Now before I delve into the details, may I also take this opportunity to thank the CDF CDF General Mosava who is discharging his constitutional and civic duty of cracking a whip on corruption and especially corruption around what is deemed to be the temple of democracy and therefore also the temple of good manners which is parliament of republic of Uganda. We want to thank him so much and I would like to tell him that he doesn't know how much relief he has given to millions of Ugandans out there who had hither to been suffocated. They could not speak.
They could not literally breathe because they failed the pain but lacked the space to speak. Those who dare to speak they suffered the consequences and therefore his actions the right are right in the right direction and at the right time. I have read and heard and watched on social media some few lonely voices who have been asking why Dame why Dame this not work of D. I think fighting corruption is not merely an emotional narrative.
It is a civic and constitutional duty of all Ugandans at article 17 of the Ugandan constitution 1995 as amended.
But secondly, let Ugandans visit the constitution under article 208 and look at the duties of UPDF. Among others, UPDF is required to be patriotic.
Now, I want to delve into what is patriotism. Patriotism has about five tenets. Number one, to be patriotic, you are required to arise to national defense. That means defending national independence and national sovereignity.
Secondly, you are required to protect national resources.
National resources. We are talking about national infrastructure. We're talking about national resources such as the natural resources, the financial resources and the human resources.
Thirdly, to be patriotic, it means you must arise and perform your civic duty. The civic duty here for example payment of taxes, voting in elections is among the civic duties that uh the UPDF is called upon to do. Number three, defending the country, protecting national independence, national resources and sovereignity.
Number four, protecting public property.
We have spoken about national infrastructure.
fighting corruption is among protecting the national property. So if there's anybody who had an illusion and either misgiving and asking why UPDF, UPDF is discharging her mandate under the constitution under article 208 and of course also as as you are aware under article 209.
Now I want to clarify that I'm not here discharge my opinion as a minister of course you aware cabinet lap. I'm here to check views as a Ugandan national who is obligated under article 15 at article 17 of the constitution to cooperate with authorities of Uganda in the fight against corruption of course all of us you and I you the press and all of us in the country we have been suffocated we've been in the corner people not people not breathe people will not speak those who have spoken have suffered the consequence unfortunately I've [snorts] been a member of parliament of the 11th parliament and all this has happened in the parliament which I belonged to. I would like to discharge a poem which was given by some pastor Protestant pastor after the first world war called Martin.
Martin was a pro naz government. He promote he he was one of those who promoted Adolf Hitler.
But then 1937 he was arrested and he spent 7 years in prison. So he discharged his poem of rigorate thereafter because as a protestant pastor Hitler had over interfered with the Protestant church to which he belonged and he said as follows that I not speak when the socialists were attacked because I wasn't a socialist.
I did not speak when the trade unionists were attacked because I wasn't a trade unionist. I did not speak when the Jews were arrested because I was not a Jew.
But finally when I was arrested there was nobody to speak on my behalf. So therefore is a solemn duty for all of us Ugandans to stand up and support what the president and what the CDF is doing.
Primarily I would like to thank the CDF for his very tough stand that he has taken against this serious problem that Uganda is facing at this critical juncture. I think all of us read uh the IGG reports and also the World Bank reports. The IGG report of 2021 2022 reported that Uganda government loses up to 10 trillion through corruption. We have not cleverly dissected how much we lose through corruption in one institution called parliament. But I think about 40% of that 40 trillion of that 10 trillion could be lost in parliament. So parliament which is supposed to be the temple of democracy which is supposed to be the temple of morals which is supposed to protect the fabric of morals has actually become one of the institutions that is occasioning a cancer to the country called Uganda.
So it is very much regretted and these are extraordinary circumstances and if you like in extraordinary circumstances you cannot use ordinary means to find solutions unless you have a problem.
It's therefore very imperative for us to appreciate the CDF mo for his extraordinary measures that he has taken to crack down on corruption. My appeal is this should not be business as usual.
It should not just be done the way it has been done. You know, Ugandans are now they lost. They're not very sure as to whether what has been started is going to be completed. So, I am here to represent so many Ugandans to add my voice to millions of Ugandans out there to call upon both the CDF and the president to go a long way and crack a whip up to the end so that we can have constructive punishment for those who have committed wrong.
