's also fair towards the general public that they know that it it shows also more transparency towards the the public in general and the fansitution 81 dissolution well in case PFF would uh would be dissolved any any stage we don't think that this will happen it hasn't happened for a very long time uh among the 211 member stations um so but we need a provision that defines uh the process in case of dissolution >> a dissolution standard clause Congressity with specific reasons with specific reasons 82 enforcement.
Um so when the new statutes would uh would would be enforced uh the adoption date this is more the legal stuff I think is more for the lawyers but important to have legal reasons signature and so on very standard enforcement Amen.
And the final article transition provisions. This is an important article because it will define uh it will ensure that there is a smooth process between the current constitution and the new constitution. Uh we were talking about you know how how long would the members have to comply with certain requirements. So we that provision would also regulate be regulating this that you have 12 months to adopt your new statutes. Uh also what would happen to uh the standing committee? So you would be transitioning from a number of committees to a new number of committees under the new regulatory framework. You need to have provisions that define uh this otherwise you have uncertainty uh otherwise you have a bit of chaos. Uh so we will be providing also uh clarity for that transition period. So we we move from the old constitution into the new one uh with uh with clarity transitioning members.
That's it. And to finish with, we have also here um an overview of the the content of the questionnaire for integrity checks. So this would be a document that will be attached to the statutes at the end of the statutes. A document that will have to be filled out by any candidate for any position while in the expo positions and some of the uh committee of PFF they will have to fill out that questionnaire uh which is based on the FIFA uh integrity check questionnaire. So it's it's very standard and then the questioner would be uh would be analyzed or would be processed by the electoral committee prior to electionity FIFAC member association.

Um well on on the first point I think it would be more appropriate if PFF to answer because doesn't concern FIFA and FC directly but yeah Mosen >> yes u as you know uh Ralph we had some uh governance related issues and we had some difficult times even post election we had our congress uh where we had to have an election and and it was uh not everybody attended so therefore there's been some delay in you know appointing the general secretary there the whole post has been politicized So I think the best solution to to appoint a general secretary in my opinion is complete to complete the the process of constitutional amendments. That is I think the right way because if you look at the constitutional amen amendment it sets out the criteria for integrity checks for all all sorts of things which were not present therefore number one.
Number two, uh I will leave the floor to you for the second question, but I'm also a member of the FIFA Youth Football Committee. Uh and uh I can say that yes, the FIFA also has a CEO, his name is Kevin.
>> Uh yes, here at FIFA, we have a similar position, a COO within FIFA. Well, we we have uh in some associations uh at times you have a vacant position. And it can happen that the position of the general secretary is not occupied. It's not uncommon. You can have for for legal reason or for other reasons you can have an uh you know the the uh a person leaving his position or resigning. It's not uncommon, but obviously FIFA's guidance or FIFA's recommendation would be to end to to make sure that the position is filled in due course uh complying with the requirements of the statutes. You know, also the the uh that the right person is found. Uh that's also our our advice, but obviously the advice needs to the recruitment needs to happen on the right condition. I think it's more for PFF to decide when the time is is right than uh you know for FIFA to say oh look you need immediately to uh to to have some some someone on board. Yeah that that that's my view. Usually we leave it to the federation to deal with this but again it's important to have the the right people in place in the in in the right time.
The working is done on this by PFF side.
They advertised it and uh nomination papers were sub submitted and they interviewed the persons. The their presentations all things are done just uh nomination just proposal from uh our uh respected president and voting from our exo EXCO it is remaining.
>> Yeah. Well, it will have to be done at some point, but I think it's also important for the BFF president to find the right person, you know, because they will have, you know, him and Mosen and and the GS will have to work together in the best possible way. He needs also to make sure that he finds the person with the qualities he's looking for. I think that's that's elementary. You cannot just pick anyone focus on the post. We have to also look at the process, right?
the process also has to be right and I think uh maybe you want to if some people want to insist to have just like you know specific person that's also something which we need to discuss but at the the at the onset I would say that the important thing is to follow the process and now we are following the process of setting our governance structure the rules and regulation which have been missing for a long long time over more than a decade so once we set that uh I think uh everything will fall into place and inshallah of course we need a general secretary and we will have uh the right person course.

