This video explains the escalating conflict between New York state and the Trump administration over immigration enforcement, where New York Governor Kathy Hochul announced plans to ban ICE agents from wearing masks, end 287(g) partnerships, and allow lawsuits against officials who violate constitutional rights, prompting DHS to threaten a federal agent surge in response to these sanctuary laws.

🚨New York Targets Federal Agents — “WE WILL DO IT!”Added:
Mr. Hman is that Donald Trump himself said he would not send a surge of ICE agents to the state of New York unless I ask. I'm not asking.
>> Tom, she says she's not asking.
>> Well, this is happening. We are currently witnessing a massive game of chicken. Who will chicken out first? The state of New York or the Trump administration?
>> There's a lot of known criminals that are harboring themselves in New York.
Okay, so here is why we are witnessing a massive game of chicken right now with the state of New York. The Trump administration has said, "If you guys sign new laws which will ban the mask, ban partnerships with Homeland Security, known as 287G programs, we will be sending federal agents to your state."
Basically, we will be surging your state with federal agents. However, the governor of New York is indicating this is already a done deal. This is going to happen. So, now we're going to see what actually happens. Will the Trump administration actually surge? And will New York pass these new laws knowing the Trump administration is saying they will surge? We're going to find out. Okay, so let's start with this. The governor of New York had a very recent press conference where she addressed the idea of changing the laws in New York. And also, make sure to please like this video. It helps out a ton and it also helps others see the videos as well. We are monitoring this situation very closely because this is going to be a massive test for the Trump administration. Will they actually go through with what they're say they're going to do? Here we go.
>> And when the boundaries are crossed, accountability matters.
We're enacting a law to allow New Yorkers to hold all government officials responsible, including ICE agents, accountable in court when they violate New Yorkers constitutional rights.
We're also banning law enforcement officers from wearing masks except in rare circumstances where there's a genuine operational need like a gas mask. No members of state, local, or federal federal law enforcement wear masks during ordinary operations. You don't see this. You never see this.
For ICE, wearing masks without good cause is nothing short of an intimidation tactic, a cowardly attempt to evade responsibility. and New York will no longer stand for it.
>> Okay, so let's talk context. First things first, this is now the second time the governor of New York is basically responding to the Trump administration telling them, "We are prepared to sign this legislation." She did make a comment just a few days ago saying, "Hey, Tom H. Homeman, President Trump told me he will never be surging New York unless I asked him to, and I did not ask him to." But many people are missing this part of the story. And here's why. All of this can backfire for the state of New York and the governor of New York. First things first, we know that the Trump administration, they have been suing every single state who has been passing laws like this. California, just two weeks ago, they lost in the courts trying to pass a mask ban. New Jersey was just sued 4 days ago.
Connecticut is about to face a lawsuit.
Washington and others. However, here's why it's different from New York. The Trump administration did not say we're going to be surging those states, but the Trump administration did say for New York, we're going to be surging your state. And by the way, it turns out Tom H. Home. Home. Home. Home. Home. Home.
Home. Home. Home. Homeman is a New Yorker and so is President Trump. So, this mission can really turn personal for them if they do end up surging these federal agents.
>> Mr. Homeman is that Donald Trump himself said he would not send a surge of ICE agents to the state of New York unless I ask. I'm not asking, >> Tom. She says she's not asking. So essentially, but out.
>> Well, Governor Hokllo, I'm not asking either. I said it. We're going to do it.
>> Okay. So, let's stop here. If you are unaware, this is now the second time Tom H. Home. Home. Home. Home. Home. Home.
Home. Home. Home. Homeman has also made an indication of a federal surge. So, now we're two for two. This is why I'm comparing this to a game of chicken. Are we going to go three for three? Will the governor actually sign off on these laws? And the Trump administration says, "Okay, perfect. You did your number three. We're going to do our number three, which is going to be a federal surge." We're going to find out pretty soon. But here's why Tom Hman is indicating why they want to federal surge if the governor does sign off on these laws.
>> No, you she wants to sign legislation.
