[00:00:05]>> I mean, I would say the biggest thing is the budget. 40% of Orange County's budget comes from state and federal funds. The county is essentially a pass through for those funds and the county decides how to spend that money. And I feel like the pandemic really showed us the amount of power that the supervisors wield with that money that comes down from the state and federal government and the kind of abuses that can happen when there aren't enough controls. I'm talking, of course, about Andrew Doe.

[00:00:32]Andrew Doe is the former Orange County supervisor who diverted more than $13 million in pandemic relief funds to members of his family and friends. He's currently serving 5 years in prison for bribery. And there's a civil case that the county filed against Doe and alleged associates that is still pending. So, right now, those state and federal budget allocations to the county are shrinking. President Trump has cut funding in a number of areas, especially housing and healthcare, social services.

[00:01:01]The county has to figure out how and where to make cuts or how to generate more money to be more self-sufficient and not rely so much on that funding.
