A SIG alert is in effect right now on the five near Camp Pendleton. Thanks for joining us at 6 a.m. I'm Eric Connor >> and I'm Neta Iron Port. We do want to begin with that traffic impact alert.
Let's send it over to Vanessa Paw.
Vanessa, how will this impact people?
>> Well, thankfully it's not really causing a backup for those headed northbound leaving San Diego into Orange County.
It's impacting those who are leaving Orange County, headed into San Diego southbound, making their way towards Camp Pendleton. And mind you, this crash came in around 1:30 a.m. So, it's now that we're hitting about 5, six hours that it's been active. It originally involved a semi that rolled onto its side, blocking about three lanes, and it looks like fire crews are continuing to have all three of those lanes blocked.
Traffic down to one lane as of last track. And a minor injury was also uh involved in this incident. Uh, so this is on the five south right at Aliso Creek Rest area. If you're familiar, this is right near Camp Pendleton. As I mentioned, traffic is down to one lane for everyone headed southbound in from San Clemeni. You could actually see that the slowing is stretching anywhere between 9 to 10 miles or so. So that's how long we're tapping the brakes for and speeds down to about 10 miles per hour or so. Uh coming up in about seven minutes, we'll take a look at a live look in fact on the five closer to San Clemeni and we'll also take a look at if this is impacting travel around the Oceanside area. Back to you or Evan. Go ahead.
>> All right. Yeah, we're starting off the morning with those dense clouds once again out by the coast and toward our inland valleys. So marine layer just on repeat with May Gray. Those clouds extend all the way to the western slopes of the mountains. There are going to be more breaks in the clouds today than what we saw yesterday, but could take some time for that to happen. Uh coastline, as we get toward the noon hour, we'll finally start to see that partial sunshine. Upper 60s out there, 2 to 4 p.m. Uh along our inland valleys, though, an easy bet that we'll make it into the uh at least low 70s out there.
In the meantime, here's a gorgeous live look outside Lions Peak. Looking amazing to start off your morning just about 10 minutes post sunrise. More coming up and a look at that 7-day forecast in just a few. Back to you, >> Evan. Thank you very much. And now, new this morning, one person is dead after this crash in East County. This happened just after midnight on Lacresa Road in the unincorporated community of Crest.
This is east of Alcohon. California Highway Patrol says this pickup truck went down an embankment and you saw right there, it caught fire. Only one vehicle was involved. It is not clear why they veered off the road. Also new this morning, crews are investigating what started a house fire in Rolando Park. This happened before 11 p.m. on LMA Alta Drive near the College area.
Thankfully, no one was inside at the time, so no injuries to report here. San Diego Fire Rescue telling us most of the damage is in the attic and roof.
>> And just over two hours from now, Mayor Todd Gloria set to release his revised budget for this upcoming fiscal year.
>> Yeah. Right now, the city is facing a budget deficit of more than $120 million. News8's Tori Apadaka live downtown with what we are learning about this revised budget here. Tori, >> hi. Good morning. That's right. Mayor Todd Gloria is expected to restore some of those neighborhood services while still balancing the budget. Of course, we have been hearing a lot of push back from the community since he first introduced his budget proposal at the start of April. These are some of those areas where we have been hearing people the most outspoken about. The arts and a homeless daytime center. The original proposed budget would cut nearly all arts and culture grants for this fiscal year, slashing $6.3 million alone from San Diego public libraries. It also would eliminate more than $900,000 in funding for the Neil Good Day Center, which would likely force it to reduce hours or cut weekend services entirely.
The mayor's original proposal also calls for the layoff of 157 city employees, but specific positions targeted for elimination remains unclear. 48 middle manager positions also on the chopping block, but we do know that there were recent negotiations with that labor union that represents them. As nearly every department though faces cuts, the mayor says these remain the priority for funding, public safety, homelessness services and outreach, and infrastructure like continuing street repairs. And coming up at 8:30 this morning, Mayor Todd Gloria will be unveiling that new revised budget proposal and you can tune in and watch it live on our CBS 8 app. You can download it for free on your TV or cell phone. >> New this morning, one person is under arrest in connection to a homicide in Bario Logan. This happened last Tuesday night next to Chado Park. Police say they took 31-year-old Bonito Garcia Jr.
into custody in San Marcos yesterday.
The victim has been identified as 64y old Raul Torres. Still no motive on this. Garcia is set to be arraigned tomorrow. A jury is now seated in the Larry Millettee murder trial. 12 jurors and six alternates were chosen from a pool of 180 candidates after two days of questioning. Millette is accused of killing his wife Maya, who disappeared more than 5 years ago. Her body has never been found. Opening statements begin Monday and the trial is expected to last up to three months.
>> Testimony resumes today in the trial over San Diego's new trash collection fee. A group of homeowners are suing the city, saying they were told the cost would be between $23 and $29 a month, but they say the city nearly doubled that amount to about $44. Yesterday, the judge sided with the city to exclude testimony from the mayor and from council members, but a former environmental services employee will be allowed as an expert witness.
>> We have an update on a story that we've been following this week. La Mesa leaders approving an ordinance last night. ordinance last night that would ban kids under the age of 12 from riding ebikes.
>> News8's Chris Gro joining us live in La Mesa this morning to tell us when this is set to take effect. Chris, what are the details?