It's not just enough to come up and do what is we're seeing being done, you know, condoning off premises, picking the the assets and uh showing in the paper how much investigations I think we would like to see tangible outcomes where offenders are reigned in court and given the due punishment that is authorized by the law. Ugandans are really suffering and for those of you who do not know this primitive accumulation of wealth by a few individuals with impunity has done a lot of havoc to Uganda's economy first for business people a lot of money has been withheld money apparent which have been kept in banks have been kept in people's homes therefore causing shortage of credit and you know when there's a short of shortage of supply it means the the commodity becomes expensive. So this is number one. Number two, when somebody steals 3.5 billion in one week, you know, maternal mortality rate in Uganda right now stands at 186 mothers producing per 100,000 live birth. It means you have condemned 186 mothers to die where 3 billion could have saved and that's the budget saving those mothers across all hospitals and medical facilities in the country. Secondly or thirdly this primitive accubulation has caused a lot of impunity where the holders of this money have been able to bribe and have their way across all institutions of government. You aware on 13th of July 2025, his excellency the president having recently complained from Wani across the public widespread complaints and satisfaction wrote the then IGG directing the IGG to car out investigative to car out comprehensive investigation into the primitive accumulation of wealth of the then speaker Anita Anita.
I don't know what happened because people have been asking why is the president doing it right now. President has been doing this over and over. First as commanded by the constitution he appoints and fills all institutions of government including the IGG, the C and so on. But he went an extra mile even to remind them of their jobs. 13th July 2025 rights to IGG cut out arising from public outcry the massive public outcry please car out investigation on a comprehensive investigation on the alleged primitive accumulation of wealth corruption financial syndicates illum accumulation of wealth by an Anita Mong now since 2025 Five maybe then IGG I suspect either since these are these are people who have accumulated a lot of wealth and they are doing it with impunity could have been compromised or intimidated I don't think being intimidated maybe could have been compromised and up to now when the president again has strong inaction nothing was done by that institution which all of us expect to have discharged their mandate into carrying this out this investigation so therefore My appreciation, deep appreciation to his excellency the president, president for the action he has taken now. My sincere and deep appreciation to a MK for the patriotic and constitutional move that he has taken on you know he has coded it operation mala off of those of you don't understand operation mala means operation finish corruption how I wish this can really be realized this this fight against corruption can go on and on and on. This primitive accumulation of wealth has also made people become very very very entrenched.
People have become very entrenched and bad mannered. Those of you have been following parliament because somebody has accumulated a lot of wealth and can compromise all security organs can compromise other duty bearsers even compromise and abused the rules of procedure of parliament. If you have been following that parliament was no longer a place for debating. It was a place for one person to abuse anybody at will. You remember how somebody shut down the constitutionally mandated advocate of government, principal legal advisor of government, the deputy attorney attorney general are choosing him of having advised the president on legal matters. I says you cafuz shut up. This kind of in discipline is has been occasioned by the primitive accumulation of wealth and impunity where people could not touch anybody because they were in poor position.
They could go they could have their way and you know softspoken my dear brother Kafuss all he said was thank you and sit down. What do you think the constraints thought about this legislator? Probably they thought he didn't have the bone.
Thank god he came back to the 12th parliament but so was the 11th parliament. You remember at one time when the speaker hustiding officer sponsored a sensor motion against the minister of government, the honorable Gaza, you have always heard people condemning somebody being the complainant, the prosecutor and the jury. Some of few of us who stood up said no this is wrong because this is a temple of democracy. You can't do that.
Ah, now a declaration of war was made.
Now this is the infinity I've been talking about. This does the dangers of corruption. People who become too corrupt who accumulate wealth that's how they can now become embedded very strong and powerful to fight anybody. You remember somebody called Bora Bora who was >> aris of campala. That man could be groaning. He could be groaning behind there. He had nowhere to run. The deputis for his views coming up to defend to discharge his cons of the constitution was followed to the you know you remember so many things which have been happening in parliament the discrimination in privileges.
Now when at one time there was the parliamentary what was it what was it called the parliamentary expo was it expoition >> exhibition of course credit goes to some civic actors like Agatha and Dr. inspire who came up to to show the public what had not been shown by the duty bearsers under the author general and other agencies which are supposed to fight corruption. And you can see an individual manipulating change in per DM without going through the due process from $900 per DM to $4,000 up to forging outings that have gone to Nairobi, you're in Kala and then you authorize. But of course also questions will be asked. We have an accounting officer in that institution of parliament. while all this was happening where was the and I have a lot of respect for my brother of m I don't know what could have happened either he was seriously intimidated but how can you be intimidated the extent of even forgetting about your constitutional duties cuz unfortunately for him for accounting officers it's a constitutional mandate in the constitution and this can follow you during and even after retirement you can not be followed in the grave But you can be followed even after retirement when you're an accounting officer. So the mess that has shaped the 11th parliament has been occasioned by primitive accumulation of wealth which has created impunity and has led to all other institutions which are supposed to oversee becoming almost defunct.
So corruption is a very bad disease. All of us are suffering. All of you are suffering when there is cast of credit in the country because some few people have withdrawn this money and kept in their houses banks will hike the credit because this availability is quite scarce.
You your journalist I think you have been seeing what has been unfolding cases and sacks of money.
