How One Fatal Decision Destroyed Every British City (Except London)

[00:00:00]Somewhere in Britain right now, two men are arguing about why the north of England is poorer than the south. Not a single English region north of London earns more than the United Kingdom average. Transport spending in London runs at more than twice the level per head as in the north. London is home to $227,000 millionaires.

[00:00:28]No other British city comes close. There are simple answers. Globalization, the unions, decades of underinvestment in British manufacturing that predated the 1970s.

[00:00:42]All three are true. None of them is the complete answer because what all three miss is one morning. June 12th, 1979.

[00:00:54]Six weeks ago, Britain elected its first female prime minister, Margaret Thatcher. Her chancellor, Sir Jeffrey Hal, stands up in the House of Commons to deliver what will become the most consequential economic decision in modern British history. That same morning, 260 mi to the north in County Durham, the dayshift at Conet Steel Works is already at the furnaces. At its peak, this works employed 6,000 men. Pat Carr is one of them. red oxide dust on every window sill in town. He has no idea what is being announced in London.

[00:01:30]What happened to concert and men like Pat Carr over the next 15 months would tell you everything you need to know about what happened to every British city. Everything except one.

[00:01:42]To understand how one economic decision from 1979 still divides the country today, you have to understand the woman behind it. And to understand her, you have to start above a groceryer shop in Grandanthm.

[00:01:56]Alfred Roberts, alderman, grosser, Methodist lay preacher. The flat above the shop at North Parade. No central heating, no indoor lavatory until Margaret was old enough to remember its arrival as a luxury. Alfred reads everything. political pamphlets, sermons, economics, and Margaret reads what Alfred reads. The household discipline is total self-reliance.

[00:02:27]The conviction that competence is its own reward. The idea that public spending you have not earned is moral weakness dressed up as kindness.

[00:02:36]She wins a scholarship to Somerville College, Oxford in 1943, reads chemistry, graduates in 1947, and somewhere in those Oxford years, she encounters Friedrich Hayek's The Road to Surfom, not as a student radical, but as a confirmation of something she already believed before she had the vocabulary for it.

[00:02:59]What strikes me about this part of the biography is thatcher did not read Hayek and change her mind. She read Hayek and found someone who had finally written down what she already thought. The road to surfom was for her less an argument than a permission slip. The conviction was already there. She will spend the next 30 years looking for the opportunity to act on it. And the country is breaking. OPEC October 1973.

[00:03:27]The price of oil quadruples in 3 months.

[00:03:31]Heath introduces the 3-day working week in January 1974 to ration electricity.

[00:03:36]Heath loses the February election after the second miner strike. The snap election is a humiliation. Retail price inflation peaks at close to 27% in August 1975, higher than in any comparable western economy.

[00:03:52]In September 1976, the International Monetary Fund agrees a $3.9 billion loan to Britain. At the time, the largest the fund had ever extended. The conditions are explicit. Spending cuts and monetary control. James Callahan, Labour Prime Minister, stands at his own party conference in Blackpool on September the 28th, 1976.

[00:04:18]He tells his own movement they can no longer spend their way out of a recession, that the option has ceased to exist, and that it had only ever worked by injecting bigger doses of inflation, followed by higher unemployment.

[00:04:33]A Labour prime minister publicly burying Keynesianism in front of his own conference. His chancellor, Denny Healey, had turned back from Heathrow only weeks earlier. He abandoned a flight to Manila because the pound was collapsing faster than he could travel.

[00:04:50]Then the winter of discontent.

[00:04:53]Lororry drivers, hospital workers, gravediggers.

[00:04:57]Rubbish piling in Leicester Square through January and February 1979.

[00:05:02]The misquotation that stuck. Crisis.

[00:05:06]What crisis? Captured something real.

[00:05:10]The country had a genuine problem. The disease was real. This matters because before you can judge the cure, you have to understand what was being treated. On May the 3rd, 1979, the country votes.

[00:05:25]The Conservatives win a majority of 43 seats.

[00:05:29]That creates the opening for one man.

[00:05:32]Sir Keith Joseph, member of Parliament for Leeds North Dist, a senior conservative who after Heath loses the February 1974 election undergoes what he later calls his damsine conversion.

[00:05:48]In September that year at Preston, he publicly repudiates 40 years of his own party's economic policy. Monitoriism, he tells the audience, is the only answer.

[00:06:02]Conservative governments have themselves been complicit in Britain's decline. The party grandees are appalled. A second speech in October on birth rates and the moral character of workingclass motherhood ends his leadership chances within 24 hours. He withdraws.

