Under the command of Admiral Ronnie Gil Gavin, aircraft were sent overhead, [music] cutters and patrol vessels were dispatched to challenge and where possible drive away ships deemed [music] unauthorized.

[00:00:17]Admiral Gavin put the policy plainly. We will not tolerate any illegal marine scientific research conducted without our government's consent. That sentence summed up a shift from private diplomatic protest toward a demonstrable operational posture at sea.

Marine scientific activity in an EEZ generally requires the consent of the coastal state. Manila also [music] points to the 2016 international arbitral ruling that rejected broad historic claims over vast swathes of the South China Sea.
