[00:00:08]It is a big blow to William R this morning because the Katipa Institute continues to win so big in the issue of the already ongoing setting up of the Ebola quarantine facility in the Lyia military airb.

[00:00:35]Katiba Institute had moved to court to seek orders to block the proceeding of the setting up and those orders were granted.

[00:00:51]Even the American government confirmed that yes, we are aware of the court orders in Kenya and we are trying so hard to find out on how we are going to resolve this.

[00:01:12]So this morning, Katiba Institute again has made strides on the case and it is a win for the people of the Republic of Kenya.

[00:01:30]If those in authority are going to respect the rule of law, America has always pushed for the respect of country's laws.

[00:01:47]I failed to understand why this time round they are defiant on Kenya's orders.

[00:01:57]The high court has this morning granted conservatory orders restraining the government from establishing, operationalizing, facilitating, approving or permitting an AOL quarantine isolation exposure or treatment facility in Kenya person to the challenged arrangements with the United States or any other foreign government pending the hearing and determination of the petition.

[00:02:40]The court has this morning father prohibited the admission into transfer to receipt within or facilitation of entry into Kenya of persons exposed to or infected with Ebola under the challenged arrangements.

[00:03:09]The court has also compelled the respondents to disclose all agreements, negotiations, approvals, risk assessments and operational protocols relating to the proposed facility and arrangement within 7 days. Remember in the petition which I read here when I was doing the analysis, the Katiba Institute petitioned the Ministry of Health led by the cabinet secretary Aden Dual to disclose all agreements, negotiations, approvals, risk assessment ments and operational protocols relating to the proposed facility.

[00:04:13]So today the courts have ordered that the cabinet secretary for health aden to produce those documents within a period of 7 days.

[00:04:32]The Katiba Institute received those orders on 29th and they said that um these orders were being sought pending the hearing and the determination.

[00:04:56]These orders according to Katiba Institute maintains the current state of affairs prevent irreversible actions from being taken before constitutional scrutiny and ensure transparency and public accountability in a matter raising significant concern about public health, sovereignity and constitutional governance. Once again, from this platform, on behalf of the people of the Republic of Kenya, I say congratulations to the Katiba Institute for this bold step because we must understand that yes, they're building an EBA facility. Was the county government of Lakeia consulted?

[00:06:00]Was the health department at the Lykeia County? Were they consulted the people of Lykeia and other Kenyans?

[00:06:14]Where was the public participation held to approve the go ahead as per how our constitutional laws say.

[00:06:47]The Katiba Institute came stood in the gap and said we are here to represent and protect the people of the Republic of Kenya. This is a big blow. I am keeping watch here to wait and see if the American government is again going to respond.

[00:07:37]The days ago personnel from the United States had already landed in Lipia to oversee the process of setting up that quarantine center. They had already arrived yesterday. We had protests in Nuki.

[00:07:57]Residents of Lipia County came out in large numbers to say no.
