This video documents how law enforcement officer Richard Russell violated multiple constitutional rights during a traffic stop and subsequent search, including conducting a warrantless search of an elderly woman's home despite her explicit refusal, executing a search warrant without proper judicial authorization, and using excessive force during a traffic stop. The journalist obtained the search warrant through Georgia Open Records Act requests and revealed that the warrant lacked proper documentation including the judge's name and specific descriptions of what was being searched for, demonstrating how procedural violations in law enforcement can lead to constitutional violations and the need for proper oversight and accountability mechanisms.

1038 ONE RUNNING DOWN.
OKAY. DOWN.
>> Put your hands behind your back.
>> Okay. Okay.
>> Got a gun. Got a gun.
>> I know.
>> I don't have no gun.
>> Same location in previous.
>> One to 10.
Meet Richard Russell, a cop that I have been profiling since 2021 after the death of Jermaine Jones. That video can be found in the link in the pin comment. I tracked Richard Russell from the Richmond County Sheriff's Office to the Warrington Police Department to the Thompson Police Department to the Bib County Sheriff's Office and now he is no longer in law enforcement. He is under post investigation for multiple reasons. One being his arrest at the lake in Columbia County that happened not too long ago.
That video link can also be found in the pin comment. But we want to talk about this case. This traffic stop escalated to Richard Russell and his goon buddy searching this young man's 82year-old grandmother's home. and he already told Richard Russell that he stays with his girl. She does not consent to anyone searching her home, but he did it anyway without a warrant. I called the judge. I compromised him on the phone. All the charges were dropped in this case. So, let's get back into the video and find out just how vile this lunatic cop really is.
>> That was dumb.
>> I ain't doing nothing.
>> That was dumb.
>> I don't have no gun, sir. You ain't got no gun.
>> No, I don't have no gun.
>> Then why you got a Glock mag?
>> That might have been Never mind.
>> He's got dope in the bag.
>> Stand up, >> man. All we going to do is talk to you and you want to run from us.
>> Yeah, it's all right. Don't move.
>> Oh, broke half my [ __ ] [ __ ] like a clown right here.
>> Where'd your license at, man? At home.
>> Oh, it's at home. Well, you ain't going to need it cuz you can't drive in jail.
Are we done with all the dumb [ __ ] Okay.
Let me find my camera so I can talk to you >> right there. Like reasonable people.
Okay, >> Mr. I am Officer Russell with the Warrington Police Department. Okay. Are you hurt in any way?
>> No, sir.
>> All right. So, you don't need to see EMS or anything like that?
>> No, sir.
>> Okay. I apologize that we had to throw you down on the highway and I had to tase you like that. But if you hadn't to run and tried to fight me, we could have just had a conversation. Fair?
>> Yes, sir.
>> All right. I'm going to search you and your person to make sure there's nothing else on you.
>> How much money do you Oh, by the way, I'm sorry. I forgot to tell you, sir.
>> Uh, that's a stop sign you ran while we were sitting right here.
>> When you turn left right there, >> I don't even remember the name of that short road right there, but yeah, you made a left turn, you have to stop.
Okay, >> that was that was it. Do you live by yourself or you got family over there on me?
>> My grandmother.
>> You live with your grandmother?
>> Yes, sir. Okay, do the whole TV thing where I review you Miranda rightites and that's specifically because I want to talk to you and ask you questions and you are handcuffed and obviously not free to go.
Okay, >> that's the reason I'm going to explain this to you before I ask you anything.
All right, you know I found your bag that you were trying to take off running with.
So, do you want to tell me about the bag or anything in the bag?
>> Okay.
So, obviously it does belong to you, though. You grabbed it and took off running with it out of the car. And there's a glass jar in there that's going to get fingerprinted.
You with me on that? All right.
Do you sell drugs?
You just run around with a bunch of small individual baggies and large quantities of marijuana and prescription pills wrapped up for what reason?
>> No reason.
