>> [music] >> Well, my friends, we are in the second full week of May, but it doesn't feel like it. Rain showers are settling in for the afternoon and later this evening. So, if you've got a good book that you haven't picked up in a while, today would be a perfect day to just stay indoors and get caught up. Thank you for joining us for WNEM Afternoon Extra. I'm Colette Boyd. First Alert Meteorologist Diane Phillips joins us from the First Alert Weather Center.
Diane, will this rain bring us any warmth? A lot of us would like to see those warmer temperatures, but I'm really going to ask a lot of you to have some patience with the First Alert forecast because this rainfall is actually going to bring us colder temperatures for tomorrow. So, even today, we're not even going to make it to average. We're going to fall short of that. And when we're talking a colder forecast for tomorrow, then this rain may not be so welcome. A lot of our farmers also getting some planting done, so we are continuing to track these rain showers, something that we're going to have kind of on and off here through the afternoon. We do have some later returns of some moisture here closer towards Sand Lake, but our next kind of best cluster of rain that's headed in our direction is closer towards Manistee. As we take a check here in downtown Flint to be sponsored by Wall Side Windows, we had raindrops on here just a little bit ago, but now it's just kind of damp after that we did just have. So, that's just kind of how quickly that this rain is going to move in and through, but then it may still come back cuz rain chances, I know they're still kind of scattered here going through 3:00, they are going to be a little more isolated this evening before they kind of make a little bit of a climb closer towards midnight. So, we're just not done with the rain now that it has begun. Our air temperatures are up to 50° now in Mount Pleasant and Alma, we're at 53 in Owosso, and in Bad Axe, we're at 51 in Standish, 52 for Saginaw and 55 in Flint. We will have a look at the chilly Wednesday forecast though coming up in your First Alert forecast. Okay, thank you so much, Diane. Well, new at noon, teams of federal, state, and local personnel will conduct joint damage assessments in several counties heavily impacted by March floodwaters and tornadoes. The teams will review the impact of recent flooding and tornadoes that caused damage to homes and businesses.
And that collected damage, those totals and impact data, will be used to determine whether the disaster meets the criteria for Governor Whitmer to request a federal disaster declaration and FEMA assistance.
Again, this is an effort to paint the larger picture, so we are visiting the hardest hit areas that have already been assessed by locals. We are going back in and validating damages that have been reported.
And the agencies conducting the assessment include Michigan State Police Emergency Management Homeland Security Division, the Federal Emergency Management Agency and the Small Business Administration.
Well, today the Genesee County Jail held the 41st IGNITE graduation. The program Inmates Growing Naturally and Internationally Through Education, IGNITE. Well, that's where inmates enrolled in that program they learn skills they can use upon their release.
The success of the program also spread to jails in other states. According to a study from Harvard, 1 month of IGNITE it actually reduces inmates returning to jail by 19%. Today's keynote speaker was Jillian Ricks, director of the Peacemakers Global Initiative Flint chapter. Congratulations to them. Well, data stolen in a cyber attack that shut down Canvas, an education platform used by schools and universities across the country, has been returned. Parent company Infrastructure said hackers accessed usernames, email addresses, enrollment information, and messages.
Information including course content, submissions, and login credentials was not compromised. A ransom note signed by the hacking group appeared on Canvas sites last week. The hackers claimed to have breached data from 275 million users and gave schools until May 12th to negotiate a settlement. Infrastructure says it received digital proof the data has now been deleted and that customers would not be extorted.
Well, happening today, learn more about programs within your local libraries and grab a new book while you're at it. The Friends of the Saginaw Public Libraries hosts its annual meeting this evening.
The group funds certain requests not covered in the library budget while also supporting the summer reading program and sponsors book sales and other activities. Tonight's meeting will feature guest speaker Thor Rasmussen, associate director of the Saginaw Art Museum. It starts at 5:00 at the Butman Fish Library that's on Hancock Street.
Light refreshments will be served and everyone is welcome.
Happening tomorrow, job seekers can join a virtual career fair hosted by the State Department of Education. You can meet with several districts across the state including Carlton Township Schools. Well, stopping drugs at the border with Canada coming up, the feat US Border Patrol can claim in Detroit and a $100 million commitment to build a high school at the former Flint Central site.

Well, a long vacant landmark has become a perennial eyesore in Flint may soon get a second life thanks to a major investment. The Mott Foundation is pledging up to a hundred million dollars to remake the site of the former Flint Central High School. Trey Harris on what that will mean for that surrounding area.
