The law generally has this requirement for anybody that's um adversely impacted to exhaust all of the remedies available to them at the local level.
So, for example, you might have a decision made by a planning board or a land services director that you don't like. You cannot just go immediately to court in many jurisdictions. Typically, there's some review process at the local level, whether it's through a hearing examiner, sometimes it goes to the city commission or city council. Often, the board of county commissioners themselves will serve as the final decision-maker.
So, if if you're really impacted by something and wishing to challenge it, you have to be very certain that you've covered all of those bases before you're allowed to go to court with it.