[00:06:23]Margaret Thatcher steps forward. The Center for Policy Studies, founded by Thatcher and Joseph in the wake of Heath's defeat, becomes the intellectual infrastructure for a counterrevolution being built inside the Conservative Party itself.

[00:06:42]Milton Freriedman visits London. The montorist influence is not casual. It is the apparatus they will use when the country finally breaks.

[00:06:53]She has the conviction now. She has the keys to Downing Street.

[00:06:59]And 6 weeks later, on the morning of June the 12th, 1979, her chancellor stands up in the Commons to deliver his first budget.

[00:07:09]260 mi north, the dayshift at Conset is already through the gate. What the men at the furnace floor do not yet understand is that the numbers being read out at the dispatch box that morning will determine whether they still have jobs by Christmas 1980. The cure has arrived and it is read out in a single morning at the dispatch box. The chancellor is Sir Jeffrey Hal, a barristister by training, precise, methodical, and genuinely undramatic.

[00:07:39]The dead sheep quality that Dennis Healey would later mock in the Commons was inside Thatcher's first cabinet exactly the right instrument.

[00:07:50]She had the political will. Joseph and the Center for Policy Studies had the theory. How was the man who would stand at the dispatch box and read the numbers aloud? His certainty was not arrogance.

[00:08:03]It was conviction built across 20 years of watching the alternative fail.

[00:08:08]A man that certain given that much power is either the thing that saves you or the thing that destroys part of what you used to be. So the budget itself value added tax was raised from 8% to a single unified rate of 15%.

[00:08:28]Basic income tax was cut from 33% to 30%.

[00:08:33]The top rate was cut from 83% to 60%.

[00:08:38]The minimum lending rate was raised from 12% to 14% on budget day itself. And the foundation that almost no one outside the Treasury understood at the time was the gradual dismantling of exchange controls. They were eased on the 12th of June. Eased further on the 18th of July, fully abolished on the 23rd of October 1979.

[00:09:01]For 30 years, it had been illegal for British capital to move overseas without Treasury permission.

[00:09:07]Now it was free. Underneath all of this sat the medium-term financial strategy.

[00:09:14]A public multi-year commitment to reduce the growth of the money supply yearbyear regardless of unemployment until inflation was broken. One target, no targets for jobs, no targets for manufacturing output, no targets for regional investment. The money supply.

[00:09:34]Everything else was the price of getting that one number right. By November 1979, the minimum lending rate had been raised to 17%.

[00:09:46]When I was going through the Treasury commentary on this period, I kept coming back to one figure, 25%.

[00:09:54]Sterling appreciated approximately 25% against a basket of trading currencies between 1979 and 1981.

[00:10:04]Hold that number. It is the mechanism by which everything that follows becomes inevitable.

[00:10:11]Two forces drove sterling that high. The first was the interest rate. Foreign capital chasing 17% returns bid the pound up against every currency it touched. The second was North Sea oil.

[00:10:25]The second OPEC shock in 1979 had already spiked global oil prices.

[00:10:31]Britain, newly an oil exporter, became a pro currency almost organically.

[00:10:38]The Treasury tolerated the appreciation and internally judged it acceptable, even useful as a discipline on inefficient industry.

[00:10:49]That was the phrase used, inefficient industry.

[00:10:53]260 mi north of Whiteall at the furnaces, it meant something very specific.

[00:11:00]A strong pound sounds on the face of it like stability. To a foreign exchange dealer in the city, it was to a manufacturer trying to sell finished goods into European markets in 1980.

[00:11:14]It was a catastrophe unfolding in slow motion. And what Conette made was not generic. The steel produced at Conet Iron Company's works, operating continuously on that hillside since 1840, was a product with a reputation.

[00:11:34]Structural sections for the Tine Bridge, opened 1928, whose arch carried the road into Newcastle, were made from concept rolled steel. plate steel for the shipyards at Sunderland, Walls End, and Gates Head. Customers Conette had been supplying since the 1880s.

[00:11:52]Three generations of purchasing managers in those yards knew the name, knew the tolerances.

[00:11:59]That trust was the product as much as the steel itself.

[00:12:03]Every point Sterling rose against the Deutsch mark was another point of price advantage handed to Thy in West Germany and Cockaril in Belgium. By the start of 1981, Concept's product was costing in European currency about a quarter more than it had 18 months earlier. The steel had not changed, the workforce had not changed, the exchange rate had changed, and the exchange rate was everything.

[00:12:31]In Dipton, a few miles from the works, Pat Carr is reading the local paper.