>> For no reason.
>> So you personally use almost 2 ounces of marijuana and you break that down. What do you like divide it up like it's a prescription pill? Like you just like a little tablet just one for each day or something?
>> You want to talk to me about where you get your marijuana from?
>> What's your address?
That's where you live with your grandma?
>> Yes, sir.
>> Does anybody else live there?
>> No, sir.
>> Okay. And you have your own room in the house?
>> I I barely stay there sometime.
>> Where do you normally stay at?
>> Be with my girl. She stay there. That's where I'm at right now.
>> Mo, >> huh?
>> Uh where you at?
>> At home.
>> Uh can you can you uh come up here like going up town? The police don't got me.
>> Yeah, I'm up here.
Okay, I'm coming.
>> All right.
>> 175 Middle Road. That's where he was coming from. That's where he lives at.
Grandma just asked him on the phone if he had anything on him, so she had knowledge, which means there's probably more at the house.
So, I need to secure that while I type a warrant real quick.
I'll give it to you. Had a bunch of fight in you and you was not going to give up. The minute I let go of you, I know he was going to go again. So, that's why I wound up with that. Okay. I mean, I said I I told you what I did and where I'm from and all that other stuff.
I've been doing this for a hot minute. I mean, I don't mean it. No, I don't mean that disrespectfully or anything like that. I just Hey, Mr. Brown, we're going to stop you, man. It's cracked windshield >> defective equipment. You better hop on out for me. Can we search the cars? What happened?
>> Okay.
>> Okay, that's cool, man. Look, you're not under arrest, but uh that [ __ ] makes me super nervous and I don't like it.
>> I understand it. The reason you're being detained right now, one is we haven't identified who you are. Okay? You're reaching and doing all that good stuff.
That's fine and dandy. If you're reaching for your phone, we'll sort all that out in a minute. [ __ ] that. That means this job's over with. Turn your car when you get out. Stop reaching in your pocket, man. Stop reaching. Stop.
>> Stop reaching. Stop reaching.
>> Last time I'm going to tell you, quit reaching for [ __ ] >> Yeah. So, tell your uncle to quit letting [ __ ] borrow his car.
>> HEY. HEY. WHAT Y'ALL DOING TO MY SON, MAN? I'VE rolled around on asphalt probably two 300 times and it never gets more fun. It's always terrible. I'm going to go talk to her real quick. Hey, are you Grandma?
>> Yes.
>> Hey, I'm Officer Russell Warren Police Department. How are you? What's your name, ma'am?
>> Uhhuh. Huh?
>> What's your name?
>> Let's step over here and talk real quick.
>> Okay.
>> Does he live with you?
>> Yeah. Yeah.
>> Okay. He does he have his own room at your house?
>> Uh, he he just stay in and out.
>> Okay. Uh-huh.
>> Is Was he at your house earlier?
>> Well, I've been gone all day to tell you too. I've been out crooked shopping.
>> I got you.
>> Uhhuh.
>> Okay. So, are you aware of what your grandson partakes in?
>> Huh?
>> Are you aware of what your grandson partakes in >> as far as his means of making income and such?
>> He He don't know if I have a disability.
He got hurt. He got ran over. All right.
>> You know what marijuana smells like?
I guess I don't know.
>> Okay. I wanted to ask you this. Is there any reason there'd be any at your house?
>> No.
>> Okay. Are there any firearms or any other kind of narcotics at your house?
>> No. No. No.
>> All right. How about digital scales or packaging material or anything like that?
>> Okay. And this your house and you're the owner?
>> Yeah.
>> Okay. Do you rent it or you own it?
>> I own it. But I rent the land.
>> Okay. Fair enough. Uh we wanted to search the house. Would that be okay with you?
>> Uh, you got a business in my house. He just in and out. He got his own house.
>> Okay.
>> His house is on the end.
>> So, I was just asking. So, the reason that he's here where he's at right now, >> uh, he has got some drug charges. Okay.
