While Sparta looked inward, Athens became famous for its democratic reforms and its culture of open intellectual debate. However, this democracy was exclusive. It relied on a large population of non-citizens, slaves, and foreign residents who provided the labor that allowed Athenian citizens to participate in politics.
This need for resources led to the creation of the Delian League. It was originally framed as a defensive coalition against the Persian Empire where Greek cities pulled their money and ships for a mutual protection.