>> Yeah, good morning guys. This will take effect in about 30 days. It's going to ban those that are under or excuse me 12 and under from riding those class one and two ebikes. Those that are 16 and under already banned from riding those class three ebikes. This is what supporters had to say just yesterday.
We have little to no ordinance or policy addressing ebikes, especially when it comes to young children.
>> Usually changes like this with new tech like ebikes. It's going to take a maybe like a incremental steps. So, uh, age limit bueno.
>> The following.
>> Yeah. So, La Mason now joins a growing list of cities to implement these age restrictions. Carlsbad, Chula Vista, Powe, and Santi just to name some. The reason why because they feel that there has been a sharp rise in ebike injuries among children across San Diego County.
The vote was 4:1. Mentioned it'll go into effect in 30 days. First, there's going to be a 60-day probationary period where warnings will be issued for violators. Then after that, we will start to see fines go out. There were some that were against this. Here's a short clip of one of them.
this law would criminalize my kids riding to school with me beside them.
>> And as for those fines, again, what we're hearing is that they will cost about $25 and there is a chance that this could be revisited after about a year. Back to you guys in studio.
>> Thank you, Chris. And now, let's check in on that traffic impact, especially north people coming into town, right, Vanessa?
>> Yeah, it's that's who it's mainly impacting. So, if you're just tuning into our newscast and maybe you know anyone that's headed in from Orange County uh towards San Diego, you may want to give them a fair warning that we're tracking a pretty big SIG alert that is causing a pretty big backup as you make your way in from San Clemeni headed towards Camp Pendle and eventually into the San Diego area. So, this is the five uh and unfortunately I couldn't get closer to the scene. This is the closest I could get. This is at uh right at Christianitos and this is again if you're familiar with Orange County, San Diego, you know exactly where this is. This is kind of as you make your way past Camp Pendleton headed north entering Orange County. Uh so this is a look I'm seeing if uh there is a backup stretching this far and it looks like there is not. As we pull up the traffic maps for you and kind of showcase exactly where all of this is happening. It is just near Camp Pendleton. So right at the Alisa Creek rest area. Traffic is currently down to one lane. This crash uh came in around 1:30 a.m. and it's been active ever since. The latest update we received from CHP and CALR was around 4:30 a.m.
and we got confirmation that they will have at least three of the four lanes blocked for at least the next couple of hours. This crash was uh reportedly involved a semi that rolled onto its side, blocking a few of the lanes with uh the driver suffering minor injuries.
Right now, the slowing stretching anywhere between 9 to 10 miles uh or so, and the speeds are down to about 10 miles per hour. As I mentioned, it's not causing a delay for anyone headed northbound. It's impacting that southbound drive coming in from the OC headed towards Camp Pendleton, eventually into the Oceanside neighborhoods. As we take a look at the southbound drive, speaking of the five, we're in pretty good shape. Steady speeds at about 75 miles per hour, averaging about 10 minutes. If you're traveling in from Escanido this morning, same deal. about a 10-minute ride. 70 mph speeds, full span of the 78 from the 15 to the 5 will take you about 15 minutes with average speeds about 70 70 mph or so. Uh let's go ahead and switch gears and see what it looks like coming in from the east county headed west.
About 3 to 7 minutes steady speeds there on both the uh five or excuse me the 52 as well as the eight along with the 94.

>> All right, 610 right now. Let's take a look at the forecast here on our Wednesday. halfway through the week and with it we've got a change in the forecast that brings us back to a more standard range especially out toward our mountains and deserts where things were pretty warm out there for Sunday and for Monday. You can see what those afternoon highs look like at least for the next couple hours. I do want to show you though uh first off a little bit of what we've got going on out there as far as your current temperatures go. Uh 60s right now in Es Ensenus and Delmare, 59 in Mirram Mesa, 52 in Alpine to kick off the morning. When we look at your wind speeds and gusts, we were a little breezy yesterday. We're expected to see those breezy winds again today. Uh that just means that along the coast and inland, we'll get up to maybe 20 miles per hour on your wind gust. Sustained speeds right between about 10 and 15 miles per hour. Breezy by all means, but the most intense wind speeds are going to be out toward our local deserts.
Sprago Springs could top 40 m hour at times. Here are those high temperatures now. 73 this afternoon in Sanro, 78 in Santi and Elcohone. Mir Mesa is going for a high of 75. Off toward the coastline, it's going to be harder to make it to the 70s. We are likely to stay in the 60s. La Hoya, for example, 66. Imperial Beach 68. And you've got uh Pacific Beach, PB at 66 as well. Up in North County, similar scene on hand.
Salana going for 69. Carl'sbad 71. San Marco 75. And RB looking at a high today of 77 degrees. The big question is, will we see the sun even with the more mild comfortable temperatures out there? The answer is we are likely to by the afternoon. So along the coastline, that's going to be the hardest spot to see that afternoon sun. But as we move inland, that clearing is expected to occur closer to about the noon hour. And that's when we're anticipating more and more of that sun beaming down on us. A much better opportunity in the afternoon stretch than in the morning. Uh that ridge of high pressure really building over the central part of the country.
You got uh El Paso going for 95 today.
Out in Miami, 96 on that forecast high.
A good portion of the country going to be warmer than our coastal temperatures today at 69 this