He told me out of his mouth he was coming from your house where he stays at, you told me that he lives with you.
>> So, it's reasonable to believe that if he has a quantity on him here that he may have some more at his house.
>> I wouldn't I I don't know.
>> Okay. And that's why I was trying to ask you for permission >> to see that that was all right. But you're not going to give consent. Is that what you're saying?
>> No, cuz I mean he in Well, he lived there, but he in it.
>> Is there anything illegal at your house that you would be concerned about?
>> No.
>> Okay. I was just curious. Like I said, I was That's just part of what I got going on. Okay. So, >> go to 175 and secure it. I'll wait on Kurt here. just she's making too many phone calls. So, it should be a 51 year old male there.
Um, just have him stand on the front porch and make sure nobody's in or out.
Hey, judge. This is Russell. How are you?
>> Yes, ma'am. Who do I talk to about Good morning. Sorry. Who do I talk to about getting a uh copy of a search warrant?
>> Um, you would probably need to talk with the sheriff's department. Hold on. Judge Rachel.
>> Hey, good morning. How you doing, sir?
>> Yes, sir.
>> I am trying to find out about a search warrant that was uh used back in December 23rd, 2022 on a Javvante Williams, I mean Reynolds.
I don't know who signed it. That's that's that's the I mean, hold on a sec.
Let me see. Maybe it's on here.
Location, zone, officer name, sergeant.
No, it doesn't have a judge's name or anything about a warrant. It just I have the body cam. That's that's how that's how I know about it. Okay. Yes, I' I've got it here.
>> Okay. Is there any way I can get that emailed to me?
>> And who are you?
>> Uh my name is Billy.
>> You're Billy? In what regard?
>> Uh I'm just doing an open records request.
>> And who are you with?
>> Are you aware of the Georgia Open Records Act?
>> Yes, sir. And I I I I'm very aware of the Georgia Records open records act.
>> Okay. I'm just open I'm trying to open records the search warrant that was served on Javvante Reynolds address, his grandmother's address on 1223 2022.
That's my request.
>> I understand that. I'm just simply asking who you are as a courtesy.
>> Well, I don't have to tell you who I am, but I will. My name is Billy. I'm an investigative journalist, and I'm doing a story on this incident that took place two days before Christmas uh last year with uh the subject and the deputy named Richard Russell, which is uh someone who I I've been doing extensive amount of work on and stories about. So, I'm just trying to get the search warrant to validate that that search warrant was even legal to begin with because I had the phone call, by the way of him and the judge on the phone. And it's very vague. There's no there was no description given of what they were looking for or where it would be located. So, I'm just trying to get the search warrant to validate that what he is saying in this video is true.
>> Okay. Well, let me let me ask you something here. Sure. You say you have a you have a conver you have a copy of the conversation between the judge and the officer.
>> I have the officer talking to the judge on the phone in his body cam video.
>> Okay.
>> You can hear the judge's response. I'm going to open records that later if there turns out to be an issue, but right now I just I just need to search for him.
>> Okay. Well, yes, sir. I'm I'm going to have you contact our county attorney.
>> You serious?
>> Okay. And you can make a formal request for him. Okay.
>> All right. Who is the public information officer with your um office with your agency?
>> Well, this is the Warren County magistrate court that you called, >> right? So, there's I can't perform a open record through you guys.
>> Yes, sir. You can, but I I I would feel much better if you went through our county attorney.
>> Well, you're using prior restraint right now. That's what I'm I'm trying to war.
I'm just trying to give you a heads up that I will file a complaint with the attorney general if you continue on this path you're on right now. I'm not sure how me using just requesting that you go through our attorney is prior restraint.
>> Yeah, you're you're you're frustrating the process. It's 51872 in the Georgia Open Records Act. By the way, you're in violation of the Georgia Open Records Act just doing that. So, I'm just asking for the search warrant, sir. If you can email it to me, that'd be great. I I don't I don't care who you are. I'm not interested in you or anyone at that at that at that courthouse. I'm just trying to do a story. And right now you're right now you're circumventing my story by using >> Well, if you sir, if you'll just hang on just a second.
