It's ambiguous and it's strategic and at the heart of that is their own definition of what the madman theory is, I believe. So, when you couple that with Donald Trump's recognition that he only needed to convince Vladimir Putin that there was a in his case 10% chance that something might happen. I think you can see how it is that this White House without having the intellectual input of a Henry Kissinger realizes the Nixon model of peace through strength coupled with a perceived irrationality can have long-term benefits for the United States.