She supports this legislation to it's going to lock us out of jails. is going to end 287g agreements and and it's going to prevent us from arresting a criminal alien in safety and security of a jail. We we have partnerships in New York, you know, throughout the state, not everywhere, but she wants to end the partnerships we currently have, which means now we got to send a whole team to look for a criminal that we could arrest in safety and security of a jail, which is safer for the officers, safer for the aliens, certainly safer for the community. So you're forcing us into the neighborhoods to find this person, which means since we lost the efficiencies of the jails that you want to lock us out of, now we got to send whole team.
>> Okay, so real quick, this is another very big detail and why this could be bad for the governor of New York. Tom H.
Homeman is talking about the entire state of New York as far as his talking points, how these agreements are going to be shut down for the entire state of New York. And also these mask bans, it's going to be for the entire state of New York. Which means if there's going to be any push back or flack, it's not going to be on the Trump administration. It's going to be on the governor. And I'll show you why I know that Tom H. Homeman is shifting the burden to the governor because of this next talking point.
>> Out there to find this person. So, of course, we're going to increase manpower a lot. And not only that, she said she wants to protect the migrant communities. Really? Because now we arrest an illegal alien. We can't rent a bed from uh any of the sheriffs in New York State. So, what are we going to do?
We're going to arrest that illegal alien. We're going to fly them to Texas, Arizona, to one of the protective facilities there, away from their families, away from their attorneys.
This is what we have to do cuz she >> So, again, Tom H. Homeman is shifting the blame and the burden over to the governor of New York. He is saying, "Okay, perfect. You don't want to work with us. That is fine. Then we're going to have to split the families and send them across the country over to Texas because you shut down all of these agreements." And by the way, this is the first time I've actually heard Tom Hman make this argument. We've seen this argument from journalists or reporters who push back against this, which means that Tom Hman and the Trump administration, I think they've been paying attention to opposite talking points. Because I think Tom Hman is making the talking point. Why would you want to shut down these agreements when now you're going to be splitting the families and that's not on us, that's on you since we're going to be following your laws of not working in New York.
So, let me know how you feel about this.
Again, we're seeing a masterclass from Tom H. Home. Homeman, shifting the burden away from the Trump administration, shifting it to the governor. But again, will the governor sign off on these laws? She is indicating, yeah, she will be >> forces this position, and we're going to do it. They're not going to stop us.
They can put all the roadblocks they want, but we're going to do this job.
>> Okay. So now the big question is if the Trump administration wants to surge New York or send in more federal agents, what is that going to look like or not look like? Here is the new head of Homeland Security actually talking about this >> every single day. We have a great relationship. I couldn't do this job without him. Um he is he he's somebody I lean on every single day. We're not going into New York like another Minneapolis. But what we're going to do is we're going to go in there. We're going to go after the felons, the known felons.
Okay, so let's stop here. I don't want to keep cutting this off, but that's a key detail that he sort of just brushes right through. We're not going to go in like Minneapolis, which is an indicator, like I have been saying and many others, the Trump administration has really shifted how I think they want to do missions, operations, or do business. I don't think the Trump administration is interested in massive 4,000 personnel surges where we're going to see tear gas and pepper balls and clashes. We know that because we know that the head of Homeland Security has said, "We want to be more quiet." But on the flip side, DHS has actually been getting a lot of flack for these types of statements because there are people out there who want aggressive action. So, let's continue with this specific operation in New York.
>> Going to be serving judicial warrants.
We're going to be using administrative warrants in some cases. Uh, but there's a lot of known criminals that are harboring themselves in New York. And the governor knows this. The mayor knows this. Uh the city officials there know this. They know these warrants because we've asked for their assistance and helping them pick up the these individuals. They have flat out told us no. So we're President Trump has made it very clear. We're going to restore law and order and everybody's city and everybody's states and and everybody's community that we can. So we're going in there to get the worst of the worst out of New York regardless what the governor says or not.
>> Okay. So a few things to point out.