>> The the problem I have and I will send you the search warrant here momentarily, but you're speaking to the judge that signed the search warrant.
>> Great.
>> And so I don't I don't really appreciate accusations being made against me baseless at that.
>> What was the accusation, sir?
>> Well, for one thing, you suggested that for one thing, you said that you had copy of our conversation, correct? Fair enough. But you do not have mine my uh response.
>> I do not.
>> So yes, your email address.
>> You're Yes, sir. You're you're not the topic of the story. This officer is. He he he performed that search warrant. He performed that search without even having that search warrant.
>> I understand. But I understand. But now you you can understand where I'm coming from as well.
>> Yeah, I understand.
>> As to why I would have hesitation.
>> Right. Right.
>> Yes, sir.
>> I completely understand your uh your hesitation. I get it. I get I get this all the time. I've I've done probably well over a thousand open records requests at this point. Multiple police departments, multiple agencies, multiple politicians, sheriffs. It goes on and on. And I mean, it's it's ridiculous.
But anyway, um yes, I'm not trying to uh do anything crazy. I'm just trying to write a story, which I'm almost finished with. And the search warrant is like the last component. And what was your name?
I didn't even get your name.
>> My name is Jeremy Rachel. I'm the master appropriate judge from one county.
>> Okay. Thank you, sir. I mean, you asked me who I was, so I explained that. I never even asked who you were.
>> All right. I'll send it to you shortly.
>> Hey, thank you, judge. I appreciate you.
>> I'm doing well. I'm sorry to bother you um this merry weekend before Christmas, but uh I'm about to go talk about the search warrant for residents as a result of the traffic stop, and I'm going to need you to meet me if you can.
Uh I apologize for the inconvenience on the holiday weekend. Um probably 45 minutes to an hour. I'm I'm being generous on that. I'm trying to get another unit over here with me. I've got one going to secure the house right now.
Um as soon as my transport car gets here where I'll be over there. Well, I'll take care of that and I'll run to the office and uh have it typed up.
All right. Um do I need to type it up in the probate court or the magistrate court or superior court of Warren County?
So, Master Court of Warren County.
Yes, sir. Um, I will call you back. I'll text you. Um, this is the new number I've got right now. Um, I'll text you when I'm start heading to the office and uh, I'll give you some updates.
>> Where can I go?
>> It's cold out here. Where can I go?
>> All right. So, here's the deal. All right. So, I'm going to apply for a search warrant for the house. Okay. I'm not saying that I am going to get one.
I'm just letting you know that I am going to apply for one.
>> In the meantime, while I'm applying for the search warrant, my partner is going to secure the house, meaning that nobody's going to go back in or out of the house. Okay? Everybody that's in there right now, which you said was your son, is going to come out and everybody's going to wait till the search warrant is either denied or granted. Okay? Uh once it's denied or granted, if it's granted, I will execute it tonight. If it's denied, you'll be free to go back inside. But in the meantime, you are not held here. You're not under arrest. He is uh you can go anywhere you want to, but >> my partner Yes, ma'am. My partner's going to be at your house, which means you not cannot go inside. Okay.
>> 82. You make it over there yet?
>> You can't.
I'm going place this gentleman in the car and meet each other.
>> Hey, man. What? Stop trying to make arrangements and stuff. Okay. I mean, I'm I'm trying to be reasonable with you to a degree here, but just >> hang on. Let me sort out what's going on. I'll make sure you talk to whoever you need to talk to. I'm not a I'm not going to be a jerk to you. All right.
Have I mean, have I been a jerk to you?
>> Have I been a jerk to you at all this whole time?
>> All right.
I'm sorry.
>> No, ma'am. We're securing the residence.
Okay. I'll make it as quick as I possibly can.
Have you been all through the house?