Uh why have uh independent bodies not be elected in PFF?
uh because these uh uh judicial bodies uh are coming from that uh uh normalization committee period. It has been a year. Why should we why not we completed these bodies?
Well, you cannot have independent committees now because you don't have the new constitution. Yeah, it it can only happen if you have the new framework at the moment. you have the committees that were elected under the current framework. You know, you cannot add committees now because the current PFF constitution doesn't provide for independent committees unfortunately.
But it's something we want to change uh in future a PFF once the statutes are approved they will have about 12 months I think a year to make sure that all these independent committees are are formed. uh so that's when they will have an obligation uh to make sure that those bodies are are existing but at the moment uh you know PFF is not under an obligation to do it because the new statutes have not yet been approved.
Yeah. And I think R there's one more important thing there right that's really important like at the end of the day if you look at PFF I mean PFF is like one of the only federations is a very rare case which was under the normalization committee for so many years right so so I mean of course we have a lot of catching up to do and we cannot just you know we if a federation has been sleeping in sleeping in the sense that there hasn't been an elected body that you just get up and start running of course it takes some time for the new uh management and leadership to to get it all in process I think what you're doing today and what you did yesterday is an important u part of that process part of that journey. So we need to set the right process and set set the right rules and once we have the uh right constitution the right provisions it will automatically enable us to select the right people >> in absence of the right tools you can't we can't build the right house right so it works hand in hand it's important to to emphasize the importance of why we need a proper constitution that's aligned with the FIFA and FC and why it needs to have these provisions which protect protect us and help us uh govern in a more transparent and credible manner.
>> Absolutely.
At the moment, we have a system that's not in line with the FIFA statutes.
Unfortunately, uh at the moment, the the BFF president can nominate the members of the judicial bodies. No, but that's what was done uh under the current statute. So who elects the judicial bodies?
>> Yeah. Under the current stat statute there's a contradiction. There is article 434 which say it's executive committee who appoints. So by virtue of this normalization committee was acting as an ex executive committee. So they were mandated to appoint that bodies. On the other hand it also says uh then there is also a contradictory article of uh which said it's congress who elects those bodies.
>> Okay. There's a contradiction.
>> Yeah. Well, in that case the new the new constitution will clarify that uh that those misunderstanding. It would be clear that it's the responsibility of the congress to appoint the uh members of the electoral the independent committees but you cannot have this because you have that those contradictions at the moment in the uh in the PFF constitution. Yeah. in in incumbment that constitution it is already clarified that congress uh will elect these committees.
>> Well those bodies were already in in place. So we have we we had previous decisions that were taken uh and not challenged also any decisions that actually is not challenged will become binding at some point. uh so that's in the situation we are in but I can assure you that with the new constitution you will have clarity on the process uh appointment of uh members of the electoral committee of the the judicial bodies and so forth the process would be a lot clearer to everyone at the moment the problem is that we have a constitution that is not clear that is lacking uh and that is at the end of the day not in line with what FIFA and FC want But we will we will get there. I'm I'm I'm uh I'm I'm pretty confident we will get there soon. Yeah.

This is a very interesting question.
Okay, he's saying that if the constitution is not aligned with FIFA, why did you hold the elections? And I said to him that in order to change the constitution, you need an elected body.
If you don't have an elected body, you can't change the constitution. Who else is going to change the constitution?
>> Yeah. No, that's right. I think in in in recent past, we were in the situation where uh while elections had to take place because it was the mandate of the of the NC or the mandate that FIFA gave to the NC. Uh we had to do quick fixes.
you know, we what was amended last year for the elections was was to guarantee democratic elections which was part of the mandate. Uh obviously it was only a small change that was made to the constitutions but it didn't mean at at the time that FIFA was happy with the constitution. You know uh we were happy with our political provision because we it guaranteed that we had uh fair elections but with the rest of the constitution we were far from happy. uh the same for AFC. Uh that's why we need that that that revision. It couldn't it couldn't happen before because the conditions were not not uh not there. Um but again, it's the right time now to act uh and and and take the right decision.
uh Mr. Mr. Agassan is saying that there are few stakeholder who were banned by PFF judicial bodies but they were never been given an opportunity of hearing which in our case is also against the fact we have provided them an opportunity of hearing. Uh it is also the standard provision of FIFA and PFF the judicial bodies are not always obligated to hear the parties in person but as long as you receive a written explanation or replies then you can proceed with the decision. This is what the standard provisions are. But uh as per my knowledge and understand the opportunity hearings were awarded to almost every members who were uh who against whom or against or in or those who in whose favor the decision have been passed against why the opportunity or it is a question which PF it is upon the PFF to answer I guess.
>> Yeah. Yeah. Well those decisions were taken a long time ago. uh also in on on the legal side we know it as lawyers there is no way we can now review those decisions there was a time to review them there's there was a a possibility for the parties to appeal if the if the deadline is missed uh unfortunately I mean uh otherwise you you know you would start reviewing decisions taken 20 years ago or when when do you when do you stop or when do you start revising decisions it would be uh total nonsense.
There there is a process that needs that needs to be followed. But again the new statutes will provide clarity on this.
We will have more detail. I think it will also be fairer on on anyone who wants who wants to appeal any decision taken by any PFF body. Uh the status would be clear. The statutes will be published also on PFF website. uh it will give uh anyone who is un unhappy about the the decision of PFF the possibility to appeal if the person wants it also I would like to say one thing that it's really important that we keep talking about uh why what is why why is it so important K we have to change our statutes what is the need I mean there's many reasons they're not updated according to the requirements of FIFC they're not clear they're sometimes contradictory but one very important thing I'll speak.

