By its definition, it can conflict with anything before and it changes the constitution by being ratified. Um, the only way something could be unconstitutional is if it was improperly ratified. Um, which I don't know if that's what you're saying. Uh, but provided that you accept that the 14th Amendment was properly ratified, it's constitutional. You might not like it.
