>> Yeah, somewhat. I don't know. It's just I've never been told that before, so I didn't really know how to take it, if that makes sense.

Court must ordinarily cause emergency response, place a person in fear, or disrupt a public place. Intoxication under section 4902 requires two elements, not one. Decation and impairment to a degree that may endanger the person or another.
Subject admitted three to four large glasses of wine and rated herself five out of 10. Passenger element is met by lost identification and stated intent to fly internationally alone. Under the fourth amendment, the encounter began as a consensual contact requiring no suspicion. Ripened into a Terry detention under Terry versus Ohio decided in 1968. Reasonable suspicion required three witness statements, observable intoxication, and admitted alcohol consumption. The combined record exceeds the reasonable suspicion threshold by a comfortable margin.
Tension later escalated to a custodial arrest which requires probable cause.
Probable cause for both offenses is independently established by the witness corroboration.

Third, threats made in airports, schools, and other protected spaces are treated under heightened standards. Decation, humor, and frustration are not defenses to a knowingly false bombstyle report.