>> No.
>> Okay. What? Who's in How many people in here?
>> This This gentleman here. He's handicapped, so I didn't move him.
>> Okay. You're the only one here, sir?
>> Are you the only one in here? All right.
I got in the back.
>> You said nobody else was here.
>> I thought you right here.
>> Who's Tony, man? Who's your nephew?
Tony, >> police department. I need you to come out here. Show me your hands.
>> Hey, Tony. Come on out here. Pull me.
>> Step on down here. Pull me to a park.
You the only one in your room, B?
>> Yeah.
>> Okay.
Uh, just let me do a protective sweep real quick. Let me finish the rest of the house and then they I'm fine with them sitting as long as they they start moving around getting crazy or whatever.
Snatch them out.
>> Yeah.
>> Police department.
>> But I have not searched your house.
Okay. Just so that I just want to make sure that everybody understands what's going on, that I'm cleared. I don't want you to think I'm doing anything I'm not supposed to be doing. Okay. So, but I have not searched your house. Okay. Just so that I just want to make sure that everybody understands what's going on, that I'm cleared. I don't want you to think I'm doing anything I'm not supposed to be doing. Okay. So, >> I have not searched your house. Okay.
Just so that I want to make sure that everybody understands what's going on and I'm clear. I don't want you to think I'm doing anything I'm not supposed to be doing. Okay? So, I'm I've been completely courteous with him and I try to extend the same to you. Okay? I mean, we even fought in the road and I helped him up and dusted him off. So, we're done. We're past all that. Okay?
>> Uh the end of the day, it just is what it is. I've told him that. It's nothing personal. I don't even know him. So, but he has a designated bedroom here. So, this makes this his residence. Whether it be primary or he's in and out like you said, however it is. He told me out of his own mouth he was coming from here.
>> Where do you normally stay at?
>> My girl, that's where I'm at right now.
>> Okay. Is that where you're coming from tonight?
>> Uh, yeah.
>> Um, the quantity >> got to be in >> a quantity of narcotics was located. So, like I said, I'm going to apply for the search warrant. Okay? I'm not telling you that I am going to be granted one, but I am going to apply for one.
>> Yeah.
>> But in the meantime, I need y'all to kind of just hang tight right here for me. Um, I'm not going to destroy all of your house or anything like that. I can see where he's primary at. Um, so the search warrant is going to be for the whole residence and we are going to check a good majority of the residence, but like I said, I'm not going to be disrespectful to your house and throw everything all over the place and >> and mess up everybody cuz it's it's designated that it's individual rooms and that that's pretty clear. Okay.
>> Okay. I appreciate it.
>> So, I'm going to slide by you real quick. Excuse me. Oh, >> I'm sorry about that. I got a little close to you, >> but it's going to take me a minute to type everything and have the judge meet me to sign it.
>> Okay.
>> So, you probably look at about an hour just hanging out for me. Um, waiting on the judge and everything. So, but sooner I get out of here, the sooner I'll be back. Okay.
>> Okay.
>> Curtis here. He's got him in the uh car.
>> Try not to invite anybody else over here or let them know what all I I send in here. They trying to get a front set in half.
>> That's what I'm talking about. We don't >> That causes extra pain to show up. Okay.
I'm just saying it's me.
>> Don't need a scene. Okay. Bingo. Bango.
>> Oh, I'm sorry. Photograph that reconstruction of said crime scene.
That just give us a general photos for reference your flashlight.
>> That going >> to who?
>> Me. When they when they got here, they tried tearing up. I told the GPI that I was going to get me a going. They told me to get me a gun going to protect myself. That's not going fast. They're going right.
>> Hang on one second. Instead of yelling, let me let's have a conversation. Okay.
So, the box for that firearm is located in his room along with all everything to go with it. So, why was it be Why would that be in his room if it's your gun?
>> Cuz he got it in unbeknown to me.
>> He got the box unbeknownst to you.
>> No.
