Reckless or clueless? IRCC minister blasted for failure to deport international cartel members

[00:00:12]Chair, organized crime, extortion, immigration fraud, and criminals gaining entry to our country all increased under the Minister's watch.

[00:00:20]Canadians are asking a simple question.

[00:00:22]Was the Minister completely reckless or completely clueless?

[00:00:28]>> Thank you very much, Mr. Chair. I appreciate the members' opening remarks because I too and my family are immigrants. I say to you, everyone in this chamber is an immigrant unless they are from the First Nations community. The only difference is some have come here before the others. So, I very much value the contributions that immigrants and hardworking people make to Canada.

[00:00:52]>> No answer. 17 people arrested in the major international extortion network targeting business owners earlier this week in Peel region.

[00:00:59]How many of them came as students, visitors, or temporary residents under her watch? And when is the Minister deporting them?

[00:01:08]>> Very much, Mr. Speaker. My colleague is talking about criminals and crime.

[00:01:13]Whether you're Canadian or not, if you commit a crime in this country, you will pay the price of of that crime including whether you're an asylum, international student, or Canadian.

[00:01:27]>> No answer again. Extortion cases in Surrey exploded by more than 1,000% in barely a year. These gangs did not swim here. How many entered Canada through temporary visa programs that this Minister approved?

[00:01:40]>> Very much, Mr. Speaker. Everyone who applies to come to Canada, regardless of the path, is assessed by trained immigration officers in the very front line.

[00:01:56]>> Lack of screening at the border has allowed non-criminals into our country.

[00:01:59]We have fake colleges, fake jobs, fraudulent visas. The warning signs were everywhere. My former colleagues in law enforcement want to know why the minister was negligent in her duties.

[00:02:12]>> Much, Mr. Speaker. We work very closely with public safety partners including CBSA, the RCMP, policing partners, provincial authority as well and we review each applicant and uh to ensure that they don't pose a threat prior >> The Minister flooded the system with temporary visas while fraud, fake schools, and criminal exploitation exploded nationwide. Did the Minister of Public Safety ever talk to her about doing basic security checks on people before allowing them into the country?

[00:02:44]>> Chair, since 2023, uh we've introduced integrity measures including stronger verification, letters of acceptance to all international students. We've made consistent follow-ups on flagged cases and I said >> Member. No answer. There are at least seven international cartels operating in Canada. Does the Minister know how many of these suspected cartel members entered Canada through programs that she signed off on?

[00:03:13]>> Thank you, Mr. Speaker. I'm not sure who he's referring to but again in 2024, we raised financial requirements for all international students coming to Canada to study uh to make sure that uh and those were adjusted every year in September as well.

[00:03:30]Extortion cases across Canada have jumped roughly 230% since 2015. Did it ever occur to the Minister that her lack of basic security checks have caused a major public disaster? Some people have lost their lives and many their livelihood because of her inaction.

[00:03:47]>> Very much, Mr. Speaker. IRCC initially screens each applicant when they apply for a visa or an electronic travel authorization document, whether it's for work, it's for study, for permanent residency.

[00:04:02]>> Mr. The media were told foreign students and skilled workers being let in. Instead, our communities are now dealing with organized extortion rings, fraud networks, and intimidation. Is it fair to say that the minister had no idea what she was doing or who she was letting into the country?

[00:04:19]Mr. >> Mr. Mr. Chair, uh you know, let's calm down here a little bit. We have integrity measures, we have strengthened all the measures. We are working diligently. Everyone who applies to Canada is assessed by trained immigration officers.

[00:04:36]>> The media warned for months that gangs are targeting immigrant communities with threats and extortion. Local newspapers were more aware of the danger than the minister was.

[00:04:46]Is the minister's department embarrassed by her lack of action?

[00:04:53]Uh we screen every applicant that is coming to Canada regardless of the reason they're coming. CBSA removes serious criminals who have no right to be here. We work with policing, we work with RCMP.