Right now, Flint Central is still standing behind me. Windows busted out, graffiti on the walls, years of history just sitting here.
But now, a hundred million dollar commitment could turn this eyesore back into a source of pride.
It's going to be an awesome mix of historic and brand new, and uh just be the best opportunity uh and the best facility for Flint kids. For years, Flint Central has looked like a ghost of Flint's past. Broken windows, graffiti, a campus frozen since closing back in 2009. But now, a massive investment could rewrite this story. The Charles Stewart Mott Foundation announcing a commitment of up to a hundred million dollars to help build a brand new Flint Community Schools High School on the same site as the old one. We're deeply committed to the success of Flint kids, and we want Flint kids to have the best.
And that means supporting them with a brand new facility, the first totally new facility in over 50 years. The money helps remove the old building, prepare the property, and help pay for a modern high school built from the ground up.
The project also builds on nearly 36 million dollars already committed by the state.
>> We are proud of it because we're able to give our scholars and give the city of Flint something that's theirs, that they deserve.
>> District leaders say the goal is bigger than new walls and classrooms. The vision includes updated technology, career pathways, and opportunities designed to keep families invested in Flint schools. We thinking about leaving Flint kids off uh 25 years from today, a high school that is state-of-the-art.
Abatement work is expected to begin this month, followed by demolition and construction. The goal is for the new high school to be open by the 2028-2029 school year. But we care.
And we care about the future. We're not thinking about just right now. In Flint, Trey Hare, TV5.
Well, that sure is exciting. Across Michigan now. A new federal report found since 2019 US Border Patrol in Detroit led the entire northern border in drug busts. The report looked at 7 years of data from eight northern border sectors covering 4,000 miles from Washington state to Maine. Detroit tallied the most with 681 narcotics seizures over the last 2 years. Detroit agents averaged about 150 drug seizures a year.
The acting chief patrol agent says the mix of narrow waterways, the Great Lakes, and busy highways near big cities makes this area a prime target. The Detroit sector covers 863 maritime miles of the northern border.
The PinPoint Doppler is nice and green here this afternoon. So, we do have our rain chances that are going to be pretty scattered. You can take a look at radar in the First Alert Weather App and here on your screen. That PinPoint Doppler showing that steady rain over the bay coming here into Flint and across Genesee County.
We also have some rain kind of setting up here into Bay County. I'm keeping my eyes further west on this cluster of rain that we have in Manistee because that is going to be here bringing us some of that rainfall into the afternoon. In the hour-by-hour, we do have the rain that's going to be scattered here throughout the day.
That's just going to be kind of on and off. So, that's why if you have a doctor's appointment, you're picking up kids from school, or if you're just going to be running for some groceries, some last-minute items, just open up the First Alert Weather App, click on that radar, and then you will know if it not if it's a good window. But, of course, if you have that doctor's appointment, can't miss that. Into the evening, we still have some moisture and some spotty showers, and we have the last line kind of along that cold front coming in around midnight tonight. That sets us up for a cooler day on Wednesday. Just with the cloud cover and kind of that northerly wind, we're going to be keeping a few showers in play, mainly across the thumb. Just some lake effect coming off of Lake Huron, but we don't see that too many of us will have too much water. Again, it's just going to kind of be a damp, drizzly, and lake effect kind of day.
It will also be cooler, but then we'll be happy to see the sunshine and warming temperatures into Thursday. Our rain potential with this system about a quarter of an inch expected. Some spots could get closer towards a half inch.
That would be pretty isolated and kind of spotty. This includes our rain for today and tonight combined. We do want to give you that first alert that we have that cold Wednesday ahead. Highs are going to be into the upper 40s, and that breezy northwest wind is not going to help to bring in any mild air. We're going to be sitting nearly 15 to 20° below normal. Our high temperatures, those thankfully do rebound. Though we have upper 40s for tomorrow, we do get back into the 60s and even 70s later this week and going into the weekend. I know a lot of us were happy to see those 70s. But our lows tonight, the good news here is that we don't have too many frost chances. We'll still be in the lower 40s for Houghton Lake and West Branch. So, we're starting to see those overnight temperatures rebound. And same for the afternoon, we'll continue to see those 60s and 70s here late this week into the weekend. We do have some scattered rain chances though that will be coming along. So, if you have some weekend plans, I know it's kind of graduation season. We have showers and just even just some general parties, make sure that you have an eye on that first alert forecast throughout the week. Collette, back to you. Will do.