[00:12:37]Steel worker on the furnaces, 11 years at concept. His father worked there. His uncle worked there. He does not yet know what is coming. By the second half of 1979, the British Steel Corporation was moving against conset. By December, the closure was being prepared. The formal confirmation followed early in 1980.

[00:13:01]6 months after the budget, the work of closing the works had begun. The operational rationale was coastal prioritization.

[00:13:11]The 10-year development strategy published in 1973 under Heath years before Thatcher took office had designated a handful of coastal locations as viable for long-term investment. Red car port Talbbert Skunthorp Lanwarn coastal plants could import raw materials cheaply by sea and export finished product by the same route. concept 40 mi inland in the Durham Hills had been condemned by that logic long before the budget. The sentence was written in 1973.

[00:13:47]What the budget provided in 1979 was the execution.

[00:13:52]What the strategy did not account for was that an independent audit commissioned by the Iron and Steel Trades Confederation found concept to be one of the most productive plants in the country in its final year. and on the union's reading of the books profitable.

[00:14:10]BSC's centralized accounts disputed the conclusion. The dispute was never tested in public hearing. 300 m to the south in a city fed by the same budget, a very different kind of answer was already arriving.

[00:14:26]With exchange controls lifted in stages through the second half of 1979, capital that had been legally required to stay inside Britain for 30 years began to move. American investment banks, Japanese securities houses, continental funds.

[00:14:44]London offered something no other major financial center could match. no capital restrictions, a common law system, English as the working language of finance, and a time zone bridging New York's open and Tokyo's close in a single working day. One budget, two cities, opposite outcomes.

The Iron and Steel Trades Confederation, Pat Cars Union, commissioned and submitted what came to be known as the alternative plan, conversion to electric arc furnace technology.

[00:15:45]This eliminated the dependence on imported coing coal, removed the rail access disadvantage and aligned consent with the direction the European minis were already moving in in Italy, Spain and parts of West Germany. The capital cost was significant but not impossible.

[00:16:06]The business case was documented, costed and presented in writing.

[00:16:11]Pat Carr is on the campaign committee.

[00:16:15]He spends weekends through the spring of 1980 traveling to lobby MPS in London. He sits in a Westminster waiting room in a suit he has owned for 15 years holding the alternative plan and waits for a conservative backbencher who does not turn up. The chairman of the British Steel Corporation at the time of the closure decision is Sir Charles Villers Eton then New College Oxford military cross in the Second World War.

[00:16:49]A merchant banker by background parachuted into the BSC by the previous Labor government in 1976.

[00:17:00]By 1980, he has spent four years inside a corporation, losing money on every ton it produces, and his view of consent has already hardened.

[00:17:12]The alternative plan reaches the BSC board. There is no formal hearing. There is no commissioned counter analysis.

[00:17:22]The decision, as the Union delegation is informed, is already made. On the 1st of May 1980, the government announces a successor to Villers. Ian McGregor, a Scottishborn American industrialist who has spent his career at AAX, rationalizing mining operations through aggressive cost reduction. He joins the BSC board as deputy chairman the next day.

[00:17:52]He takes over fully on the 1st of July.

[00:17:55]He inherits the conset decision and he does not soften it. Within 3 years, he will have cut the British Steel Workforce from 166,000 to 71,000.

[00:18:07]By 1983, the government will move him to the National Coal Board, where his real work as a closer of nationalized industries will begin. But for concept, the closure letter has already been written.

[00:18:21]140 years of metallurgical knowledge.

[00:18:24]Workforce skill passed from father to son across three and four generations.

[00:18:30]Supplier relationships and customer trust built across a century and a half of continuous operation. Once you destroy that, you cannot reconstruct it.

[00:18:39]The skill is in the muscle memory of men who have spent 30 years on a particular furnace. You do not get it back by reopening the gates. September the 12th, 1980.

[00:18:53]The last charge goes into the furnace at 6 in the morning. Pat Carr is there for the final shift. The heat builds the way it has built every morning for 140 years. The red orange glow through the furnace doors before sunrise. The smell of hot iron and coke dust catching in the back of the throat. the overhead crane moving into position above the mouth of the converter. The deep clatter of steel running into the mold. And then just after the shift change for the first time in living memory, it stops.

[00:19:30]Not at the end of a working day, permanently.

[00:19:34]Over 4,000 jobs go with it directly.

[00:19:37]The regional supply chain, the holers, the refractory suppliers, the local engineering firms that existed because the works existed begins to unwind across the following 12 months. The red oxide dust that had hung over concert since before the oldest man in town was born disappears from the sky within months. By 1981, the unemployment rate in Conet has reached more than a third of the working age population.