So I want to call upon a Muk and his the president to go all the way and probably what can also help us also under article 17 uh civic duties of all citizens of Uganda now in order for to to fasten investigation. I want to call upon Kate to open up an office or a bureau where members of parliament of the 12th of the 11th parliament can free access there to go and tell him what he has not found ordinarily because a number of members of parliament have been dying they have been dying have been having a lot of pain now that there is this ease so I think people are now free to volunteer so I'm here to opened the Pandora to tell the nation that there is need for all of us to support security forces in the ongoing crackdown of on on on corruption but also all those who have any information about what is going on in parliament especially members of parliament and workers in parliament. I think a card better open up a bureau where a could be discrete. It could be covered where members can now go there and offer information voluntarily. But I don't think it needs to be discrete anymore because now this is a a matter of public concern. This is an open issue. People should work transparently. People should volunteer and go there and give information. What I know is that people have a lot of information. So I want to ask you to open up either through a bureau or through another means that you may prefer to have so many members of the public particularly those who are in the institution of parliament to come access and give information that they have.
Secondly that's not the only area where there's a ro all of you I think we are covering uh elections they just concluded elections of 20 25 20 26 what didn't we see we saw people moving with bullions so the other I would like to invite aim to quickly hurry and go and and and arrest is the secretariat the secretariat people moved with with bullions of money you know you have somebody who is moving with about three cars but one of them is full of money he's a bullion Apparently when they reach somewhere somebody with very with a lot of ease just moves 100 million and throws at people. What kind of politics are we having? What kind of economy are we running? So this is what is really compelling Ugandans to you know to to discharge a lot of anger in my constituency because of what I have told you because of standing up to say being a complainant being a prosecutor and being a presiding officer therefore a judge in your own case is wrong in the matter of na now a cel sat and agreed to follow me up to my constituency In the last week of my elections, 7 billion was brought 7 billion and is charged in the small constituent. You know that conitu county north voters those who are known to be my my strong supporters were bought between 5 million and 10 million.
The ordinary voters were given 10 million on the voting I mean 10,000 100,000 on the voting day. Those who are very unlucky got 50,000. Where do you get all this money? It came because people have primitively accurated this money. There is grown impunity. They are free to move with this money and and throw it at will and and you know what they would do? They would hide under the cover of campaigning for the president.
The president didn't need to have all this money for to vote him. That's why I don't want anybody who comes up to claim it is me worked so hard. No the government the president through his sophisticated pro people planning especially through PDM had already had the credit. It only required mobilizing andizing.
Of course they were the negatives who are also trying to persuade to vote otherwise. But it only needed people to mobilize them and show them that look these are the benefits. You remember those of you who who stay in villages the people who access PDM there are those who have really put the money right there are those who have manage why is this because of that primitive accumulation of wealth therefore that's why I'm calling upon rush secretariat that's why people have accumulated ills they buying skyscrapers all over building them you know you know that there is people first of all they hide They drum they beat the drum so high even there are people who are coming actually also claiming to be you know followers fundamentalist followers of po hiding there their there in order to pass through their mischiefs. This should also be critically examined. Not everybody even the Bible the Bible says not everyone who says my lord my lord is working for Christ. So there are those who just come and put on the sheep the sheep skin and eat the wolves. So this took my brother toong is having really tall order. Toddong is a very good man.
He has tried he has tried to combat corruption there but you see the cel has is quite bigger than him. So somehow he has been swallowed. He can't go further.
That's why now we would like to call upon the head of the UPDF CDF under article 208 where upon is required to among other things be patriotic where patriotism requires to fight corruption and also guard against spillage of the national resources to rush secretariat Ugandans out there. I can tell you I'm very happy with you general okay with what you are doing and uh you know I I'm on social media and I also get uh calls when [snorts] he cracked a whip on uh when he came into city UPDF took charge of the roads some of you know the roads the UPDF has worked on camp are now so happy in a very small space you can see now the roads which have been worked on so therefore those who have been saying you know why the why the army the army is charging her patriotic duty and the army is acting in the right direction. But for avoidance of avoidance of doubt in extraordinary circumstances, you cannot prefer ordinary solutions, you also need extraordinary solutions. So what is happening is a cause in the right direction. So therefore if you don't quickly rush I know the APDF has sufficient infrastructure to both be at parliament continue there but also rush then secretariat and also the the rest of the IG offices because the inaction of IG in 2025 when the president wrote a letter to her to act is sufficient evidence that all the officers there and have a problem.
So in the same vein I want to call upon the current IG justice Vara to also check the regional offices of IGG who have been very complacent like the previous IGG was in the fight against corruption. So my sincere appreciation to his excellence the president for what he's doing and please carry on. You know if we don't speak some people will be there and say you know the president is is working alone. No Mr. President you're not alone.
are not alone. Millions of Ugandans are sobbing. Millions of Ugandans had nowhere to run. The final area I want to quickly rush to is police, Uganda police force. If today you rushed, you went to any of the police stations and opened up the suspect so began counting one by one, what is your crime? What is your crime?