>> Okay. Well, I'm still going to take that firearm.
>> Only thing. That's the only thing. When you check it out, you'll see it right next to me.
>> Where did you purchase it at? at uh the porn shop down there in Thompson.
>> No, you purchased it using your ID, >> huh?
>> And you purchased it using your ID?
>> Yeah.
>> Okay. And there's no reason his fingerprints would be on that firearm whatsoever. Right.
>> I don't know cuz he don't got it, then I didn't know he had.
>> If he got it, his fingerprints on >> Well, I'm going to take that gun as part of >> that's going to be taken as evidence as well. Okay. That's going to be seized as evidence cuz it was in a common access area of the house.
>> Hang on one second. I'm almost done.
>> No, just hang on one second. I'm about to clear out of this bathroom. All right, you can go ahead with this one.
Hey, here you can use this bathroom.
>> You can come use this bathroom.
>> I ain't going to do that. My bathroom's back here.
>> Okay. Well, then you're going to have to wait. We're trying to be >> I ain't doing that.
>> No, just just hold tight. I'm gonna make this >> quick. Excuse me.
>> Yeah, cuz I got to use bad and >> Yes, ma'am. I tried to give you an opportunity.
>> I tried to give you an opportunity to use the restroom. Be courteous. Okay.
But I have an order of operations I got to go through with stuff. Okay.
>> My bad.
>> No, no, ain't no going. I had one.
Right. You'll see.
>> You're good to go, ma'am. Ma'am, go use the bathroom, please.
>> Thank you. That's m >> apologize for the delay.
>> Ma'am, do you have to pee or not?
>> Do you have to pee or not?
>> Yeah, I got to pee.
>> Okay, then go pee.
>> All right.
>> All right. This house is still ours right now. I can be rude and have you exit the house. All right. We're not doing all that. I've been very polite with you, your grandson, and everyone here tonight. I'm done with the attitude.
Got a quick question with you.
>> Yes, sir.
>> You did a traffic stop, right?
>> That is correct.
>> How did you end up at their house >> with that search warrant?
>> No. No. No.
>> That ain't easy.
>> The judge says I did by the search warrant.
>> No, sir. My lawyer.
>> Family's just very not nice. I appreciate y'all being so cooperative and understanding. Okay.
>> And again, as I said before, I apologize for the intrusion, but you >> I got my gloves on.
>> I apologize for the intrusion. Like I said, your your nephew brought us here.
>> You have that search warrant.
>> But that that ain't that ain't Jeremy.
>> Okay. I got a copy.
>> Here you go. This is the copy of the service warrant. Okay. It's signed by a judge right here. Okay. But this is has to be left for you or in plain view. So I'm gonna leave it right here with you on the table. It's a very place. Okay.
>> That's what we're going to go with is that I didn't get a judge to sign this warrant.
>> I know you didn't. So >> why don't you call the judge and ask him if he just signed this or not.
>> Don't call him.
>> That's the craziest counterargument to a search warrant I've ever heard.
I need to get both of y'all name.
>> It's Russell 208.
>> Well, >> Russell 208.
>> That is correct.
>> Okay. Well, I know how to talk. Tell you I get it one way or the other.
>> Yes, sir.
Family comes over here, starts like [ __ ] up what we got going on cuz I feel like we pretty cool with each other considering ain't nothing like I told you there man.
This is what it is. until they start coming over here showing their ass, but they make it personal. That's uncalled.
Not particularly on the wrong side of the road and feeding the flow of traffic. Hey, if you got the right one, man, you keep talking like that, I'll lock you up with them for DC. Keep on.
Y'all got the house back. I suggest you go inside and enjoy it for the night. We ain't doing all that.
Everything's been fine and cordial till you want to start all that. Go inside for me. Okay. Everything's fine. He's going to be okay with me. Y'all just go inside. Get you a uh get out of the cold property receipts and stuff. He's fine.
So, look, man.
Hey, hey, hey.