One thing I want to say on record like it is not just about Pakistan. FIFA requires this from all of its 211 member associations and AFC requires it from all of its 47 member associations. So this is not something specific to us. We are just very very late because we haven't been uh amending our statutes for such a long time. Part of the reason is because we did not have an elected federation but now we do. So it is very important responsibility that we have that we look at structure strong.

First of all, he asked um how would we add female members uh to our executive committee because we currently don't have female members and we already have that process in place. Uh we have the process of uh adding the executive members can only be elected through the Congress. the Congress needs to vote to elect uh female members. Secondly, asked um how if we can add walk-in football uh into the uh membership because we spoke about beach soccer and we spoke about um women's football, we spoke about uh uh footsal but walk-in football is not under a domain of FIFA as far as I know.

You know you're playing football golf but with a football actually. you have a few of these um special type of bowl sports which at the moment FIFA doesn't regulate. So I mean it's outside of you know the the the responsibility of FIFA and also of our memberations. Yeah.
>> And the third question he asked is how would we add these members to our uh to our current structures to our congress?
How would we add them uh like women football association would it work at a district level? So I said I don't know this is something that needs to my answer is it's something which needs to be defined but essentially women football association So my response is this just my response.
I said this is something which we need to still define but really if we create women's football association or football association or beach soccer association it needs to has have its own set of rules and regulations and then they need to have their election and then they send their representative to the congress very similar to what we do with a referee association. So the referee association ro they have their own elections they have their own members they elect their president to send to the uh PFF conference over to you.
>> Yeah well this should actually function in the same way as you already have a referee association a kind of a experience with uh a member that that was a that that joined the PFF Congress at some point you can replicate it with other stakeholders. But yeah, it's absolutely crucial that you have statutes that the new members have statutes. That's why we're giving them time to uh adjust or to make sure that they comply with this that they have elections and so forth. Um PFF should be providing uh guidance and assistance to those uh future members. Um and and that's what we do elsewhere. you know uh in in one country all of a sudden you might have a play association which didn't exist before uh and and it's legitimate for play association to become member of of an association. So then there is there should be a process to allow the the new future new member to join the session. They are part of the football ecosystem. You know uh uh sometimes we see them as like oh why are they joining our congress you know like competitors we shouldn't see them as competitors. We should see them as allies that they they are part of the same football ecosystem. They are all contributing also to uh to football in their own ways.

>> Yeah. Yeah. Well this is uh this is we need to guarantee uh more representation of of women you know not only in the expo but your congress that might be a solution. I mean we are looking at different uh options based also on on experience we've made in other member sations in other countries of similar size you know looking at the their football ecosystem. What can we do in order to guarantee that you have more women representation? That might be a solution to add, you know, uh uh uh member or delegates to to a member and include, you know, as as mandatory elements to have at least one women per member, for instance. Yeah. And these are all things we're currently looking at uh to to to see what's best for for Pakistani football. Uh there's not just one best option. I think we will need to look at various options also that needs a bit of more internal discussions also between FIFA and AFC to come up with the right formula for for Pakistan. Yeah.

You know what do you want to have as association as federation in future. I I also want to encourage you, you know, I think it's a it's it's the time for you also to take a decision. You have to ask yourself what do you want uh for the future of Pakistani football? What what structure, what organization do you want?