You'll be amazed. people in police cells for doing the right thing. Those who are not in police cells are the ones who are doing the wrong thing. So these three institutions parliament which I'm now happy something is happening. I pray that continues to happen until live end secretariat where there is looting of industrial scale. One would call it world cup looting where is happening it needs urgent attention. Secondly for Ugandans for Ugandans to be safe to be protected to have confidence in the country police the impunity the accumulation of wealth by various DPCs by by by byounding those who are doing right should also be addressed. And finally, we need really sanitary courts.
Some time ago in 2024, the president convened a cabinet retrospective retreat at Changuani and he addressed cabinet primarily on corruption.
But he also talked about smuggling especially at the border in Busousia and run a footage to us of how the smuggling goes on at the border of Busia and Malaba through the nazettated areas. Of all people who were in attendance of course in cabinet I was the only one from Busia and definitely was speaking to me. I took it upon myself after one week to go back home and convene a security meeting at regional level.
While in the meeting the RPC then suggest that we go for functional finding at the border. When we visited the border, the the illegal crossings which are man by police, border border riders were being escorted.
We're being escorted by police and what happened is that a container would come in no man's land and within 30 minutes the borders have evered the whole container and another one docks. So this is what was going on. So in the middle in the middle after after after the the site visit, we went back and we agreed in the meeting to dismantle those checkpoints man by police and then redirect all to pass through the legal entry point which is of course a onetop border center.
Shortly after 2 weeks the RPC then was transferred. Now this when I knew that the cartel is very huge. I did not know.
I thought maybe this was a normal transfer. Later on only to discover police convened behind behind the scenes and says oh I think this minister we need to work on him. When it came to campaign all the police were against me.
Can you imagine? So this is what is now going on in the country. Those who do good are haunted by those who have accumulated least wealth through impunity.
So therefore it requires external measures to come down on this monster which is ining eating into our economy.
Sometimes people don't even believe when Minister of Finance discharges the the the statistics about economic growth when they tell us the economy is now poised to grow at 10.6%.
in the coming year financial year when they tell us the economy has been growing at 6.7% in the last 5 years don't feel it ostensibly because the madness which one should have failed has been withdrawn from saturation and kept in the houses by a few individuals now this is where the problem is so my gratitude to my president to have started chisa no sleep no sleep and the fundamental item we must confront here is corruption corruption and laziness corruption with impunity and reness at work and also misuse of public resources.
The other one, my sincere appreciation to General MK for having discharged his constitutional patriotic duty of leading UPDF to crack a whip against corruption.
Our prayer, the prayer of all Ugandans is that this must go a long way until a logical conclusion.
But I want to remind you the three areas I've talked about. Parliament, please go away, go away. Open up avenues for members who belong to the 11th parliament to come and reveal to you what they know, what might not be publicly known and let's have all those who are implicated face the full force of law.
Secondly, NR secretariat where people have a mass to the extent that they have a lot of impunity. They have corrupted all those who would be big keepers and they're doing all what they want to do.
Did you see in the election of in the election of the workers members member of parliament we expected the second national chairperson of NRM and the national treasurer to protect the flag bearer woman MP that was honorable.
Instead the national second national vice chairperson who is and the national treasur of who is descended on anded her and distributed apparently I'm told 20 million per voter and brought it down and who was presented a biological sister of the national treasurer. So if you are talking about corruption and impunity and you think it's only living in the parliament I have given you a living example that it is born it is born both in parliament I'm told most of these are no long it is born both in parliament and also at national secretariat so we we are here we are behind you we've not been having voice now we have voice some of us have been having uh who would have been said to have conflict of interest. We're in government. We are not able to talk about some of the things which are happening under government. But now cabinet was dissolved. I am now a free citizen at least for now until then.
I am here to discharge my duty under article 17 of the constitution to cooperate with security forces in the fight against corruption.
fight against corruption is not a mere emotional rhetoric.
It is a constitutional civic duty of every Ugandan. So that's why I'm here to talk about these issues. Finally, I want to thank the president for managing Ebola.
Of course, all of us are aware that by now we'll be having thousands and millions of people tracking Namongo.
But the foresightedness of his excellency the president he convened very quickly the the national epidemic response national task force and he was able to analyze the situation and directed that and advised that Namongo if there would be a Namongo millions of Ugandans and Ugandans will die those who Namongo and advised that Namong can postponed.
So we are very happy to have such a visionary leader who is always focused on protecting Ugandans. Long live Uganda, long live Africa for my country.