First things first, the Trump administration has generally left New York alone. I think many people just assume because it's New York, a sanctuary city in New York City, Democrat state, that the Trump administration was always going to surge the state. But it turns out this whole time, New York was never really on this list of areas to surge because President Trump did tell the governor, "We will only surge you guys if you ask us to."
Of course, that has all changed. Number two, we are seeing an aggressive posture from DHS, the new leadership, specifically calling out New York. Now, DHS, they do call out a bunch of other states such as Virginia, New Jersey, and others. But this is different. Now, DHS, the posture is we're not only going to call you out, we also we're going to perform the action of sending in federal agents. But the big question is, okay, are there even enough federal agents?
Where are all of these agents going to come from? It turns out this whole time more federal agents have been joining DHS. So, this was actually posted on Rapid Response 47. That is the official White House rapid response social media team. We're in the process of hiring 10,000 more agents, which is a lot because ICE used to only have 10,000 agents nationwide and they were already uh doing a lot of work. Now, double that, almost triple that. By the way, I think we've got about 7,000 on board.
We've got 3,000 in the pipeline through the academy. I expect the deportation numbers to increase while the border numbers continue to decrease. So, a lot more federal agents it looks like are entering the force because again, the big question is if you're going to be surging an area, does that not open up gaps in other areas of the country which would lack Homeland Security agents? It turns out no. It turns out more agents are joining the force. Again, more bad news for the governor of New York.
600,000 605,000 was the number last year and you're saying we haven't seen anything yet. What kind of numbers can we expect this year?
>> Well, look, we like I said, we're in a process hiring 10,000 more agents. I think we got about 7,000 on board. We got 3,000 in the pipeline through the academy. So, we have more resources to do this work and we're going to continue doing that. We're going to continue to surge resources, especially the sanctuary cities because we know we have a problem there. So, I expect the numbers to increase while the border numbers continue to decrease.
>> Okay. And again, keep in mind with more federal agents, uh Tom Hman and the new head of Homeland Security have indicated they want more targeted arrest. Again, there is push back against this. Uh targeted arrest in the sense of only judicial warrants, which would naturally slow things down. not what we were seeing in 2025 with the broad sweeps where Chief Bo came into a city and they were arresting people left and right.
You don't get that with ICE themselves because that's not how they really operate. They operate more covert. They operate with individual cases which can sometimes lead to collateral which Tom Hman did say in New York we are ready for collateral as well which means if we arrest a criminal and he just so happens to be around other people who are not supposed to be in the country they are also on the table for a deportation. So there is an escalation from Homeland Security as far as they are prepared to do whatever it takes to go into New York if Kathy Hol decides to sign the new legislation. And would you look at this?
Just 14 minutes ago, the governor posted on her Facebook page, "Crime is down in New York because we've given local law enforcement the resources to protect local communities. Donald Trump said himself there would not be a surge of ICE agents into New York unless I ask for it. I'm not asking." So again, the line has been drawn. We're going to see what happens. Even the governor doubling down and keeps saying, "Well, Trump said he's not going to surge, so are you really going to surge?" States like New York can and must be a guard rail against ICE overreach. An outofc control agency funded at over $85 billion. ICE will no longer be able to use our police, our jails, and our resources to carry out civil immigration enforcement.
We're going to stop ICE from marching into schools and libraries, community centers, polling locations, and other sensitive locations without a warrant.
We're also banning law enforcement officers from wearing masks except in rare circumstances where there's a genuine operational need like a gas mask.
>> Okay. So, let me know how you feel about this. Again, I really have to emphasize this point. New York is not as sanctuary as some people may have believed. Again, just because you see that in New York City there are clashes, New York as a whole is not as of right now. So, if this does get signed, and I do think it will get signed and then challenged in the courts, um it will turn New York into sanctuary in my opinion. I mean, there is no actual legal federal definition for what sanctuary is. It's really up to the state to either declare their sanctuary or it's up to the individual to say, "Yeah, now it's sanctuary." Okay, so the line has been drawn and we're going to figure out here very soon what's going to happen next.
