When multiplying a decimal number by 10, 100, or 1000, move the decimal point to the right by the number of zeros in the multiplier; if the decimal number has fewer digits after the decimal point than the number of zeros, add zeros to complete the operation. For example, 4.7 × 100 = 470 (move decimal 2 positions, add 1 zero), 14.23 × 1000 = 14,230 (move decimal 3 positions, add 1 zero), and 0.4 × 100 = 40 (move decimal 2 positions, add 1 zero, then remove leading zero).