[00:20:07]The town begins to lose its young.

[00:20:10]Here is what I find genuinely painful about this. The works were not ancient history. The alternative plan was a serious document presented in good faith. The electric arc technology existed and worked. The workforce existed. The commercial case had been made and submitted in writing.

[00:20:29]What did not exist after the morning of June the 12th, 1979 was the financial logic to save any of it. The high interest rates had made the capital cost of modernization prohibitive.

[00:20:44]The strong pound had taken the export customers. Villars was the man who signed the closure letter. The budget had written it for him.

[00:20:54]January 1981, Alan Walters is brought into number 10 as Thatcher's personal economic adviser.

[00:21:03]An academic monitorrist from John's Hopkins parachuted into Downing Street to stiffen the spine of a policy the rest of the profession was about to denounce in writing. On the 10th of March 1981, how delivers his second budget. The country is in the deepest recession since the 1930s.

[00:21:25]Unemployment is rising past 2 million on its way to three. Manufacturing output is in collapse. The orthodox response would be to loosen fiscal policy. How does the opposite? Taxes rise by4 billion pounds in the middle of mass unemployment.

[00:21:45]Tax thresholds are not increased to compensate for inflation, dragging more workers into higher brackets. The squeeze is deliberately made tighter. 20 days later, 364 academic economists write a joint letter to the Times. Among the signitaries are four former chief economic advisers to the British government. The letter is precise. There is, it states, no theoretical basis in monetary economics for believing that current policy will produce the results the government claims.

[00:22:22]The policy is causing avoidable and permanent damage to the productive base of the British economy.

[00:22:29]The prime minister's response is that she will not be changing course.

[00:22:45]Manufacturing employment in Britain falls by more than a third. Between 1979 and 1993, it falls from 6.8 million workers in June 1979 to around 4.3 million by the early '90s.

[00:23:01]Approximately 2 1/2 million jobs were lost from the productive economy.

[00:23:06]That figure is not contested.

[00:23:10]By 1981, the divergence between London and the rest of the country is no longer a forecast.

[00:23:18]It is an observable reality.

[00:23:21]And it is worth being precise about what that means. London in 1981 was not uniformly prosperous. The Brixton riots that April were a genuine crisis of urban deprivation. London also lost hundreds of thousands of manufacturing jobs in this period. The royal docks had closed. The industrial east end was in steep decline and parts of inner London were as poor as anywhere in the north.

[00:23:49]The divergence is not a story about London suffering less. It is a story about London being handed a recovery mechanism by the same decisions that denied one to concept. The mechanism was the abolition of exchange controls.

[00:24:05]Capital had been accumulating in the city through 1979, 1980, and 1981.

[00:24:11]Foreign banks, international money markets. The infrastructure for what was about to happen was assembling.

[00:24:18]The North's recovery mechanism had historically been its manufacturing base, priced out of its export markets and starved of investment capital by the same interest rates supposed to cure inflation.

[00:24:30]By the middle of the 1980s, London and the northern cities were no longer in the same recession. They were in different economies. And on the 27th of October 1986, London's mechanism fires.

[00:24:44]The direct trigger was a deal struck in 1983 between Cecile Parkinson, then trade and industry secretary, and the London Stock Exchange. an agreement to modernize the exchange voluntarily in exchange for the government dropping a restrictive practice court case. The foundation that made the deal possible and made everything that followed explosive was the open capital environment how had created in 1979. The event becomes known as big bang. Fixed commissions on share dealing are abolished overnight. The distinction between stock brokers and stockers disappears. Foreign ownership of member firms is now permitted. Open outcry trading on the floor of the exchange gives way in the space of a single working day to electronic screens.

[00:25:34]The city did not modernize gradually.

[00:25:37]It transformed overnight.

[00:25:40]Foreign capital floods into the city in the year that follows on a scale that had no precedent.

[00:25:47]Salaries in the square mile pull away from salaries everywhere else in the country and never come back. Same budget, two cities, one gets a closure letter, one gets a trading floor.

[00:26:02]45 years on, the numbers are no longer arguable.

[00:26:07]Today, London is home to roughly $227,000 millionaires, 370 centmillionaires, and 35 billionaires. By that measure, London sits among the five wealthiest cities on Earth. No other British city appears anywhere near the list. The infrastructure spend follows the wealth.

[00:26:30]Over the decade to 2022, transport spending in London ran at roughly £1,180 per person per year. In the north of England as a whole, the figure was about486.

