Under the command of Admiral Ronnie Gil Gavin, aircraft were sent overhead, [music] cutters and patrol vessels were dispatched to challenge and where possible drive away ships deemed [music] unauthorized.

[00:00:17]Admiral Gavin put the policy plainly. We will not tolerate any illegal marine scientific research conducted without our government's consent. That sentence summed up a shift from private diplomatic protest toward a demonstrable operational posture at sea.

UNCLOS defines maritime zones, maps [music] up the rights of coastal states and their exclusive activities like marine scientific research. For the Philippines, the rules are clear. Marine scientific activity in an EEZ generally requires the consent of the coastal state. Manila also [music] points to the 2016 international arbitral ruling that rejected broad historic claims over vast swathes of the South China Sea.