[00:26:44]Had the North received the same per head transport investment as London over that decade, it would have been about 140 billion pounds better off, more than enough by the Institute for Public Policy Researchers calculation to build seven Elizabeth lines. Glasgow, Liverpool, Sheffield, Newcastle, Birmingham, five cities with five different industries and five different detailed histories of decline. Glasgow's shipyards, Liverpool's docks, Sheffield's steel, Newcastle's mines and yards, Birmingham's motor trade. Each with its own distinct causes, its own timeline, its own particular management, failures and structural vulnerabilities.

[00:27:31]Their stories are not identical. What is identical is the inflection point. Pull up the regional GDP data across all of them and you see the same thing, a before line and an after line and the line between them sits at 1979.

[00:27:50]What most people don't realize, and I certainly didn't before going through the data on this is that the divergence doesn't look gradual on a chart. You do not see a slow drift. You see a step change. Today, not a single English region outside London and the Southeast has a GDP per head above the United Kingdom average.

[00:28:17]Every one of them sits below it, right to buy. The Housing Act passes in 1980.

[00:28:25]Council homes sold at up to 50% discount under the initial provisions of the act.

[00:28:32]No obligation on local authorities to replenish the stock. The same logic as the budget. Value extracted now.

[00:28:41]Capacity destroyed for the future.

[00:28:44]Decades later, a substantial proportion of those discounted homes are owned by private landlords and rented at market rates to people whose grandparents bought them off the council for the price of a small car. The men watching this video were there. Some of them received redundancy letters in 1980 or 1981.

[00:29:07]They were told the medicine was bitter but necessary, that Britain had to be modernized, that the pain would be temporary, that the prosperity to follow would reach the place that had borne the worst of it. 45 years later, the concept work site is a supermarket car park and a cycle route. The cities named above sit at the bottom of every regional prosperity index in Western Europe.

[00:29:35]London houses more high- netw worth individuals than any city on the European continent. The food banks in the northeast are now busier than they have ever been. The pain they were told to expect was real. The destination they were promised was the eli.

[00:30:15]West Germany faced exactly the same global pressures and chose to manage the transition, retaining a world-class manufacturing base that survives in Bavaria and Bonver Vertonberg today.

[00:30:28]Yes, Britain's manufacturing base had structural problems that predated 1979.

[00:30:34]Chronic underinvestment, quality gaps, labor relations issues that had been building since the ' 50s. Those problems were real, but West Germany had its own structural pressures and made different choices. The 1979 budget did not invent the rot. It poured accelerant on it and then denied the fire service access to the city's burning. The one who blames the unions is wrong in the arithmetic.

[00:31:00]The unions did not set the minimum lending rate at 17%. The unions did not abolish exchange controls. The unions did not strike the 1983 deal with the stock exchange that triggered Big Bang in 1986.

[00:31:14]Every axis of regional divergence, income, investment, employment, infrastructure, healthy life expectancy shows the same pattern across the industrial cities a before and an after the same date. And the logic for that divergence was written by one man in one document read out on one morning at the dispatch box. A handful of British cities found ways out. Edinburgh built a financial sector on the back of the same deregulation that built London's.

[00:31:50]Bristol pivoted through aerospace and services. Cambridge caught a technology wave in the '90s. The cities that escaped were the ones not structurally tied in 1979 to a single heavy industry.

[00:32:05]The cities that did not escape had built their entire municipal identity on making something, ships, steel, motorcycles, cars.

[00:32:19]Those cities had no recovery mechanism.

[00:32:22]They had only the industry the budget was about to price out of its export markets. Every one of them without exception separated from London on the same date for the same reason because London received Big Bang. And Big Bang came from the same budget as the redundancy notices in concert.

[00:33:12]Visible for miles. Close your eyes. The thump of 6,000 pairs of boots through the gate at 6:00 in the morning. The heat of the furnaces coming through the plant walls in the depth of winter. The red oxide dust in the air on your coat collar on the window sills of every house in town. In the back of your throat by the end of the shift. The sound of the overhead crane moving into position. Pat Carr walking onto the furnace floor at 6:00 in the morning on the 12th of September, 1980.

[00:33:49]Not yet knowing this is the last time.

[00:33:52]Open your eyes. A cycle path, a car park, a sculpture made of stainless steel cast in Germany, standing on the site of a British steel works that no longer exists. We did not lose consent because the world changed. We lost it because of a decision taken on a known morning by people we had elected in a budget speech we were never asked to read. A speech delivered by a man Jeffrey Hal who was utterly certain he was right and whose certainty shaped every economic decision that followed for the next decade. And two men are still arguing today about why the north is poorer than the south. The answer is underneath them. It was decided on the 12th of June 1979 and nobody asked on set what it thought.
